Founded in October 2009, chahar institute is an unofficial diplomatic and international relations think tank, mainly focusing on the two major fields of public diplomacy and peace studies, and now has two expert teams, "International Advisory Committee" and "Senior Researcher", including most of China's post-70s outstanding scholars in diplomacy and international relations. In the ranking of the world's top think tanks for foreign policy and international affairs, the Chahar Institute ranks 108th. In the world's best independent think tank rankings, the Chahar Society ranks 45th, and in China's top think tank rankings, the Chahar Society ranks 45th.

Li Yudong, a post-85 young writer, graduated from the Department of Social and Political Science of the University of Glasgow in the United Kingdom, is a member of the Chinese Writers Association, a member of the Chinese Prose Literature Association, a member of the Shanxi Writers Association, and a contracted writer of the Shanxi Literature College, and has authored novels such as "Night Case", "Qiu", "Human Dog Barking", "Out of Focus" and the prose collection "Crazy As a Virgin" and "Thorny Shakespeare Dream".

In recent years, Li Yudong has begun to study the fields of politics and international relations, and pays the most attention to the communication between Chinese and Western cultures. The Chahar Society said that it is expected that Li Yudong will combine his own experience with the Chahar Society to explore a set of public diplomacy discourse styles with Chinese characteristics and easy to be accepted by the West at the level of Cultural communication between China and the West.
