On June 5, 2019, the "Two New" Organizational Party Building Organizational Enhancement Seminar co-sponsored by Beijing Qingyuanchuang Social Organization Capacity Building and Evaluation Promotion Center and Beijing Fengtai District Enrui Social Organization Development Consulting and Research Center was held in Beijing. Present at the meeting were Yu Yanyan, a researcher at the Beijing Academy of Social Sciences, Associate Professor Wang Yang from the School of Marxism at the University of Science and Technology Beijing, and representatives of outstanding "two new" party organizations from the Jimei Commercial Building Workstation of the Dahongmen Street Working Committee, Fanhua Construction Group Co., Ltd., Rong Weiyuan Security Service (Beijing) Co., Ltd., and Rong Zhentang (Beijing) Cultural Development Co., Ltd.
The meeting was carried out on the basis of the 2018 Fengtai District Support Social Organization Service Project - the "Two New" Organization Party Building Organizational Strength Improvement Research Project, aiming to invite experts in the field of party building to start from the four aspects of implementing the central work, cultivating professional teams, innovating the organizational system and uniting and serving the masses through exchanges and discussions, so as to provide theoretical support and practical guidance for improving the organizational strength of the "two new" party organizations. At the meeting, the organizer released the "Investigation Report on the Improvement of the Organizational Strength of the Party Building of the "Two New" Organizations" and other relevant achievements.
The report of the Nineteenth National Congress of the Communist Party of China pointed out that the key to "creating a social governance pattern of co-construction, co-governance and sharing" lies in "promoting the shift of the center of gravity of social governance to the grass-roots level"; the party constitution also clearly points out that "the party's grass-roots organizations are the party's fighting fortress in the grass-roots social organizations and the foundation of all the party's work and combat effectiveness." "The key to consolidating the party's ruling foundation lies in improving the organizational strength of the party's grass-roots organizations."
However, it is difficult to carry out party building work in the grass-roots party organizations of the new economic organizations. This concentration is manifested in the necessity of improving the organizational strength of the political party and the sense of powerlessness in carrying out party building work from the perspective of enterprises. In a survey of 267 new economic organizations, Qingyuanchuang found that nearly half (45.3%) of the party building leaders of enterprises believe that the work of party organizations and the work of the enterprise center are "in conflict" or "sometimes in conflict"; when the party building leaders of these enterprises evaluate the organizational strength of party organizations with a scale of minimum 1 point and a maximum of 10 points, the average score of organizational strength is only 5.05 points.
Cracking the problem of party building in the "two new" organizations in the new era is our historical mission and responsibility. Among them, Fengtai District has explored a wealth of experience. For example, the Party Committee of Fanhua Group understands the issue of party building from the perspective of enterprises, and does not carry out party building work in isolation, but integrates party building work into the business strategy, production management and employee learning of enterprises. The Party Committee of Jimei Group actively promotes the normalization education of "two studies and one doing" and opens the "Jimei Party School" to provide a learning and growth platform for the majority of party members, league members and employees and merchants in Jimei. Led by the Rong Weiyuan Party Committee and sponsored by the trade union, the "Enterprise Contradiction Resolution Room" has played an important role in resolving some misunderstandings and contradictions encountered by employees and enterprise management. The rongzhentang party branch gave full play to the personal influence of the secretary and enriched the connotation of party building activities with the help of the superior resources accumulated by the secretary such as well-known personalities, chambers of commerce, trade unions and other enterprises. Aerospace Wanyuan Commercial Building Workstation first promotes the concept of "two-way service", the workstation serves the enterprise merchants in the jurisdiction, to solve their worries in terms of employment, food safety, fire protection, etc.; at the same time, encourage the party members of the enterprise merchants to serve the community residents and report to the community in the form of volunteer service. The RiyueTiandi Commercial Building Workstation mobilizes the strength of enterprises, finds a playing entry point on the regionalized party building platform, realizes complementary advantages, and turns the "small cycle" of building party building into a "big integration" across enterprises, industries and departments.
The experts attending the meeting affirmed the achievements made by the new economic organizations in Fengtai District in party building. Associate Professor Wang Yang pointed out that it is necessary to give full play to the traditional advantages of non-public economic party organizations in mass work and ideological work, gather value and unite people's hearts; at the same time, party organizations should interact with relevant parties at the discourse level, task level and organizational level. Professor Yu Yanyan shared vivid cases and sorted out the work ideas in three aspects: "Party building is an inexhaustible driving force to promote the development of enterprises", "Building a Resource Platform" and "Building a Publicity Platform". Participants said that they had gained a lot.
The holding of this meeting, on the one hand, promoted the mutual communication and exchange between the "two new" party organizations in Fengtai District; on the other hand, it condensed the consensus on the improvement of the party building organizational strength of the "two new" organizations, and helped the party organizations play an active role from the theoretical and practical perspectives.
