In the context of the new era of improving the social governance system of co-construction, co-governance and sharing, Baishi Village, Houping Township, Wulong District, Chongqing Municipality, in the exploration and practice of promoting poverty alleviation with "courtyard grid" governance, has always adhered to the leadership of party building, mobilized the masses, problem-oriented, and adapted to local conditions, overcome the "three major bottlenecks" of poverty in the mountains and highlands, scattered residences, increased project development, increased contradictions, single-level governance, and insufficient vitality, and regarded about 10 traditional courtyards as "breakthroughs", delineating small governance units, relying on the former zhizhi double support, promoting the integration of three governances, and activating governance cells , unite the masses to follow the party, work hard, and work hard, so that Baishi Village can successfully get rid of the "poverty hat". Today, Baishi Village has become a well-known village with a beautiful living environment, a living village for grass-roots governance, a village with strong endogenous power, and a rich village for industrial development. Party building builds a foundation, and the courtyard dam "three walks" lead the way for the masses

Adhere to the guidance of party building, and implement the party's propositions to the "last meter" of the farmhouse through the "courtyard dam".

First, the party building is coordinated, and the construction follows the plan. Under the leadership of the Municipal Political and Legal Committee of the Municipal Party Committee in the township and the Houping Township Party Committee and government, the "Courtyard Dam Governance" Creation Plan and Normative System has been formulated and introduced, which effectively integrates the planning, funds and resources of 16 in-depth poverty alleviation projects, integrates the ideas and paths for the construction of 10 demonstration courtyards and dams, and establishes the overall goal of "living hospitals, strong societies, strong villages, and educating people" to ensure that grass-roots governance maintains the correct political direction.

Second, the village community checks the pass, and the branch follows the enthusiasm. Under the specific guidance of the village community, the "courtyard dam governance" is regarded as an important starting point for educating the masses, poverty alleviation, grass-roots governance, and industrial development, and the leadership position of the party branch and the hierarchical governance mechanism of the village, society, and hospital are determined to ensure that the villagers' autonomy always operates under the leadership of the party. According to the enthusiasm of the people and the exemplary nature of the courtyard dam, the village community clarifies the degree and method of resource investment, and forms the orientation of "more work and help".

Third, cadres take the lead, and the masses follow party members. Establish a mechanism of "cadre association and party member association", the courtyard dam is equipped with three instructors of party building, industry, and law, requiring 59 party members in the village to show their identity and responsibilities, to go to the courtyard dam to do demonstrations, take the lead in rectifying the environment, love the hospital and good neighbors, and its role is included in the "party member points" evaluation.

The first is to discuss official affairs. Promote the "deliberation of the party and the masses", and for public affairs such as the construction of courtyards and dams, public facilities, industrial projects, and safe governance, the directors will discuss and then submit them to the people of the hospital for discussion, combine the "higher-level planning" and "the voice of the masses" to improve the participation of the masses and the right to know.

The second is the joint construction of major events. Find the entry point of "public utilities" and unite the masses to build together. Caidiwan Courtyard Dam takes the construction of human settlement environment as the link, the Oil Changyuan Dam takes water management autonomy as the entry point, and the Courtyard Dam on the bridge takes the industrial development as an opportunity to guide the situation and adapt to local conditions, so that government input and mass participation are combined to improve the sense of ownership and responsibility of the masses.

The third is to govern common affairs. Through the discussion of "hospital rules" and co-governance by the masses, more than 10 methods in 5 aspects of "hospital contract, hospital net, hospital questioning, hospital saying, and hospital enjoyment" have been formulated to guide the masses to jointly protect health, care for the elderly, and harmonious neighborhoods, and let the "hospital rules" promote normal governance. The head of the hospital leads the formation of a mass prevention and mass governance mechanism to collect public opinions, resolve disputes, and discuss affairs.

The fourth is happy sharing. During the New Year's Festival, we organize activities such as dam and dam meals, sharing meetings, and new year festivals to publicize good people and good deeds, share higher-level policies, exchange family fun, and enhance neighborhood harmony.

Functional focus, the courtyard dam "four devices" to speed up the development

Adhere to the service center, so that the courtyard dam becomes a powerful hand to promote the landing of the "three elements" of projects, industries and talents.

