From July 27 to 28, Li Hui, vice chairman of the Xinxiang Municipal Committee of the Chinese People's Political Consultative Conference and secretary of the county party committee, went deep into Zhaogang, Liuguang, Huangling, Jinglonggong, Chenqiao, Lugang and other townships to inspect and guide the reserve of flood prevention materials, the water potential of the river, and the damage and drainage of farmland. On the ground, we learned about the area of farmland affected, the reduction of production and the economic losses caused, inquired about the disaster reduction measures, and expressed condolences to the local cadres and masses. Li Hui encouraged them to bravely face difficulties, enhance their confidence, and tide over difficulties with the help of the party and the government.
Li Hui demanded that all townships and towns should seize the favorable opportunity, pay close attention to repairing and reinforcing, check for leaks and fill in the gaps, and ensure that "it is better to prevent ten precautions and nine voids, and not to lose prevention in case," prepare sufficient materials for flood prevention, enrich the contingent of emergency rescue, go all out to grasp all kinds of flood prevention and disaster relief measures, and resolutely win this hard battle.
Li Hui stressed: Grassroots party organizations in all townships and towns should speed up the restoration of agricultural production, take the initiative to take action without waiting for help, fully arouse the enthusiasm of peasants in resisting disasters and self-help, increase drainage equipment, speed up the progress of drainage of farmland, repair field facilities in a timely manner, and strive to minimize losses. For plots of land that have been seriously affected by disasters or have not been harvested, relevant departments should promptly organize experts and agricultural technicians to go deep into the frontline, guide farmers to change to and replant late autumn crops in a timely manner, and do their utmost to reduce the burdens and losses of the disaster-stricken masses.
