On August 17, 2021, General Secretary Xi Jinping delivered an important speech when presiding over the tenth meeting of the Central Financial and Economic Commission, stressing that common prosperity is the essential requirement of socialism and an important feature of Chinese-style modernization, and it is necessary to adhere to the people-centered development ideology and promote common prosperity in high-quality development.
Common prosperity will become the overall policy logic of China in the next decade, with a solid social background. Since the Eighteenth National Congress of the Communist Party of China, the Party Central Committee has placed the gradual realization of common prosperity for all the people in an important position, taken effective measures to ensure and improve people's livelihood, won the battle against poverty, and built a moderately prosperous society in an all-round way, which has created good conditions for promoting common prosperity.
The criterion of common prosperity can be summed up as three "more". The first is the large number of people, and common prosperity is the prosperity of the entire people, not the prosperity of a small number of people; the second is the abundance of content, and common prosperity means that the people's material and spiritual lives are rich; the third is that there are many steps, and common prosperity is not uniform egalitarianism, and it is necessary to promote common prosperity in stages.
In terms of the method of achieving common prosperity, the meeting clearly proposed that the realization of common prosperity depends on high-quality development and institutional arrangements to achieve the first rich to drive the later rich. To deal with the relationship between efficiency and fairness, income distribution should be more balanced, and grass-roots guarantees should be more accurate. It is necessary to smooth the upward mobility channel, create opportunities for more people to get rich, and form a development environment in which everyone participates. Focus on encouraging leaders who work hard, operate legally, and dare to start a business. Stressing the need to encourage hard work, innovation, and prosperity, and make important arrangements to link the realization of the grand goal of common prosperity with the hard work and wisdom of everyone, it will surely inspire all the people to further radiate their enthusiasm for labor, release their creative potential, and provide a steady stream of powerful impetus for jointly building and sharing common prosperity.
The meeting pointed out that it is necessary to build a basic institutional arrangement for the coordination of primary distribution, redistribution, and tertiary distribution, increase the intensity and accuracy of taxation, social security, transfer payments, etc., expand the proportion of middle-income groups, increase the income of low-income groups, rationally adjust high incomes, ban illegal incomes, and form an olive-shaped distribution structure with large middle and small ends.
What is the logical relationship between common prosperity and socialism? What is the difference between socialist common prosperity and the welfare systems of the Nordic countries? How will the grand blueprint for common prosperity in the next decade be implemented? Where is the channel for youth upward circulation? What opportunities and benefits will the three-way distribution system bring to young people? How to lead the spiritual prosperity of young people? What role should young people play in high-quality development? What kind of sense of gain, security and happiness do the young people in the common prosperity demonstration area feel? ......
With these questions in mind, "China Youth" interviewed experts and scholars, young people who have become rich role models, practitioners and beneficiaries of public welfare undertakings, young artists, outstanding young people in the industry, and youth groups in the Zhejiang Common Prosperity Demonstration Zone, etc., to gather the power of youth and show the responsibility of young people. Let us work together to move forward hand in hand and make unremitting efforts to achieve common prosperity!

Jie Jie: When the "intangible cultural heritage" is no longer niche
@Wen/Reporter Yu Dan
The inheritor of the wu intangible cultural heritage crochet technique is Wei Jie
A crochet needle, a ball of wool, common materials in Wuhan "post-80s" youth Yan Jie's hands flew up and down, weaving a lively and flexible work image. A few years ago, she took over this folk art from her grandmother and mother and became the fourth generation of inheritors of the Wuhan intangible cultural heritage woolen crochet technique (hereinafter referred to as "intangible heritage crochet"). Over the years, Jian Jie has explored traditional crochets and young people's preferences, combining the mascot of the 7th World Military Games with the crochet skills, pushing niche art to a broader stage.
At present, Wei Jie has founded the Wuhan Lingxi Society Woolen Thread Research Institute to disseminate intangible cultural heritage, and has opened the woolen hook weaving skills course to colleges and universities, looking forward to realizing the dissemination of intangible cultural heritage art in a more diversified way. Committed to the development of the cause of intangible cultural heritage, Jie Jie has his own unique understanding of the common prosperity of cultural life in the practice of art.
