In June 2017, Zhang Hongfeng was transferred from the combat unit to the People's Armed Forces Department of Qin'an County, Gansu Province, to take over as the political commissar. Zhang Hongfeng took the initiative to ask for a battle, and his counterpart helped Wangpu Town, which had the most arduous task of poverty alleviation. On the first day Zhang Hongfeng arrived here, he listened to the villagers say: "Wang Puliang, the north wind is crazy, blowing dry grass, freezing to death wolves." He sighed that the harsh natural environment has allowed the villagers to eat and rely on the sky for many years, there is no way to travel, and the economy can only lag behind. In the face of challenges, he insisted on helping in the village, led the militia to climb the slope and climb the beams, and the footprints traveled all over the villages and villages of Wangpu Town.

He said that qin'an county has steep mountain roads and inconvenient transportation, and if you want to revitalize the industry of getting rich, road construction is the key. In the absence of projects, funds and materials, Zhang Hongfeng coordinated with many parties and personally supervised the work, and finally built a road to prosperity and opened up the local agricultural product transportation channel. At the end of 2019, Wangpu Town achieved overall poverty alleviation.
Zhang Hongfeng: On the day the village was announced, I was in tears. This road is a problem that the villagers have not been able to solve for many years, but it was opened in the second year of our poverty alleviation. Whenever I see the agricultural and sideline products produced in the village can be pulled out of the mountains, can be sold at a good price, and the happy smiles on the faces of the villagers, I also have a full sense of accomplishment.

Zhang Hongfeng often said that party membership is not only an honor, but also a responsibility that can be open-minded at a critical juncture. In October 1993, Zhang Hongfeng was also a soldier in the unit where martyr Qiu Shaoyun lived. During a mission with the team, criminals dropped homemade bombs into the crowd. At the critical moment, Zhang Hongfeng grabbed the bomb at the feet of his comrades-in-arms and threw it into the distance... At the moment of the shot, the bomb exploded, his left hand was blown off, his right eyeball was shattered, his face was stitched with 49 stitches, his body was seriously bloodied, and he woke up after two days and two nights of rescue.
Zhang Hongfeng: When I woke up, I thought: This is over, what should I do in the future? Later, I told the company commander and instructor that if the unit could let me continue to work in the team, I would definitely make a hundred times more effort to overcome my physical inconvenience.

He secretly decided that what others could accomplish with two hands, he could do well with one hand. When I first started playing the backpack, the knees, teeth, and disabled left arm were on the same side, and the backpack was full of blood from the corners of the mouth and the injured arm; practicing creeping, often the scars on the arms and knees had not yet healed and were worn; practicing horizontal bars, practicing until the hands could not hold chopsticks; 5 kilometers of cross-country, light weapons shooting, etc., he with tenacious will, with more than the usual number of times the amount of training, to achieve all the training results are excellent.
Zhang Hongfeng: Although I lost a hand and an eye, my 5 km performance was not bad, when I was the platoon leader, 5 km could run for 18 minutes. In the annual competition and training, our platoon is always the first in the company, and we have never blackened the overall results of the company.
With this vigor of not accepting defeat, Zhang Hongfeng came all the way from many posts such as platoon commanders at the grass-roots level and cadres of brigade and regiment organs, charged ahead, built a meritorious military camp, and always practiced his vow of "being loyal to the party and being a good soldier in the style of Qiu Shaoyun." Zhang Hongfeng told reporters that in the future, he will still go all out with his comrades-in-arms and continue to run on the road of strengthening the army and rejuvenating the army, and never fall behind.
