Circular on the prohibition of the operation and display of fireworks
In order to strengthen the safety management of fireworks and firecrackers sales and discharge, prevent and reduce the occurrence of fires, personal injuries and other accidents, ensure public safety and the safety of people's lives and property, further improve air quality, reduce noise pollution, reduce domestic garbage, create a harmonious, orderly and civilized working and living environment, and enhance the level of ecological civilization county construction, according to the "People's Republic of China Public Security Administration Punishment Law", "People's Republic of China Environmental Protection Law", "Fireworks and Firecrackers Safety Management Regulations", Zhejiang Province Fireworks safety management measures" and "Lishui City Fireworks and Firecrackers Business and Discharge Management Regulations" and other relevant provisions, the county government decided to prohibit the operation and display of fireworks and firecrackers in some counties. The relevant matters are hereby notified as follows:
1. Fireworks and firecrackers refer to fireworks and firecracker products and civilian black powder, pyrotechnic powder, fuse wire and other items used in the production of fireworks and firecrackers.
2. Areas and scopes where the operation and display of fireworks and firecrackers are prohibited
The urban built-up areas of the county people's government, the national entrepreneurship park of the county economic development zone and other economic development zones (industrial parks) at or above the provincial level that implement urbanization management, the built-up areas of towns, and the built-up areas of contiguous villages where the township people's government is located are prohibited from operating and setting off fireworks and firecrackers.
(1) Areas where fireworks and firecrackers are prohibited in the county urban areas: Dongmen Village, Nanmen Village, Ximen Village, Beimen Village, Chengbei Village, Yangxin Village, Xiyan Village, Tiandun Village, Magpie Village, Damaowan Village, Miaoxia Village, Daogang Village, Banxi Village, Daji Village, Zhoudun Village, Tongji New Village, Wuzhai Village, Osaka Yang Village, Houdi Village, Yaojia Village, Jiewei Village, Shangye Village, Xingguang Village, Wulin Village, Kengxi Village, Sixan Village, Jiuyi Village, Huixi Village, Dicun Village, Shangzhuang Village, Wuyi Village, Wuyi Village, Wusan Village, Wusi Village, Xingmin Village, Kaoruyama Village, Zhucun Village, Tongxin New Village, Tongde New Village, Wudu Shiitake Mushroom Market Area.
The scope of prohibition: the main urban area of the county is east to Xiyan Village, south to the transit road and border residential areas (including: Banyuan Village, Daogang Village, Daji Village and the area south of Weiwen Primary School), west to the junction of ZhuCun and Yucun, and north to Sixan Village.
(2) Areas where the operation and display of fireworks and firecrackers are prohibited in Pingdu Street: Bayi Village, Bayi Village, Bayan Village, Yu Village, Jushui Village, Zhulinping Natural Village, InutouShan Natural Village, Yangbei Village, and Pingdu Comprehensive New Area.
Prohibited range: Pingdu Street prohibits the operation, the scope of fireworks and firecrackers: east to Baikan, south to Xinguang Technology Co., Ltd., west to Jushui Houkou, north to Yangbei Village.
(3) Areas where the operation or display of fireworks and firecrackers is prohibited in Sishang Township: Sishang Village and Shangen Village.
Prohibited area: east to Ling'aobei and Xin'anjiang Renjia River Crossing Bridge (beach boundary), south to the junction of Huangni Lane and Caogudi, west to the silt to the head of the Shangeji Bridge (near the direction of silt), north to the mouth of putan Tunnel (near the direction of silt).
(4) Areas where fireworks and firecrackers are prohibited from operating or setting off in Zhukou Town: Zhushang Village, Zhuzhong Village, and Zhuxia Village.
Prohibited area: east to Maogang Road, south to Zhuxia Bridge, west to Wayao Mountain Industrial Zone, north to Fengtang Bridgehead.
(5) Areas where Huangtian Town is prohibited from operating or setting off fireworks and firecrackers: Dongxi Village, Dakeng Village, Huangwu Village, and Meiqiu Village.
Forbidden range: east to Meiqiu Village Meiyuan Natural Village, west to Yanglang Village Xiayang village bridge, south to Baidukou Bridge, north to Meiqiu Village Meiyuan.
(6) Areas where the operation and display of fireworks and firecrackers in Annan Township is prohibited: Anxi Village, Huangzhu Village, and Anlong Village.
Prohibited range: East to Ping bird village to Shangyu Village Kangzhuang Highway intersection, south to Anxi interprovincial card point junction, west to Anxi Village Ping'an Road, north to Linxi Mountain Villa outside the provincial road extend 30 meters to the north.
(7) Areas where longgong township is prohibited from operating and setting off fireworks and firecrackers: Longgong Village, Nakamura Village.
Prohibition range: east to the junction of Nakamura Village Center Road and Lianyuan Line, south to Nakamura Shangqiao Road, west to Longgong Village Hongxing Bamboo products factory, north to Longgong Village Xibian Road.
(8) Areas where the operation and display of fireworks and firecrackers in Hedi Town is prohibited: Hedi Village.
Prohibited range: east to The Dutch gas station, south to the Dutch substation, west to the Hedi Village Yangli, north to the Dutch forestry station.