"As far as the word 'heritage' is concerned, it means scarcity and disappearance, and I hope that intangible cultural heritage is no longer the patent of a few people, but should shine in the inheritance and popularization, and become a popular art."
In Wei Jie's view, the diversified development of intangible cultural heritage transmission methods today allows every intangible cultural heritage person to have his own stage. However, judging from the criterion of common prosperity, "the people's material and spiritual lives are rich", the current situation of many young people is "unbalanced".
Wei Jie told the "China Youth" magazine reporter that for young people who have "entered the pit" crochet weaving skills, it is not too much to describe it as "generating electricity with love". In terms of income distribution, the masters who have become experts have their own guaranteed income, but although the current young non-cultural heritage people are very rich in terms of spiritual life, one of the shortcomings is that their income is not stable.
"In the process of developing intangible cultural heritage, young people often encounter the problem of supporting their families, but the time cost of honing skills is incompressible, and if there is no stable income in the process, it is easy to wear down the craftsmanship spirit of cultural creators." Jie Jie said.
The reasons for income instability are diverse. In terms of art dissemination, intangible cultural heritage products cannot be quantitatively produced, but can only appear in the public eye as a work of art. Because the current follow-up of intellectual property rights and other issues such as art creation is not timely, when new creations are generated, the batch reproduction of cottage products makes intangible cultural heritage people overwhelmed. If you want to survive on this, it is not only a matter of inheritance, but also to ensure that the inheritors can have corresponding returns.
In this regard, Wei Jie said that the realization of art is not a difficult topic to talk about, "on the one hand, inheritance, on the other hand, so that there can be a long-term development." This requires our country to smooth the upward circulation channel, formulate relevant policies on the issue of intellectual property rights and income distribution in non-genetic inheritance, and let them have certain guarantees. ”
At present, Wei Jie has brought her intangible heritage crochet skills courses into some vocational colleges and universities, using it as an extended course for young people to understand, divided into 14 categories for teaching. Speaking of the original intention of this idea, Wei Jie said that if the intangible cultural heritage is allowed as a cultural heritage, it is not conducive to its inheritance and development, and the work she is currently doing is mainly focused on inheriting the upper and lower levels, "The work I want to do now is to 'sow seeds', as for how many towering trees can grow, it has not yet reached this stage." ”
At present, Wei Jie has promoted the crochet weaving skills into the university classroom
In Wei Jie's view, intangible cultural heritage is taken from civilian use for the people, and what she is doing now is to use it for the people. Jian Jie told reporters that before it is combined with education, it is difficult for intangible cultural heritage teachers to receive apprentices, one of which is that the requirements of intangible cultural heritage teachers are higher, often a small family inheritance, which also leads to the emergence of technical faults. Bringing it to campus now, so that more people can understand the art of learning intangible cultural heritage, is also a redistribution of cultural wealth. When we rely on our own persistence for a period of time to create such a soil for the emergence of an artistic spirit, then we also lay a seed for common prosperity on the spiritual level.
Regarding "the realization of common prosperity depends on high-quality development and institutional arrangements, so as to achieve the first rich to drive the later rich." To deal with the relationship between efficiency and fairness, income distribution should be more balanced, and grass-roots guarantees should be more accurate", which Jian Jie said also thought about, but did not think of a meticulous stage. She hopes to promote it first, and then look for suitable transmission laws. I do not want to use the name of tradition in the process of inheritance to have a solidified thinking of "paranoia and old-fashioned".
At present, what she can do is to encourage her students to create on the basis of traditional skills while inheriting intangible cultural heritage technology, "let artistic creation have distinct characteristics of the times, and make intangible cultural heritage a social trend through education and popularization; let excellent people go to a high place to become masters and spread the cultural undertakings they are engaged in internationally; let enthusiasts also transform it into spiritual and material dual wealth through their own efforts, which is my understanding and vision of common prosperity in the cultural field." ”
