From the perspective of resume, Liu Wen is a native of Inner Mongolia, worked in the engineering construction system in his early years, served as the director of the Inner Mongolia Autonomous Region Construction Cost Management Station, entered the discipline inspection system in 2011, served as the deputy head of the discipline inspection team of the Inner Mongolia Autonomous Region Discipline Inspection Department appointed to the Autonomous Region Housing and Urban-Rural Development Department, and the deputy department-level inspector of the Inner Mongolia Autonomous Region Discipline Inspection Commission, and retired in November 2018.
Liu Wen's investigation fully reflects the local investigation and handling of the "inner ghosts" of the discipline inspection and supervision system, and is also a powerful blow to the phenomenon of "black under the lights." Recently, the strong anti-corruption action in the Inner Mongolia Autonomous Region has aroused great concern from all walks of life, which is obviously inseparable from the efforts of the local Discipline Inspection Commission. After investigation, Quan Wangjun violated political discipline, was disloyal and dishonest to the party, had bad political conduct, resisted organizational censorship in an extreme way, did not participate in democratic life meetings in accordance with regulations, and did not organize theoretical central groups to study; violated the spirit of the eight provisions of the central authorities, accepted gifts and gifts that might affect the fair execution of official duties, and accepted banquets and tours that might affect the fair execution of official duties; violated organizational discipline, violated the principle of democratic centralism, personally decided major matters, did not truthfully report personal matters, and did not truthfully explain problems to the organization. Violating state laws and regulations, taking advantage of one's position to seek benefits for others, accepting property from others, and being suspected of accepting bribes; property expenditures that clearly exceed lawful income, the difference is huge, the source cannot be explained, and it is suspected that the source of a huge amount of property is unknown; and the abuse of power causes major losses to public property, and is suspected of the crime of abuse of power.
So many problems not only show that the Quan Wangjun has committed many evils, but also shows that the local political atmosphere is in urgent need of repair. The large-scale corruption of a discipline inspection cadre is not only an extremely serious personal problem, but also damages the political atmosphere of the unit where he works and the local area where he works. It can be seen from relevant cases that some discipline inspection cadres have received benefits from lawbreakers, and not only cannot investigate the case fairly and rationally, but instead take the initiative to cover up violations of discipline and law, which shows the great harm of such people.
Entering 2020, the discipline inspection and supervision system has been increasingly intensive to clean up similar problems. On September 22, Cheng Jinqian, former deputy secretary of the party committee, secretary of the Discipline Inspection Commission and vice president of the Shaanxi Branch of the Agricultural Bank of China, was expelled from the party. On October 2, Dong Hong, former deputy ministerial-level inspector of the Central Inspection Group, was investigated. On November 20, Chu Ming, a former discipline inspection supervisor at the level of the Sichuan Provincial Commission for Discipline Inspection, was investigated. With regard to such problems, the discipline inspection and supervision departments have long issued repeated orders and explicitly demanded that discipline inspection cadres at all levels must adhere to their original intentions, scrupulously perform their duties, and must never take half a step beyond the thunder pool.
On this issue, various measures have been taken by relevant departments in various localities. In January this year, the Supervision Commission of the Anhui Provincial Commission for Discipline Inspection and Supervision took the case as an admonition and issued a circular on serious violations of discipline and law by Hu Hongtao, Fang Weixing, and others, telling the story of discipline well with the people around them, carrying out warning education, and guiding discipline inspection and supervision cadres throughout the province to deeply learn lessons.
Not long ago, the Yunnan Provincial Commission for Discipline Inspection and Supervision also revised the "Interim Measures for the Supervision of Discipline Inspection and Supervision Cadres in Yunnan Province" and the "Regulations on the Filing of reports on interference in supervision and discipline accountability in Yunnan Province", insisting that the blade be turned inward and strictly preventing and controlling the emergence of the phenomenon of "black under the lights".
Tianjin Municipality held a warning education conference on the discipline inspection and supervision system in November this year, and more than 3,100 discipline inspection and supervision cadres in the city watched the feature film "Striking Iron Must Be Hard" in the form of a video conference of "main venue + sub-venue" and received important warning education.
As the "main force" in the fight against corruption, the discipline inspection and supervision cadres' own conduct is an important "line of defense" against corruption. Once this "line of defense" is lost, the consequences are unimaginable. For this reason, the vast number of discipline inspection and supervision cadres should also clean themselves up, and if some people collude with corrupt elements and collude with the same stream, what awaits them is bound to be punishment by party discipline and state law.
