The two sides have both cooperated and taken what they need and guarded against each other, so it is inevitable that the sharp, complex and even fierce struggle will inevitably be rapidly politicized in Hong Kong.

Formal negotiations between the Chinese and British governments over Hong Kong's future were inaugurated in September 1982 during the visit of former British Prime Minister Mrs. De Dreher (Margaret Thatcher) to China. Prior to this, the Chinese and British leaders had already laid the groundwork for the settlement of the question of Hong Kong's future. When Deng Xiaoping made another comeback in July 1977, British Prime Minister Callaghan was extremely sensitive and concerned about it, discussing with his political adviser Tom Mcnally the possible impact of Deng's comeback on international issues and Hong Kong. Callaghan was a political figure who was early on with the Hong Kong issue, and his career experience was close to the British intelligence service, and he knew the core secrets of the Hong Kong issue. Immediately after that, British intelligence intervened again.
