Taking advantage of financial reimbursement management loopholes to make profits is another "wealth economy" for Huang Yongsheng. Taking advantage of the high requirements for confidentiality in the reimbursement management of "eyes and ears expenses" and the inability of non-specific personnel to audit, he put into his own pocket all the 409,215 yuan of "ear and eye expenses" of informants who falsely listed reimbursements in the unit.

The then sub-bureau leader believed that Huang Yongsheng had contributed to the income generation of the unit and felt that he should be "compensated". Therefore, when the then sub-bureau leader knew that Huang Yongsheng had already paid the ear and eye fee with the "difference in price", he also signed and agreed to his reimbursement at the unit, and no longer asked about the whereabouts of the expenses reported by the unit, which made Huang Yongsheng even more unscrupulous.

At the end of 2019, the Guigang Municipal Commission for Discipline Inspection found that Jia Shaoxue and Huang Yongsheng were suspected of having jointly violated discipline and law in the investigation and handling of Jia Shaoxue's suspected serious violations of discipline and law.
