Since 2009, the Standing Committee of the People's Congress of Jinyun County, Lishui City, Zhejiang Province, has formulated every year an activity plan for the county people's congress deputies group to link up with government departments and the "two courts", dividing more than 200 county-level people's congress deputies into 24 groups, linking 22 departments, county courts, and county procuratorates.

Determining supervision projects is the "first process" of supervision by the people's congress. Prior to the linkage activities, the representative groups understood the concerns of the people and made a list of problems and opinions by viewing information, visiting the field, and receiving voters at the representative liaison station. At the same time, combined with the actual situation of the linked units, a theme is selected from the implementation of laws and regulations, the handling of deputies' suggestions, the government's annual key work, and the implementation of people's livelihood projects, etc., to highlight the key points of activities and ensure the effectiveness of activities.
During the activities, the representative groups carried out in-depth research on the theme of the activity and the nature, institutional functions, scope of work, implementation of the Constitution and laws and relevant systems around the theme of the activity and the nature of each linked unit, pinpointed the crux of the problem, put forward opinions and suggestions, and achieved more accurate "pulse inquiry and diagnosis" and more practical suggestions and suggestions.
In addition, the linkage activities carried out twice a year regularly form a circular tracking chain, and those who are not satisfied with the handling of relevant people's livelihood projects and key work will be asked again in the second half of the year.
Over the past 13 years, jinyun county people's congress deputies have put forward more than 1,500 opinions and suggestions to the "one government, two procuratorates", which have promoted the correct and effective implementation of relevant systems and laws and regulations; and promoted the effective solution of a number of people's livelihood problems and the acceleration of key work such as raising rural drinking water standards, alleviating the difficulty of enrollment in urban areas, and upgrading rural roads.
