【Heavy!】 The Supreme People's Procuratorate today released a typical case with the theme of "Promoting the Construction of a Judicial Restraint and Supervision Mechanism for Law Enforcement", fully affirming that the procuratorial organs of Dongying City, Shandong Province, have created a "three-in-one" non-custodial litigation model with the whole process of reviewing the necessity of detention, comprehensively guaranteeing non-custodial litigation, and supporting the whole society, and this model will reduce the system and measures of pretrial detention throughout the entire process of criminal proceedings. The Supreme People's Procuratorate pointed out that in view of the continuous decline in serious violent crimes in China, the increasing number of statutory and minor criminal offenses, but the pretrial detention rate has always been high, procuratorial organs throughout the country have implemented the criminal policy of blending leniency with severity, conscientiously implemented the plea leniency system, and actively promoted a new pattern of criminal procedure in cases of misdemeanor crimes, negligent crimes, juvenile crimes, and other cases of "non-custody as the principle, and detention as an exception."
