Complete mechanisms to prevent poverty from returning to poverty and causing poverty, and accurately implement assistance measures for each household and person. Around the agricultural industry to extend the industrial chain, upgrade the value chain, build a supply chain, actively promote the "enterprise + cooperative + farmer" model, establish a stable interest connection mechanism, form a stable channel for the masses to increase income, so that the masses feel the gratitude of the party, listen to the party, and follow the party. The third is to actively promote the integration of urban and rural development. Adhere to the planning first, compile high-quality rural planning, and improve the level of rural construction. Give full play to resource endowments, focus on the "vigorous development of rural cultural and ecological tourism" proposed in the report, make use of the unique advantages and conditions such as water systems in the jurisdiction, do a good job of "water" and "green" articles, and pay close attention to promoting the Hecui-Heli-Hongfeng base ring line to create a high-quality rural tourism ring line. The fourth is to comprehensively deepen rural reform. Solidly promote the special rectification of the "three cleanses", revitalize rural resources, explore various resource management models such as land trusteeship and leasing, strengthen the village collective economy, and promote farmers' employment and income. Construct high-standard farmland and agricultural industrial parks, implement agricultural order-based production, and promote the transformation of grain production from increasing production to improving quality. Actively promote global beautification and promote the significant improvement of the rural environment. Fifth, conscientiously implement the requirements of the "three combinations" of township and town work.
