It was a coincidence that a provincial party secretary named Tao Ludi helped two people who later became famous throughout the country in the 1950s and 1960s with the word "Gui". People joke that Secretary Tao alone has achieved two "expensive" people.
Born in February 1917 in Liyang, Jiangsu Province, Tao Ludi studied at Jiangsu Liyang Private Tongji Middle School and Shanghai Fudan Experimental Middle School in his early years, and later entered Nanjing Central University as an auditor, during which he returned to his hometown as a primary school teacher.
In 1936, he joined the Communist Party of China and began his revolutionary career. He successively served as deputy secretary of the Taihang Prefectural Party Committee, secretary of the Taihang District CPC Committee and political commissar of the Taihang Military Region, director of the Propaganda Department of the Shanxi Provincial CPC Committee, and secretary of the Provincial CPC Committee.
In June 1953, he was appointed first secretary of the Shanxi Provincial Party Committee, the youngest provincial party secretary in New China, and set this record at the age of 36, which has not been broken.
Chen Yonggui was discovered and recommended to the Central Committee and Chairman Mao
Tao Ludi has been in charge of Shanxi for 12 years and has a good reputation. In particular, he discovered Chen Yonggui and promoted the activities of the national school village, which was highly praised.
After Chen Yonggui became the secretary of the party branch of the Dazhai Brigade, he led the members of the society to sluice and dam weirs, silt the ravines into good fields, and build the slopes into first-level terraces, and the grain output increased year by year. In particular, in the year of the major floods in 1963, we did not extend our hands and achieved "three no's, three no less", that is, we did not want state relief grain, no state relief funds, and no state relief materials; in that year, the members of the community had a lot of rations, the income of the members was quite a lot, and the grain purchased by the state was quite a lot.

Tao Ludi, first secretary of the provincial party committee, gave affirmation and praise in a timely manner, and widely publicized it throughout the province, calling for learning from the advanced deeds of Dazhai's arduous struggle and changing the appearance of mountainous areas.
On March 28 and 29, 1964, Chairman Mao went out to inspect and the special train stopped in Handan. After reporting on the situation in Shanxi Province on the special train, Tao Ludi focused on Dazhai. The chairman affirmed Chen Yonggui's "participation in production and leadership of production" and said: "Very good! Just like fighting a war, if you don't participate in a war, how can you direct a war?"
When it was reported that Dazhai did not need state support and relied on collective strength to rebuild the homeland during the flood relief in 1963. The chairman attaches great importance to Dazhai's spirit of self-reliance and hard struggle. Asked what words Chen Yonggui's name was, Tao Ludi wrote out the name, saying that Chen Yonggui was 50 years old, 42 years old was literate, and also talked about logic. At this time, Chairman Mao said in an affirmative tone that a good article had been produced in the poor mountain ravine! Happy to ask: Do you have his material? Tao Ludi and his entourage handed him the materials about Dazhai and Chen Yonggui that had been prepared in advance for the report. The Chair said, "I'm going to take a look first".
Subsequently, the "Agricultural Dazhai Movement" that decided the fate of 800 million peasants for 15 years began, and Chen Yonggui also entered Zhongnanhai from the Taihang Mountain Ravine, becoming a member of the Politburo and vice premier of the State Council from the secretary of the branch. All this is inseparable from Tao Ludi's discovery and recommendation.
The second person with the word "Gui" in Tao Ludi's achievements was Yang Gui, who presided over the construction of the Hongqi Canal
The construction of the Hongqi Canal is in Henan, how is it related to Tao Ludi, secretary of the Shanxi Provincial PARTY Committee? In fact, the relationship is still big.
Hongqi Canal is from Pingshun County, Shanxi Province, a place called Houbi Break as a water diversion point, from Houbi Break to Henan Boundary there are more than 20 kilometers, if Shanxi Province does not express its position, Hongqi Canal will not be able to open, if Shanxi Province does not agree there will be no Red Flag Canal!
