On October 21, under the report of volunteers, the Fushun County Agricultural and Rural Bureau stopped more than 400 dogs that had been loaded into iron cages for shipment, and asked the company not to move within 21 days, waiting for investigation and processing.
On the evening of October 30, it was learned that Liushun Company was once again preparing to transport the dogs to other places for sale. Ms. Jin and three other volunteers rushed from Chengdu and Chongqing to the entrance of the Banqiao Expressway in Fushun County to intercept them. With the help of high-speed public security, the dog truck was stopped. In the process, Ms. Jin and Xiao Yang and three other volunteers were beaten by unidentified personnel and are still receiving treatment at the First People's Hospital of Zigong City.
Fushun police said they had opened a criminal investigation into the case and had taken criminal coercive measures against the three people involved.
Animal protection volunteers stopped hundreds of dogs
Until November 2, Ms. Jin from Chengdu and Xiao Yang from Chongqing were still receiving injury diagnosis and treatment at a hospital in Zigong City. They were all beaten and injured on the evening of October 30 when they desperately stopped the dog truck that was about to enter the highway. Another injured volunteer has returned to Chongqing for treatment.
Ms. Jin said on October 21, they learned from local animal protection volunteers in Fushun that Liushun, based in Yongnian Township, was loading hundreds of dogs into torture-like iron cages to be shipped to guangxi for sale.
Ms. Jin and others immediately rushed from Chengdu and Chongqing to Yongnian Town, and reported the case to the Fushun County Agricultural and Rural Bureau and the local police respectively.
The live video provided by the volunteers shows that after the Fushun County Agricultural and Rural Bureau and the local police station blocked the dogs, they asked Liushun Company not to move the dogs for 21 days and wait for the investigation and handling.
On October 30, Ms. Jin and others were again informed that more than 400 dogs that had been stopped were about to be transported to Guangxi for sale, and they rushed to Fushun again. At about 9 p.m. that night, the dog truck was stopped at the entrance of the Banqiao Expressway in Fushun County, and the police were reported to the Banqiao police station.
The dog was rescued and the volunteers were injured
Ms. Jin and others said that while waiting for the police to arrive at the scene, a number of unidentified people surrounded them, besieged, abused, threatened, and constantly hit the volunteers' vehicles. "Even after the police came, they didn't stop attacking us." The window glass of the taxi in which Ms. Jin and the others were riding was smashed, and the gang tried to forcibly drag Ms. Jin out of the car and beat her continuously.
With the help of the taxi driver, Ms. Jin and others fled the scene and returned to Zigong City.
After the preliminary diagnosis of the First People's Hospital of Zigong City, Ms. Jin and Xiao Yang have multiple soft tissue injuries throughout the body and are still undergoing further diagnosis. Another volunteer with a head injury has returned to Chongqing for treatment.
Dogs still bark in the yards of agricultural companies

Volunteer Ms. Jin said that the National Inventory of Livestock and Poultry Genetic Resources issued by the Ministry of Agriculture and Rural Affairs in 2020 has excluded dogs from livestock and poultry resources.
According to Xinhua News Agency, the responsible person of the Ministry of Agriculture and Rural Affairs pointed out that during the period when the "Catalogue" was open to the public for solicitation of opinions, most of the opinions on "whether dogs are listed in the "Catalogue" were in favor of dogs not being included in the "Catalogue." Dogs have a long history of domestication, in the past, mainly to care for homes and hunting and grazing; now the use of dogs is more diverse, reflected in pet companionship, search and rescue police, escort blindness and other functions, and the relationship with humans is closer. The police filed a criminal case for selling dogs administratively
The Fushun County Public Security Bureau said the police had criminally filed a case at the entrance of the Banqiao Expressway on October 30 on suspicion of picking quarrels and provoking trouble, and three people involved in the case were taken criminal compulsory measures. The case is still under further investigation.
According to the person in charge of the second squadron of the agricultural administrative law enforcement brigade of the Fushun County Agricultural and Rural Bureau, the breeding license project of Liushun Company includes dog breeding, but the sale of dogs must go through animal inspection and quarantine procedures. More than 400 dogs that were stopped on October 21 and were ready to be transported to Guangxi for sale did not have quarantine permits, violating the relevant regulations on animal epidemic prevention. The agricultural administrative law enforcement department currently keeps dogs in the liushun company enclosure and has been administratively investigated.
The person in charge said that since the case that occurred at the entrance of the Banqiao Expressway on October 30 has been criminally filed by the police, the administrative law enforcement case will be carried out after the police criminal investigation.
