Today, the old town of Mengjin on the south bank of the Yellow River in Mengjin District and the area around Heyang on the north bank, Licun and Yepeng of the Jili Subdistrict Office are the former Heyang City. The ancient city of Heyang has a history of thousands of years. According to historical records, Heyang County was known as the interior of The Qi from the Shang Dynasty to the Zhou Dynasty, and came under the jurisdiction of Luoyi, which can also be proved in historical historical materials, from Qin, Wei Jin to Sui and Tang Dynasties, Heyang County was for a long time under the jurisdiction of Henan Province in Luoyang.

Qin is Heyong County, which belongs to Sanchuan County. Han Gaozu made Chen a marquis, and Emperor Wu divided the world into thirteen parts, and on this day Heyang County was subordinate to Hanoi County. The new Mang changed the river pavilion, and the Eastern Han Dynasty was restored.

During the Eastern Wei Dynasty, the Eastern Wei Dynasty built ZhonghuangCheng in the Yellow River in Heyang, built a south castle on the south bank of the Yellow River, and added the north Zhongfu City, called the "Three Cities of Heyang", which was the key place for Luoyang in Kyoto.

Northern Qi's abandoned county was Heyang Pass, which was defended by garrisons. At the beginning of the Sui Kai Emperor (581 AD), Heyang Palace was placed in Heyang City. After Qianyuan, he often placed heavy troops in the three cities of Heyang.

In the third year of Emperor Wuzong of Tang (843 AD), Heyang was elevated to Mengzhou and subordinated to Hebei Province. The Fifth Dynasty Mengzhou also belonged to Hebei Province. During the reign of Jin Shizong, the city of Heyang was washed away by the torrent of the Yellow River, and the prefecture moved eastward, called Shangmeng Prefecture. After the restoration of the ancient city, fuzhou ruled the ancient city, called Lower Mengzhou. In the early years of the Yuan Dynasty (1271 AD), the prefecture was moved to Shangmeng Prefecture. In the Ming Dynasty, the prefecture was changed to a county, and Heyang was abandoned, originally named Meng County, which belonged to Huaiqing Province. Clear the way.

In the 3rd year of the Republic of China (1914), it belonged to Yubei Province, Henan Province, and later changed to Hebei Province. In 16 years, the road was abolished, directly under Henan Province, and later changed to the Office of the Fourth Administrative Inspector of Henan Province.

In January 1978, seven brigades, including Geely Commune in Mengxian County and Madong in Potou Commune in Jiyuan County, were assigned to the leadership of The Geely Engineering Headquarters, and the administrative and enterprise units were integrated, and they were under the jurisdiction of Luoyang City.

In April 1978, the local work office of the Henan Refinery Construction Headquarters was established.

In February 1982, the Preparatory Office of Geely District was established.

In August 1982, the State Council officially approved the establishment of Luoyang Jili District in Document No. 167 of the State Council.

In March 2021, the State Council approved that in March 2021, the State Council approved the abolition of Mengjin County and Luoyang City's Jili District, and the establishment of Mengjin District of Luoyang City, with the administrative area of the former Mengjin County and Jili District as the administrative area of Mengjin District.

