The Standing Committee of the Fourteenth Municipal People's Congress held the 41st Meeting of Directors to listen to the report on the development of the city's pension undertakings, and studied the "Interim Measures for the Post-legislative Evaluation of the Standing Committee of the Anyang Municipal People's Congress (Draft)" and related personnel appointment and removal matters

On the morning of November 5, the Standing Committee of the 14th Municipal People's Congress held the 41st meeting of directors. Xu Jiaping, director of the Standing Committee of the Municipal People's Congress, presided over the meeting and made a speech. Zhang Baoxiang, Zhang Ling, Cheng Lijun, Wang Jianguo, Du Jianxun, Sang Jianye, deputy directors of the Standing Committee of the Municipal People's Congress, and Secretary General Cheng Xinhui attended the meeting.

The meeting listened to a report on the development of the city's pension industry. The meeting pointed out that in recent years, the municipal government attaches great importance to the development of the old-age care industry, the scale of the city's old-age service has been expanding, the capacity and quality of old-age services have been significantly improved, and a pension service system based on home-based old-age care, relying on community old-age care, supplemented by institutional old-age care, and combined medical and nursing care has been initially formed, and the overall development momentum is better. However, there are still many shortcomings and problems that need to be solved urgently in line with the strategic deployment of the Party Central Committee, the provincial party committee and the municipal party committee to actively respond to the strategic deployment of population aging and meet the multi-level pension needs of the people. In the next step of work, we must earnestly enhance the sense of responsibility and mission of accelerating the development of the city's pension cause. It is necessary to give full play to the leading role of the government, strengthen planning and guidance, formulate and introduce the overall plan for the development of the pension industry, clarify the development goals, spatial layout, facility construction, capital investment, policy guarantees and other corresponding measures, and lay a solid foundation for improving the construction of the pension service system. Second, we must comprehensively benchmark against the table to promote the high-quality development of the pension industry. It is necessary to strengthen overall planning and coordination, give full play to the role of industry associations in leading, standardizing and self-discipline in the construction of industry standardization, strengthen the comprehensive supervision of old-age service institutions in accordance with the law, and firmly adhere to the bottom line of service quality and safety. Third, we must strengthen the planning and construction of the professional team of old-age services. It is necessary to improve the relevant policies for the construction of the professional team, support and guide the city's colleges and universities, vocational schools to open majors related to old-age services, increase the training of professionals and elderly care workers such as medical and nursing talents, pension industry managers, social workers, etc., and strive to create a high-quality, localization and professional old-age service talent team to promote the rapid development of the city's old-age service industry.

The meeting studied the "Interim Measures for post-legislative Evaluation of the Standing Committee of the Anyang Municipal People's Congress (Draft)". The meeting stressed that carrying out post-legislative evaluation work is a new measure for the Standing Committee of the Municipal People's Congress to strengthen and improve legislative work, improve the quality of legislation, and ensure the effective implementation of laws. Since Anyang City was given local legislative powers by the Standing Committee of the Provincial People's Congress in 2015, the Standing Committee of the Municipal People's Congress has issued 7 local regulations that highlight the characteristics of Anyang and solve people's livelihood problems. The assessment of the implementation effect and overall quality of these regulations after a period of implementation will provide a scientific basis and reference for further revision and improvement of laws and regulations, and is of great significance to improving legislative law enforcement work and improving the quality and level of legislation. Since the current legislative assessment work of local people's congresses is still in the exploratory stage, our province has not yet carried out formal post-legislative evaluation work, and the relevant experience results and system norms are lacking, so our city stipulates the post-legislative assessment system as the "Interim Measures", and will make further modifications and improvements after the practice is mature. The meeting requested that the "Interim Measures" should pay attention to combining the actual conditions of the city, strengthening the results-oriented, analyzing and evaluating the regulations through scientific methods, and when necessary, social organizations can be entrusted to conduct expert evaluations and put forward opinions on the regulations, and introduce third-party evaluation mechanisms, so as to better draw suggestions for the evaluation of legality, appropriateness, effectiveness and technicality, as well as the revision suggestions for the setting of specific provisions, so that the regulations can better meet the needs of the real society.

The meeting listened to the report on the supervision of the "Proposal on Incorporating The Tourism Resources of Huaxian County into the City's Tourism Development Plan and Boosting the Construction of the Grand Canal Cultural Belt", listened to the report on the performance of the duties of the municipal law and procuratorial "two courts" post judges and post procurators, studied the "Regulations on the Planning and Construction of Kindergartens in Primary and Secondary Schools in Anyang City (Draft)", and agreed to submit it to the Standing Committee of the Municipal People's Congress for deliberation.

The meeting also studied the relevant matters of the 26th session of the Standing Committee of the Fourteenth Municipal People's Congress and the appointment and dismissal of personnel.
