Participate in this "summer camp" and have the opportunity to enter the party and government organs? Shanghai Yangpu selects talents in this way

A month ago, Liu Tengfei, a graduate student in the law department of Fudan University, never thought that he would visit the front line of the urban area every day to deal with administrative reconsideration cases such as old reforms and traffic violations, and face the various problems raised by residents. During his internship at the Yangpu District Bureau of Justice, he better understood the significance of legal work.

A few days ago, the 2021 Yangpu District College Students Summer Practice Camp ushered in the closing ceremony, including Liu Tengfei, 48 college students from Fudan University, Shanghai Jiao Tong University, Tongji University and other universities gained an unforgettable experience in different social governance positions. After the closing ceremony, they are expected to be preferentially admitted as young reserve talents.

Open a "window" that gets to know each other

Every year, the main leaders of the Yangpu District Party Committee will personally lead the team to the "double first-class" universities in Shanghai and Beijing to carry out propaganda and promotion, hold Yangpu open day activities and summer practice camp projects, and let college students approach Yangpu. This year's summer practice camp is different from the previous organization of college students to intern in party and government organs, which is the first time that Yangpu District has tried to combine internship with the recruitment of young talents.

In the early stage, Yangpu District distributed "hero posts" to 9 colleges and universities in Shanghai. Enrollment is for students who will graduate next year and meet the selection conditions. Through on-campus announcements, pre-screening of registration, and recommendation of merit, among the 500 students pushed by various colleges and universities, 48 students finally entered the practice camp. After the completion of the camp, those with excellent performance can be included in the 2022 Yangpu District Youth Reserve Talent Candidate.

This is equivalent to bringing forward the recruitment season from September to summer in previous years. And this month has become a "window period" for these young people and Yangpu District to understand each other, make two-way choices, and establish feelings.

Ge Qi, a student of East China Normal University who usually lives in Minhang District, used to have the only impression of Yangpu District as an Easter egg in Wujiaochang. After joining the practice camp, he interned in the Mass Sports Department of the Sports Bureau, and every time he organized community health teacher activities and mass events, he needed to visit the community a lot. The weekly "Visit Yangpu" activity, from Changyang Chuanggu to the Good Neighbor Center and the Prototype Street of Future Life, from the ancient Yangpu District Library to the modern and fashionable Yangpu Riverside, let him personally measure this innovative hot land with his feet.

Ge Qi's graduate major is polymer chemistry and physics, and he did not embark on the road of scientific research like other students, but chose to go to the grass-roots frontline because "compared with academic research, the social functions of mass work are richer." In the weekly theme activities, he also presided over and planned an event with the theme of "Shanghainese". "To work at the grassroots level in Shanghai, we must first understand the voice of the masses."

"I felt the temperature behind the law"

Before attending the practice camp, Liu Tengfei had imagined that he would work at a law firm in the future, facing cold legal documents every day. On his first day at the Yangpu District Justice Bureau, he was in charge of administrative reconsideration with his teacher, and the first case he took over was a non-motorized traffic violation.

"Although it is only a small case, the citizens who submitted the reconsideration are particularly serious, and many auxiliary cases of traffic violations are mentioned, which requires us to patiently analyze and answer from the perspective of laws and regulations." From traffic punishment to old reform and expropriation, as more and more cases were handled, he gradually understood that "the affairs of the masses are not trivial."

"Some people do not understand the laws and regulations, and at the beginning they will be very anxious, and every staff member of the Judicial Bureau is always intimate and appeased and patiently analyzed when answering the citizens' calls, which makes me feel the law's concern for human nature and individuality."

Huo Chen, a tongji university student who also studied law, has interned in courts, legal aid centers, and law firms, but what makes her feel most deeply is this month. "In the past, when I was an intern, I read a lot of files and legal documents every day, but now what I do every day is to investigate the lives of the most vivid people."

At the end of July, Shanghai was hit by typhoon "fireworks", and many Tongji students who interned at the Yangpu District Construction Management Committee took the initiative to "ask for help" and joined the frontline of flood prevention in the urban area, experiencing the hardships of grass-roots work in the wind and rain. "In the experience of dealing with citizens day after day, I feel the temperature of working in the urban area more and more."

Every idea can become a reality

Fu Shuang, who studied social work at Fudan University, went to the most frequent places in this month was the various party and mass service stations in Yangpu Binjiang. What do residents need most when they come to the service station? After the service station has a small docent, how to stimulate the participation of college students in the next step? She combined her own observations to form a research report and made suggestions for the construction of the Binjiang Party and Mass Service Station.

Yao Anqi, a student at Shanghai Jiaotong University, also has the deepest affection for Yangpu Binjiang. As an intern at the Youth League Committee, she participated in the planning of the Binjiang Renren Market. "The next edition of the Everybody's Market is about to be on display, and I'm looking forward to it." She says that seeing your ideas come true is the most rewarding thing.

In the internship of party and government organs, the campers experienced the pain and joy of social governance; undertook the task of visiting activities in groups and felt the vitality of the urban area; planned and organized party history study and education theme activities, which exercised the sense of unity and organizational ability; visited the grass-roots frontline, wrote research reports, and made suggestions for enhancing Yangpu's soft power...

And these small ideas are exactly the ideas and creativity needed by Yangpu District to build a "four high urban areas" and create a "benchmark for the construction of people's cities".

The summer practice camp for college students has built a platform for college students to take root in the grassroots and train their talents, and has also found "good seedlings" for urban development and party and government organs. In recent years, 37 selected and transferred students and 106 reserve talents have successively joined the Yangpu team, and more than half of the reserve talents have been admitted to civil servants through teaching and training.
