It was Monday morning and morning rush hour, and the unusual behavior of this group of people attracted a large number of people to watch, resulting in a blockage of the traffic artery in front of the court, seriously disrupting the surrounding order and the normal work of the court. According to the people themselves, they did this in order to show solidarity with the defendants in a case that the court was about to decide in the second instance, but when the police asked about the names of the defendants and the relevant facts of the case, these people did not know what to do.

With the deepening of the investigation by the people's police, an organization that specially gathered petitioners, under the banner of rights protection, looked around at hot incidents, gathered crowds to disrupt social order to exert pressure on the government or judicial departments, and profited from this, and there was no shortage of lawyers involved in the case.

Zhai Yanmin, the main driving force behind organizing petitioners to make trouble in Weifang, was arrested by the police on June 15, as a remote control commander in Beijing. According to Zhai Yanmin's account, he was entrusted by Liu Jianjun, a lawyer in Beijing, and Zhang Luo petitioned the people to go to Weifang to make trouble. He said, "Because Liu Jianjun knows me well, he knows that I have a lot of petitioners under me who can organize them." Zhai Yanmin said that at that time, he also found a friend named Liu Xing to help.

Under the command and planning of Zhai Yanmin and the organization led by Liu Xing, on June 14, 15 petitioners arrived in Weifang one after another with signs prepared in advance, Liu Jianjun arranged accommodation for them, invited them to eat, and took out the banners prepared by the petitioners in advance and put them together.

How is a professional "petitioning broker" refined?

The police investigation found that Zhai Yanmin, 54 years old this year, is not a petitioner and currently has no legitimate occupation. Since 2002, he has founded investigation companies, consulting companies and medical device companies, all of which have had their business licenses revoked for various reasons. He did not do well in business, but he quickly found a sense of accomplishment in his contact with the petitioners.

Zhai Yanmin planned to organize petitioners to go all over the country to watch hot events or cases to be tried, and over time he left the impression of "enthusiastic public affairs", and a large number of petitioners gradually gathered around him. Zhai Yanmin also began to accept some so-called "rights defense lawyers" and the parties to the case of the relationship with the entrustment and funding, organized petitioners to all parts of the country to "solidarity" with various events or cases, he became the "agent" of this group, every time the collective out of the "solidarity", in their eyes is like taking a single job, before going to Weifang, Zhai Yanmin wrote in the WeChat group "Qing'an detained warriors, to contact you a small job, at the needs of the parties to Weifang to watch an unjust case, Accommodation and food expenses are provided and there is compensation for lost time, the time is one and a half days, and participants are willing to register immediately".

For each job, the participating petitioners receive travel expenses ranging from a few hundred yuan to thousands of yuan and lost work expenses. In the Weifang incident, he admitted that "according to the unspoken rules, if things are done, Liu Jianjun will give me money in return, and if the petitioners are detained, Liu Jianjun will coordinate with the families of the parties to pay part of the money as a condolence payment."

Since 2014 alone, Zhai Yanmin has directly organized and directed petitioners from all over the world to stir up trouble in the name of "solidarity", and 14 of the 15 people who went to Weifang this time have just returned from the scene of the Qing'an railway station shooting incident with a sign to stir up trouble. They also plan to go south to Guangzhou as soon as they complete the task of "solidarity" with Weifang to "express solidarity" with another so-called "unjust case."

The division of labor between "taking orders" and "sending jobs" in professional petitions is clear

The police handling the case said that they have a specific organizational division of labor, the organizers must first create some signs and banners in some places, and before going, they must first premeditate who will hold up which sign, who will pull the banner, who will do what, and who will be responsible for taking pictures. After taking a picture, look at what negative effects this situation can cause, and upload it to the Internet in the form of a photo.

In addition to being disseminated in some well-known forums in China, some of the photos taken were also posted on overseas websites such as Boxun Network, the purpose of which is to create international influence and exert pressure on the government and judicial departments of the place where the incident occurred, thereby interfering with the handling of the incident or the court's judgment. A group of petitioners with Zhai Yanmin as the link and command, individual "rights defense lawyers" and related parties paying for them, and relatively fixed personnel have already formed between these groups of petitioners, with a clear division of labor and a well-organized criminal gang.

On May 2 this year, after the shooting at the Qing'an railway station in Heilongjiang, within a few days Zhai Yanmin called Wu Gan (the screen name "Super Vulgar Butcher") to ask if he wanted to find someone to go to Qing'an to express support, and Wu Gan said that he did not need it for the time being, and that he needed a lawyer to hype up the Qing'an incident before a large number of petitioners were needed to hype and support. So Zhai Yanmin called to organize the petitioners to go to Qing'an, and he told others that "there is no political attention to the matter of Qing'an, and it is necessary to heat up the hype with the petitioners as the mainstay", and then he asked Sun Mousheng, Li Mouli and others to go to Qing'an as the vanguard to understand the situation.

After Sun Mousheng and others were detained by the police for holding up a sign to hype, he asked Liu Xing to organize several petitioners to go to Qing'an, and specifically advised them to "not let the local public security organs know that we have a coordination group for the Qing'an incident, and do not let the government know that we are organized." Because Zhai Yanmin also knew in his heart that this so-called "solidarity" of accepting financial support from others was not legal.

In the process of being interrogated by the police, Zhai Yanmin also admitted that his behavior endangered social order, and it was even more inappropriate to reflect on his actions in the Qing'an incident.

Liu Jianjun is a lawyer at Beijing Kangpu Law Firm, born in Weifang, Shandong Province. According to Liu Jianjun, he was not an agent in the embezzlement case that the Weifang Intermediate People's Court was about to adjudicate, and he was entrusted by his junior high school classmates to intervene.

In order to facilitate Liu Jianjun's work, the defendant's family gave Liu Jianjun 3,000 yuan in carriage and horse fees, and then paid 70,000 yuan for activities.