To repair canals and divert water across provinces, it is certainly impossible without the support of Shanxi Province. In late January 1960, Yang Gui wrote a letter to Shi Xiangsheng, then secretary of the Henan Provincial Party Committee, reflecting on the suffering of the people of Linxian County. The letter was not sent, but was sent to Zhengzhou by Wang Caishu, minister of agriculture and industry in the county.
On January 27, 1960, on the Chinese New Year's Eve of the lunar calendar, Shi Xiangsheng, secretary of the Secretariat of the Henan Provincial Party Committee, and Dai Suli, secretary general of the Provincial Party Committee, jointly wrote a letter to Tao Ludi, the first secretary of the Shanxi Provincial Party Committee, and others, hoping that the Shanxi Provincial Party Committee would support Lin County in transferring water from Pingshun County to repair canals.
After receiving the handwritten letter from the provincial leader, Yang Gui asked Wang Caishu to rush to Taiyuan, Shanxi by train overnight, and after several twists and turns, he handed the letter to the leader of the Shanxi Provincial Party Committee.
Yang Gui took advantage of the Spring Festival to call Tao Ludi, secretary of the Shanxi Provincial Party Committee, to pay respects to the New Year, and implored him, who had worked in Lin County, to help coordinate the solution.
After Shanxi Province learned about the situation, on February 1, the fifth day of the first lunar month, Tao Ludi summoned Wang Qian, secretary of the Secretariat of the Shanxi Provincial CPC Committee, and Liu Kaiji, vice governor of Shanxi Province, to study the problem of Lin County diverting water from Shanxi. The meeting not only unanimously agreed to Linxian to build the project of introducing Zhangzhang into the forest, but also immediately contacted the Jindongnan Prefectural Committee and the Pingshun County CPC Committee and instructed them to assist the Linxian Project of Introducing The Zhangzhang into the Forest, and Shanxi, which is also short of water, extended a selfless helping hand to the people of Linxian County.
This was the cadres under the nurturing of Chairman Mao's thought at that time, there was no localism, as long as they felt that it was beneficial to the people, no matter where they were in charge, they would selflessly help and support it. Moreover, the high efficiency is also commendable, which is also a manifestation of the party's fine tradition in Tao Ludi.
Throughout the process of canal repair, Shanxi Pingshun County and the social teams along the line bravely sacrificed their own interests and gave real support to the people of Linxian County. They set aside land, diverted river water, endured building disturbances, provided shelter and materials, and so on, and did everything in Pingshun County that Lin County needed.
Later, when Tao Ludi and Yang Gui talked about the Shanxi Provincial Party Committee's study of the project of introducing Zhangzhang into the forest, he said with emotion: During the war years, I worked in LinXian and knew the suffering of water shortage in Linxian County.
I once told the comrades of the Jindongnan Prefectural Committee that we should vigorously support the Hongqiqu and that the leaders of the Pingshun County CPC Committee would come to the province for a meeting, and I also told them that if LinXian needed help, it must be done as its own business. Yang Gui said: Secretary Tao is in Shanxi, but his heart is concerned about Henan, without secretary Tao's support, the Hongqi Canal will not be able to start, there will be no Hongqi Canal, and the people of LinXian County are very grateful to Secretary Tao!

Today, we say that the 1960s and 1970s were an era of hard struggle, and That Dazhai Chen Yonggui and Linxian Yang Gui were both representatives of that era. If it were not for Secretary Tao Ludi's insight and strong recommendation, it would have been impossible for Chen Yonggui's later triumphs, and if it were not for Secretary Tao's high wind and bright festival, it would have been impossible to have vigorously supported the construction of the Red Flag Canal and Yang Gui's achievements.
Chen Yonggui and Yang Gui's spirit is precious, and Tao Lu's gong is great! Just as Tao Ludi inscribed "selfless dedication, helping others for pleasure" for Comrade Yang Jukui, Tao Ludi is such a person.