The ancient city of Heyang is the name of the town of Tang Dynasty. Because of the degree of festival, the three cities of Heyang were named; referred to as Heyang, also known as Huaiwei. In the second year of Jianzhong (781 AD), it was placed. For a long time, it held the three cities and five counties of Heyang (later Mengzhou) and Huai and Wei Prefectures, north of the Yellow River Ancient Road in present-day Henan, south of the Taihang Mountains, west of Xun County, and on the south bank of the Yellow River, Mengjin, Xingyang County, and the two towns of Fengshui and Guangwu. During the Tang Dynasty, Heyang County was called the Zhongcheng City in the North and the adjacent Zhongcheng And nancheng as the three cities of Heyang. All three cities are bordered by the Yellow River. North Zhongcheng, built in the 20th year of the Northern Wei Dynasty (496), on the north bank of the Yellow River in present-day Mengxian County, Henan. Northern Qi set up Xingtai, Northern Zhou set up Heyang Town, and Sui moved Toyang County to rule here. In the second year of Tang Jianzhong (781), he placed Heyang three festivals as an envoy, and Huichang three years (843) also placed Mengzhou. Jin Dadingzhong was destroyed by the river, and later rebuilt, called XiaMengzhou. ZhonghuangCheng , built in the first year of the Eastern Wei Dynasty ( 538 ) , was built on the sandbar of the Yellow River in the south of the North Zhongcheng , and set up Heyang Pass here. In the eighth year of the Northern Song Dynasty (1063), it was destroyed by the river. Nancheng (南城), built in the second year of the Eastern Wei Dynasty (539), was built on the south bank of the Yellow River in Zhongcheng (present-day Laocheng Village, Mengjin District, Henan). The two factions of the Yellow River flow through the three cities, connected by a river bridge, and are north of Luoyang. From the Northern Wei Dynasty to the Fifth Dynasty, it has always been an important military town. Tang Duyou's "General Code": "Heyang County, ancient Mengjin, also known as Fupingjin, there are pontoon bridges across the river." "Guheyang City, thirty miles southwest of present-day Mengzhou City (Mengxian County), on the north bank of the Yellow River, after the Han Dynasty, Heyang County has been in Guheyang City. In the Tang Dynasty, Heyang County was changed to Mengzhou, and the prefecture office was moved to the present-day Mengxian County, and although Mengzhou had a state office at this time, it did not build a city. In the middle of Jin Dading, that is, around 1170 AD, the city was built on the seat of the present-day county seat of Mengxian County. Where was the ancient Heyang City before the Tang Dynasty? It was on the north bank of the Yellow River corresponding to the present-day Town of Baihe in Mengjin, that is, the town of Jili Yeshu in present-day Luoyang City. It is precisely because of the existence of the three cities of Heyang that the present-day Mengxian and Mengjin counties were once collectively known as Heyang County. The three cities of Heyang are also the historical link between the north and south Silk Roads of the Yellow River. In the last years of the Western Jin Dynasty, ethnic minority regimes in the north were constantly established, and these regimes attacked each other, and often invaded Luoyang in an attempt to strategize the Central Plains. This frequent military activity began with the "Rebellion of the Eight Kings" in the Western Jin Dynasty and lasted for about 700 years through the five dynasties of the Southern and Northern Dynasties, Sui, Tang and the end of the Tang Dynasty. For more than 700 years, the three cities of Heyang have played a major role. Yeshu Village is located in the middle and east of Jili Township, Jili District, Luoyang City, Henan Province, with an area of about 6 square kilometers, south of the Yellow River, north of the main road of Jili District - Zhongyuan Road, east of 207 National Road, Erguang Expressway, another main road in the district - Heyang Road from east to west through the village, convenient transportation, is a typical "village in the city". Yeshu [xū] village in the "Republic of China Mengxian Chronicle" in the fifth district of the village icon is clearly "Yeshu Town". Du You's "Tongdian" said: The south of the county is bordered by the Yellow River, and there is a wild water crossing on the side of the city, and it is also called the wild shu [shù]. Zizhi Tongjian: In the second year of Tang Qianyuan (759), "Duan Xiushi shuai's wife and public and private servants were heavy, and they crossed the river from Yeshu to wait for orders on the south bank of heqing." (Shi) Si Ming saw the soldiers in Heqing, and wanted to extinguish (Li) Guangbi Grain Road, Guangbi Army in The Wild Water Crossing, in preparation." Hu San Province's note: "Wild Shu is the wild water crossing, and it is said that it is wild water crossing, and it is called wild water crossing."

According to the villagers, this large temple is a temple in the original Heyang City. After being built by various dynasties in history, the scale is amazing, and it has the grace of a royal general. Every year on the 28th day of the third month of the lunar calendar, a traditional temple fair will be held here, which is very lively, and in history there has been "the south is related to the emperor temple, the north is the Taishan temple; the south is related to the forest society, and the north has the village meeting".

In 1938, the Japanese Kou stepped on baipo, and a large number of Japanese troops were stationed in the village, controlling the river defense for 7 years. The Japanese army was entrenched in the village above the Chen Village, killing and looting everywhere, destroying houses and cutting down trees, running amok and doing no evil.

In order to make full use of Baipo, the key point of the Yellow River, in the summer of 1938, the Eighth Route Army secretly set up an office in Baipo Ferry in the village, which was mainly responsible for the safety of personnel exchanges and material crossings between Taihang Mountain and Luoyang. Commander-in-Chief Zhu De went to Luoyang to meet with Wei Lihuang, commander of the First Theater of operations of the Kuomintang Army, which was the river crossing from Baipo.

After the Japanese surrendered, in early 1946, the Kuomintang quickly dispatched the 37th Brigade of the 53rd Division of the 90th Army to cross the river from the south bank of the Yellow River and land on the Baipo Ferry to seize the strategic area north of the Yellow River. They set up their headquarters in the Phoenix Village of Baipo Village, built bunkers in Baipo Village and its surrounding villages, and formed a bridgehead to attack our liberated areas.

In November 1947, under the powerful offensive of the People's Liberation Army, the north bank of the Yellow River was completely controlled, and Baipo finally returned to the hands of the people.

On September 16, 1948, after attending the "September Conference" in Xibaipo, Deng Xiaoping took the Baipo Ferry Port in Mengxian County back to the Central Plains Liberated Area. Under the care of Deng Xiaoping, in October of that year, the Taiyue Special Bureau quickly allocated 135,000 kilograms of millet to Mengxian As a special fund for shipbuilding. The democratic government of Mengxian County immediately organized hundreds of skilled craftsmen to build a large ship after more than 5 months of hard work. It is 29 meters long and 10 meters wide, and this ship travels south and north on the Yellow River, galloping in all directions, carrying soldiers and materials, and playing an important role in the founding and construction of New China.

In ancient times, Heyang County, later Jili District, is now Luoyang Geely High-tech Industrial Development Zone, with developed science and technology, economic prosperity, and people living and working in peace and contentment. In 1982, the Luoyang Oil Refinery (now Luoyang Petrochemical General Plant) was built, which is an important petrochemical base in China and the largest petrochemical base in the central and western regions. At present, there are 4 offices, 29 administrative villages and 195 villager groups. In 2019, Jili District achieved a GDP of 7.94 billion yuan.
