In recent years, major corruption cases have occurred frequently in various provincial federations

The governor's assistant found that in recent years, cases of provincial federations have occurred frequently, and in some places, there has even been a phenomenon of corruption and succession, nest case collusion. According to a previous relevant report on the website of the Central Commission for Discipline Inspection and the State Supervision Commission, since the Nineteenth National Congress of the Communist Party of China, among the 31 provinces, autonomous regions, and municipalities in the country, nearly 10 provincial federations such as Liaoning, Shaanxi, Anhui, Sichuan, Inner Mongolia, Shanxi, Hainan, and Shandong have been "number one" and members of the leading bodies.

"Some leading cadres are greedy, bold, extravagant, and of a bad nature."

In the view of the Central Commission for Discipline Inspection, some of the leading cadres investigated and punished by the provincial federations are "greedy, bold, extravagant, and of a bad nature and serious circumstances."

Chen Peng, as an example above, during his tenure, he was entrusted by Deng Moumou, the general manager of Huaxia Insurance, to help him sell insurance in the provincial rural commercial bank system since 2011. At the behest of Chen Peng, Deng Moumou, on the grounds that Chen Peng had a birthday, organized many dinner parties and invited the chairmen of various rural commercial banks to participate, and Chen Peng and his wife tried their best to stand for them. The rural commercial banks "respond to every need", more than 50 rural commercial banks participate in the insurance (accounting for about 2/3 of the province's rural commercial banks), a total of more than 9.696 billion yuan, the related purchase behavior continued until 2019, Chen Peng accepted more than 60 million yuan in bribes from Deng Moumou. Sun Bin went from the director of the office of the provincial federation to the deputy director of the provincial federation to the deputy mayor of Hefei and then back to the provincial federation, all the way to corruption, dare to collect any money, after Chen Peng was retained and a number of rural commercial bank executives were committed, he still accepted millions of yuan in bribes. He has long coveted pleasure, loves to play golf, plays all over the country, and must play every weekend; gambling addiction, a gambling win or loss amount of tens of thousands of yuan, the day before he was retained, he was still gambling in Huangshan, and many illegal and disciplined transactions were negotiated on the mahjong table.

In view of the frequent occurrence of corruption cases in the provincial federation, Mo Kaiwei, a researcher at the China Local Financial Research Institute, analyzed that the provincial federation is nominally an operation and management agency, but in fact it is a government administrative agency, and the county rural commercial bank it manages is an enterprise operation unit. Under this management system, the power of people, money, and materials is excessively concentrated in the provincial federation, and although the provincial federation is nominally under the dual supervision of the provincial government and the provincial financial supervision, in fact its various powers have not been effectively restrained. "Using a strong administrative skill to manage the system of rural commercial banks, and lacking an effective power supervision system itself, this is an important reason for the high incidence of corruption in some provincial federations." Mo Kaiwei said.

The reform of the provincial federation is on the arrow

In view of the loopholes in the system exposed behind the corruption of the "number one" of the provincial federation, people in the industry believe that it is necessary to gradually deepen the reform of the system and mechanism of the provincial federation. In May 2020, the Office of the Financial Commission of the State Council issued a document saying that it would introduce 11 financial reform measures, including the formulation of the "Implementation Opinions on deepening the reform of rural credit cooperatives". Almost at the same time, the Banking and Insurance Regulatory Commission formulated and issued the "Opinions on deepening the Implementation of the Reform of Rural Credit Cooperatives" and deployed relevant reform pilots. In January this year, the 2021 CBIRC Work Conference proposed to "orderly promote the pilot reform of the provincial federation".

On the issue of the reform of the provincial federation, Guo Shuqing, secretary of the party committee of the People's Bank of China and chairman of the Banking and Insurance Regulatory Commission, said in an interview with the media in March this year that the reform should proceed from reality, improve the corporate governance structure, run the board of directors, shareholders' meeting, and board of supervisors in accordance with the modern enterprise system, clarify the relationship between the party in accordance with the ownership structure, strengthen the party's management and party leadership, and at the same time carry out liquidation and verification of assets, dispose of some non-performing assets, and recover arrears. In July this year, at a press conference on the operation and development of the banking and insurance industry in the first half of the year, Ye Yanfei, head of the Policy Research Bureau of the Banking and Insurance Regulatory Commission, revealed that most provinces and regions have submitted plans to deepen the reform of the provincial federation.

The governor's assistant noted that at the press conference of the new office of the State Council of the Banking and Insurance Regulatory Commission on October 28, when asked by the media about the current situation of the reform of the provincial federation, Wang Chaodi, chief inspector, director of the general office and spokesman of the CBIRC, said that the CBIRC will follow the original intention of adhering to the original intention of serving the "three rural areas" of rural credit, take the improvement of the overall development capacity of the rural credit system as the basis for reform, take the deepening of the reform of the provincial federation and improve the risk prevention and control capabilities of the rural credit system as the focus, and follow the principle of "one province, one policy" according to local conditions. While fully considering the differences between different regions in the eastern, central and western regions, it provides strong financial support for rural revitalization and common prosperity.

"In this context, we support all provinces (autonomous regions) to formulate practical and feasible rural credit cooperative reform plans based on their own realities." According to what I know, at present, most provinces have reported a plan to deepen the reform of rural credit, and we hope that through reform, we can effectively make the provincial federation a modern financial enterprise with clear property rights, clear rights and responsibilities, separation of government and enterprises, and standardized management. At the same time, it is also very pleasant to tell everyone the good news that in two days, the reform plan of Zhejiang Province will be officially implemented. Brother Dynasty pointed out.
