Party organizations at all levels and the majority of party members in the town:

At present, the situation of epidemic prevention and control inside and outside the province is very grim, in order to effectively implement the prevention and control strategy of "external prevention of import, internal prevention and rebound", and effectively protect the life safety and physical health of the people. According to the needs of the current epidemic prevention and control work, in order to effectively do a good job in the prevention and control of the epidemic in the whole town, comprehensively identify hidden risks, strengthen the control of key personnel and places, and give full play to the role of party organizations at all levels as fighting fortresses and vanguard models of party members and cadres in key prevention and control tasks, the following initiatives are hereby proposed:

First, improve the political position and resolutely shoulder the responsibility for epidemic prevention and control. All party organizations and the majority of party members and cadres should earnestly improve their political standing, strengthen their responsibilities, deeply understand the importance and urgency of doing a good job in the current epidemic prevention and control work, quickly unify their thoughts and actions with the specific deployment requirements of the town party committee and government, strictly follow the requirements of epidemic prevention and control, regard the prevention and control of the epidemic as the top priority and the top priority, and take the "I do practical things for the masses" practical activities and the effectiveness of party history study and education as the main battlefield, scientific prevention and control, accurate prevention and control, and resolutely adhere to the bottom line of epidemic prevention and control. Enhance the "four consciousnesses", strengthen the "four self-confidences" and achieve "two maintenance" with practical actions. The members of the "two committees" of each village should take the initiative to strengthen the implementation of epidemic prevention and control responsibilities, grasp the dynamics of the epidemic in a timely manner, and effectively take countermeasures to ensure that they have the responsibility to guard the land and fulfill their responsibilities.

Second, build a solid grid system and rely on epidemic prevention and control measures at all levels. All party organizations should give full play to their political advantages, organizational advantages and advantages in close contact with the masses, and make every effort to implement the key tasks of epidemic prevention and control. All village party organizations should give full play to their role as fighting bastions, and strictly implement prevention and control measures such as the investigation and management of foreign personnel in medium- and high-risk areas, nucleic acid testing, prevention, control, and isolation. It is necessary to earnestly implement territorial responsibilities, give full play to the advantages of the grid prevention and control work system, and adopt methods such as village cadres packing cooperatives, social cadres grasping films, grid members contracting households, and full coverage inspections, strengthening personnel management and foreign population investigation and control, and the vast number of party members and masses in the town should fully assist and support town and village cadres to carry out verification and registration, publicity and guidance, and information reporting of personnel returning to the town.

Third, give prominence to the leadership of party building, and give full play to the vanguard and exemplary role. The leading bodies and party members of the "two committees" in all villages should stick to their posts, take the initiative to shoulder their social responsibilities and post responsibilities, and earnestly give play to their exemplary and leading roles. Take the lead in studying and publicizing the arrangements and deployments of the town party committee and government on epidemic prevention and control, actively participate in the popularization of epidemic prevention and control knowledge and public opinion publicity and guidance, rationally face the risk of the epidemic, do not believe rumors, do not spread rumors, do not create rumors, educate and guide neighbors, surrounding groups, relatives and friends, etc. to take the initiative to implement prevention and control measures, maintain good living habits, consciously wear masks in public places, and effectively block the way of virus transmission. All party members and cadres should actively mobilize their surroundings to receive COVID-19 vaccines. Take the lead in managing family members and relatives around them, pay close attention to the health status of family members, relatives and friends and service recipients, avoid going to public places with dense crowds, closed or poor ventilation, and personnel with the same action trajectory as the "red code" and "yellow code" must take the initiative to register with the village committee where they live at the first time, conduct nucleic acid testing as required, and do a good job of self-health monitoring.

Epidemic prevention and control is everyone's responsibility.