(9) Areas where the operation and display of fireworks and firecrackers in Lingtou Township is prohibited: Lingtou Natural Village.
Prohibited range: east to Lingtou Township Central School, south to Lingtou Village Shangmiao, west to Lingtou Village Sanfangping, north to Lingtou Village Original Eighth Road.
(10) Areas where the operation and display of fireworks and firecrackers is prohibited in Jushui Township: Yueshan Village.
Prohibited range: east to Yueshan Village Houmen Mountain Bamboo Forest, south to Yueshan Village Houmen Mountain Bamboo Forest, west to the Silver Bottle Mountain Tunnel Yueshan Village Cave Entrance, north to Jushui Township Tourism Distribution Center parking lot.
(11) Areas where Longxi Township is prohibited from operating and setting off fireworks and firecrackers: Xixi Natural Village.
Prohibited range: east to Xixi Village Houshan (Chashan Mountain), south to Qilong Bridge, west to Dianping mushroom base, north to Xixi Village Village head cement bridge.
(12) Areas where Zuoxi Town is prohibited from operating or setting off fireworks and firecrackers: Zuoxi Village.
The scope of prohibition: east to Zuoxi Hydropower Station; south to Zuoxi Village Half-mountainside Residential Area; West to Zuoxi Village Village Head Road Maintenance Center; North to Zuoxi Village Village Tail Sand and Gravel Factory.
(13) Jianggen Township prohibits the operation and display of fireworks and firecrackers: Jianggen Village.
The scope of the prohibition is: east to Jianggen Township Primary School Outside The Dam Tou Ao; south to Jianggen Village Village Tail Residential Area (toward Ruokeng Village); West to Jianggen Village Ancestral Residential Area; North to Jianggen Village Village Head Dam.
(14) Areas where Guantang Township is prohibited from operating or setting off fireworks and firecrackers: Guantang Village.
The scope of prohibition: east to Guantang Township Primary School outside the foothills; south to Guantang Village Cuntou Residential Area; west to Guantang Village's westernmost residential area; north to Guantang Village's Weiwaigang Residential Area (towards Hengkeng Village).
(15) Areas where fireworks and firecrackers are prohibited from operating or setting off in Wudabao Township: Wudabao Village.
Prohibited range: east to Iwashita Natural Village, south to Bridge Road, west to Wudabao Township Forestry Station, north to Ping'an Road (S329).
(16) Areas where the operation and display of fireworks and firecrackers in Xianliang Town is prohibited: Xianliang Village.
Prohibited area: east and south to the former site of the former Xincun Middle School at No. 76 Xianxin Road, west to Line Taowan, north to Wukou Tianqiao.
(17) Areas where the operation and display of fireworks and firecrackers is prohibited in Zhangcun Township: Zhangcun Village and Tiantou Village.
Prohibited range: east to Zhangcun Township Forestry Station, south to Yule Farm, west to Nanyang Creek Farm, north to Tiantou Village.
(18) Areas where the operation and display of fireworks and firecrackers is prohibited in Baishanzu Town: All administrative villages and natural villages within the administrative division of Baishanzu Town.
Forbidden range: the whole area of Baishanzu Town.
3. It is forbidden to operate and set off fireworks and firecrackers
The county government stipulates that the whole year is full of hours.
4. Application for fireworks display
For major celebrations, fireworks evenings or other fireworks that really need to be set off may be lit at the prescribed time and place after approval by the county public security bureau.
5. Fireworks and firecrackers are prohibited at the following locations outside the area where fireworks and firecrackers are prohibited:
(1) Offices of state organs;
(2) Cultural relics protection units, cultural relics protection sites, historical and cultural blocks, historical buildings, traditional villages, traditional buildings, etc.;
(3) Stations, wharves, airports and other transportation hubs, as well as railway line safety protection zones;
(4) rivers, lakes, reservoirs, mountain ponds and beaches below their highest water level and within the scope of protected areas for drinking water sources;
(5) Medical establishments, kindergartens, primary and secondary schools, homes for the elderly, social welfare establishments, religious activity sites, and so forth;
(6) Scenic spots, parks, museums, commodity trading markets, entertainment venues, parking lots, and other crowded places;
(7) Units producing, operating and storing inflammable and explosive materials and key units for fire safety;
(8) Within the safety protection zone for power transmission and transformation facilities;
(9) the location of military installations;
(10) Key fire prevention areas such as mountains and forests;
(11) Other places where the display of fireworks and firecrackers is prohibited by laws, regulations, rules, and county governments.
6. Where fireworks and firecrackers are operated or set off in violation of these Provisions, the county public security bureau, the county emergency management bureau, and other functional departments shall punish them in accordance with laws and regulations; where a crime is constituted, criminal responsibility shall be pursued in accordance with law.
7. The general public of the county is invited to consciously abide by the relevant provisions of this circular, and actively report illegal operations and fireworks and firecrackers. Reporting telephone: 110.
8. This Circular shall come into force on November 1, 2021, and shall be repealed at the same time as Notice on Prohibiting the Display of Fireworks and Firecrackers [2018] No. 4 issued on December 24, 2018.
