According to the Regulations on the Safety Management of Fireworks and Firecrackers, the Regulations on the Administration of Fireworks and Firecrackers in Ma'anshan City, and the Interim Regulations on the Management of Fireworks and Firecrackers in Bowang District, fireworks and firecrackers are restricted within the built-up area of Bowang District (that is, east to the provincial boundary, south to Bowang Avenue, west to Qinling Avenue, and north to Yalujiang Road), and no citizen, legal person or other organization shall set off fireworks and firecrackers in the restricted area except during the period from the Chinese New Year's Eve of the lunar calendar to the sixteenth day of the first month of the first month every year. In addition, during the warning period of heavy pollution weather of yellow and above, fireworks and firecrackers will be completely prohibited.
Where fireworks and firecrackers are set off in violation of the law, the public security department shall order them to stop the display and impose a fine of between 100 and 500 yuan and place them under public security detention in accordance with relevant provisions; where fireworks and firecrackers are illegally sold in restricted areas, the emergency management department shall impose a fine of between 20,000 and 100,000 yuan, and confiscate fireworks and firecrackers and their illegal gains; for those who carry fireworks and firecrackers on public transportation, or mail fireworks and firecrackers, as well as those who carry fireworks and firecrackers in checked baggage, parcels, or mail, the public security department will confiscate the illegal carrying, mailing, and others. Entrained fireworks and firecrackers can be fined between 200 yuan and 1,000 yuan.