The first is to build a "booster" for poverty alleviation and revitalization. With the "courtyard dam night school" as the carrier, organize soil experts, poverty alleviation models, and rich people to carry out skills sharing and policy interpretation. To help the masses calculate the input and income accounts, and to guide the masses to feel the gratitude of the party and follow the party, the whole village has transferred 273 acres of land and relocated 56 graves due to the poverty alleviation highway project, and none of them have petitioned or made trouble. Huangnibao Courtyard Dam drove the residents to cooperate in breeding Xiangyao chicken, established a link mechanism for the interests of 8 poor households, and increased per capita income by 7,000 yuan.

The second is to build an "incubator" for cultivating capable people. The establishment of a party building, industry, and governance instructor mechanism, the training of 10 "people who understand the law" in the courtyard dam, and the launch of propaganda such as the "Ten Lectures on Civil Law" have effectively enhanced the masses' awareness of the rule of law; the development of land, labor, and other resources in the vicinity of the courtyard dam, the development of moderate-scale characteristic breeding, family farms, and courtyard economy, the cultivation of 5 leaders to get rich, with a poverty rate of 70 percent; leading the owners of the institutes with public will and ability to go out to study, broaden their horizons, and effectively improve their governance capabilities and levels.

The third is to build a pluralistic governance "connector". Guide support units, social organizations, etc., face-to-face service to the "small and micro needs" of hospitals and dams and farmers, and effectively stimulate the enthusiasm of the masses for joint construction. The lawyers stationed in the village reviewed more than 20 legal opinions for the villagers, and the rule of law went to the countryside to be closer to the masses.

The fourth is to build a safe rural "stabilizer". Promote the practice of "Fengqiao experience" in the new era, extend the mediation room of "let one let go" to the courtyard dam, resolve more than 40 contradictions and disputes in the courtyard dam, control at the grass-roots level, and achieve "small things are not discharged from the hospital, and big things do not leave the village".

Cultural education, courtyard dam "three turns" for fresh air navigation

The first is to carry forward the culture of hard work and change the way of working. With the theme of "The Struggle of White Stone, Kaishan Stone", the Caidiwan Courtyard Dam was built, and the "Four Military Rules" education of "Nine Mountain Sisters-in-law" to get rid of poverty was used to inspire the masses, the concept of "struggle is good", guided the masses from single work to cooperation, and cultivated 4 professional cooperatives such as Heartland Flower and Climbing Pheasant, with an output value of 1.2 million yuan.

The second is to carry forward the culture of mutual assistance and change living habits. With the theme of "Hundred Foods, Mutual Assistance of Hundred Foods", tian meiyuan dam was built, and through the owner of the hospital, the residents led the "pigsty revolution" to appear and "say things", driving 4 courtyard dams to improve the living environment, and 210 households carried out the transformation of livestock pens and toilets to build a new life of "clean and good".

The third is to carry forward the culture of willingness and cultivate the public spirit. With the theme of "white food, eat white food willing to eat white food" to build a potato flour courtyard dam, infect the masses with cases where the hospital people are willing to endure hardships and successfully start a business, publicize the new trend of "willing to be blessed", and help sell 100,000 yuan of white stone potato flour. Through cultural education, let the poor people get rid of poverty without forgetting gratitude, spontaneously donated more than 40,000 yuan for the epidemic, donated 50,000 yuan to support public undertakings, and Shiraishi won the reputation of "hard work, pioneering, simplicity and willingness". The courtyards and dams in the village are scattered and have their own characteristics, with the pioneering spirit of farmers as the "chain", the unique culture, customs and food of the courtyard dam as the "pearl", the beads into a chain, and the peasants' pioneering spiritual cultural tourism route of "making something out of nothing and being able to understand it" has been continuously developed and emerged.

After 3 years of in-depth poverty alleviation, the living environment of Baishi Village has been comprehensively improved, and the roads of the courtyards and households have been fully covered; the combination of the length of forest fruits and vegetables, the flight of Yaoji cave fish; the healthy development of market players, the continuous emergence of leading capable people; the endogenous power is full of momentum, and gratitude and morality have become the norm. The village's 69 households and 270 poor people have been lifted out of poverty with high quality, the per capita income of the whole village has increased by 4700 yuan, the output value is 5 million yuan, and the collective economy has exceeded 200,000 yuan from scratch. The next step will continue to deepen the construction of "courtyard dam governance", improve the effectiveness of party building in leading rural governance, lay the foundation for promoting the modernization of rural governance systems and capabilities, and open a new engine for rural revitalization.
