The meeting conveyed and studied the spirit of the Work Conference of the Central People's Congress; heard and deliberated the report of the Municipal People's Government on the implementation of the "Regulations on the Management of the WeiHe River Basin in Shaanxi Province", the report on the new government bond revenue and expenditure arrangements and the municipal budget adjustment plan (draft) in Baoji City in 2021, the report on the construction of the city's excellent traditional culture inheritance base; and the report of the Municipal Supervision Commission on the work of carrying out integrity education in our city Deliberated the Decision of the Standing Committee of the Baoji Municipal People's Congress on Approving the New Government Bond Revenue and Expenditure Arrangements and the Municipal Budget Adjustment Plan for 2021 (Draft) and the Regulations on the Promotion of Civilized Behavior in Baoji City (Second Draft Amendment). The meeting evaluated the satisfaction of the three special work reports, and voted and passed the relevant decisions and regulations (draft).
The meeting pointed out that it is necessary to deeply study and implement the spirit of the Central People's Congress Work Conference, and consciously and effectively implement the spirit of General Secretary Xi Jinping's important speech and the decision-making and deployment of the Party Central Committee to the whole process of all aspects and links of the work of the People's Congress. It is necessary to combine the implementation of the spirit of the eleventh plenary (expanded) session of the twelfth session of the Baoji Municipal CPC Committee, seek in-depth and meticulous ideas and measures to strengthen and improve the work of the people's congress, and complete all the goals and tasks for the whole year with high quality. The meeting stressed that the Municipal People's Government and its relevant departments should conscientiously study the central water control policy in the new era, and normalize the comprehensive management and protection of the water ecology in the Baoji Weihe River Basin; It is necessary to conscientiously implement the decision of the people's congress, scientifically and rationally use government debt funds, adjust and optimize the bond structure, and improve the performance of the use of bond funds; It is necessary to fully tap the historical and cultural resources of Baoji, do a good job in the construction of excellent traditional culture inheritance bases, and make every effort to do a good job in the inheritance and protection of China's excellent traditional culture in our city.
