Cui Peng, deputy to the National People's Congress and academician of the Chinese Academy of Sciences: How to consolidate the results of poverty alleviation? Build a green development model that combines disaster reduction with characteristic industries

author:Red Star News

In the past five years, China's achievements in poverty alleviation have attracted worldwide attention. This year's government work report proposes to fully implement the strategy of rural revitalization and continue to promote the development of poverty alleviation areas. How to achieve an effective connection between poverty alleviation and rural revitalization? "Exploring and building a green development model in mountainous areas that combines disaster reduction with characteristic industries can not only consolidate the results of poverty alleviation, but also achieve rural revitalization and high-quality development." Cui Peng, a deputy to the National People's Congress, an academician of the Chinese Academy of Sciences, and a researcher at the Chengdu Institute of Mountain Hazards and Environment of the Chinese Academy of Sciences and the Ministry of Water Resources, put forward such a suggestion after in-depth investigation.

Cui Peng, who has been dealing with mountain disasters for more than 30 years, believes that the consolidation of the achievements of poverty alleviation and rural revitalization in mountainous areas is still facing no small challenge, especially the frequent occurrence of disasters that lead to "poverty caused by disasters and returning to poverty due to disasters" occurs from time to time, so it is also very necessary to explore a green sustainable development model that integrates disaster reduction and coordinated with characteristic industries.

How to take the road of rural revitalization?

"At present, the concentration of contiguous poverty-stricken mountainous areas is still facing considerable challenges in consolidating the results of poverty alleviation and comprehensively alleviating poverty to rural revitalization and transformation and development." Cui Peng told the Red Star News reporter that the common characteristics of the country's concentrated contiguous areas of extreme poverty are that the vast majority of poor villages and towns are located in remote mountainous areas, transportation is very inconvenient, the natural environment is fragile, the farming conditions are unfavorable, and the yield of agricultural products is low.

Cui Peng is known as China's first "mudslide academician", and in more than 30 years of disaster reduction research, he has a deep feeling: frequent disasters, resulting in "poverty caused by disasters and returning to poverty due to disasters". At the same time, in Cui Peng's view, the industrial development of some localities is relatively lagging behind, and the endogenous power of characteristic industries is insufficient.

How to solve these puzzles? "It is recommended to build a green development model that integrates disaster reduction and synergy with characteristic industries, consolidates the results of poverty alleviation, and ensures the simultaneous realization of safe mountainous areas, beautiful mountainous areas and rich mountainous areas." Cui Peng said that it is recommended to select small watersheds to carry out demonstrations in different types of poverty alleviation areas across the country, comprehensively consider the current situation, combination and potential of landscapes, forests, fields, lakes and grasses in the river basin system, scientifically plan disaster prevention and mitigation, green planting, green breeding, eco-tourism and ecological conservation, build an ecological-geotechnical coordination disaster management technology system that combines disaster management, monitoring and early warning and land consolidation, pay attention to industrial integration and development, and achieve spatial regional coordination and intra-industrial coordination. Form a systematic solution that integrates mountain disaster risk prevention and sustainable development. Thus taking disaster prevention and mitigation and rural revitalization as the starting point, avoiding "poverty caused by disasters" and "returning to poverty due to disasters", ensuring the long-term and sustainable development of the post-poverty alleviation period, and ensuring the construction of safe mountainous areas, rich mountainous areas and beautiful mountainous areas.

At the same time, Cui Peng also proposed to establish a green development coordination mechanism in mountainous areas to ensure the high-quality development of mountainous areas and improve the linkage management and coordination mechanism of provincial, municipal, county and town governments at all levels. Among them, strengthening the introduction of talents and wisdom is a key point that Cui Peng believes, "fundamentally solve the problem of insufficient ability to absorb high-end talents in poor mountainous areas, and make up for the shortcomings of the shortage of talents." In Cui Peng's view, the establishment of a multi-subject collaborative participation mechanism of the government, scientific research institutions, enterprises, new agricultural entities and farmers, accelerate the formulation and implementation of policies and systems that are conducive to stimulating the driving force of rural innovation and entrepreneurship, explore policies and systems to pilot reforms, and ensure the effectiveness of poverty alleviation in mountainous areas and the transformation and development of rural revitalization from the institutional mechanism, so as to achieve high-quality development.

The next 5 years

What are the hard bones to "gnaw" on the ecological protection of the upper reaches of the Yangtze River?

During the two sessions of the National People's Congress this year, the Sichuan delegation attending the Fourth Session of the 13th National People's Congress submitted a total of 21 proposals to the conference, and the "Proposal on Establishing a Normalized Ecological Compensation Mechanism Across Sichuan and Chongqing Provinces to Support the High-quality Development of the Twin Cities Economic Circle in the Chengdu-Chongqing Region" is one of them. Carefully reading this whole group's suggestion, Cui Peng felt very excited in his heart.

In fact, during the two sessions of the National People's Congress in 2018, Cui Peng once put forward a personal suggestion of "recommending that the state increase its support for Sichuan's ecological construction, further improve the ecological compensation mechanism, and explore a long-term mechanism for ecological construction". "To do a detailed and practical job of ecological protection of the Yangtze River, the whole group's proposal this time is to start from the normalization of the ecological compensation mechanism in Sichuan and Chongqing, and hope to be able to connect the ecological compensation mechanism through the upper, middle and lower reaches in the future, and play a greater role in all-round and diversified."

Cui Peng also participated in the symposium of the Yangtze River Protection Law, and in his view, one of the most significant changes in China in the past five years is that there are more and more blue skies, clearer rivers, and better ecology. "Sichuan is located in the upper reaches of the Yangtze River and is also an important ecological barrier in the upper reaches of the Yangtze River. Ecological protection, ecological restoration and ecological construction in Sichuan Province are not only very important strategic tasks for Sichuan Province, but also play a strategic role in the development of the entire Yangtze River Economic Belt. This is also the reason why Cui Peng has continued to pay attention to the ecological environment of the Yangtze River Basin for four consecutive years.

At present, "jointly grasp the great protection, do not engage in large-scale development" has become a consensus, in the next 5 years, the upper reaches of the Yangtze River ecological protection what "hard" bones to gnaw?

"There are arid valleys along the major tributaries of the upper reaches of the Yangtze River, although the total area is not large, but the ecology is very fragile, the population density is large, the rainfall is small, the evaporation is large, the number of poor people is large, and soil and water conservation and ecological restoration are difficulties for many years." Cui Peng told reporters that the arid valley in the upper reaches of the Yangtze River is also an area that needs to be a key breakthrough in the future ecological protection of the Yangtze River, and key support should be taken to increase scientific and technological support, "If we do a good job in the ecological restoration of the arid river valley, it is equivalent to 'gnawing' hard bones." ”

As early as the two sessions of the National People's Congress in 2020, in an interview with a Red Star News reporter, Cui Peng revealed that the "Beautiful China Ecological Civilization Construction Science and Technology Project" (hereinafter referred to as the "Beautiful China" special project) launched by the Chinese Academy of Sciences, he undertook one of the tasks - the Beautiful China Special Project - The Green Disaster Reduction Demonstration of Mountain Disasters in Small Watersheds. "Technical and theoretical progress has been made, and a pilot construction experimental demonstration project has been selected in Liangshan Prefecture." Cui Peng said that the next step will be to rely on the natural conditions and disaster conditions in this area to develop corresponding technologies, integrate ecological restoration and industrial development into it, consolidate the achievements of Sichuan's poverty alleviation, and help rural revitalization.
