On January 15, 2004, Comrade Xi Jinping, then Secretary of the Zhejiang Provincial Party Committee, inspected and guided the ecological construction work in Lai'an, pointed out that "the environment is the productive force", and hoped that Lin'an would continue to play a demonstration, leading and leading role in ecological construction and contribute to the construction of the ecological province.
Since then, in accordance with the important instructions of General Secretary Xi Jinping, the successive party committees and governments of Lin'an have adhered to the concept of "green water and green mountains are golden mountains and silver mountains", actively explored the ecological transformation model with lin'an characteristics, and embarked on a development path of "ecological economy and economic ecology". The Green Development Index has ranked among the top three in the province for two consecutive years.
In recent years, a leading group for the construction of "Green Water and Green Mountains are Golden Mountains and Silver Mountains" headed by the secretary of the district party committee has been set up, and is committed to creating a number of ecological transformation scenes with Lin'an recognition on the world-class golden tourism line in Hangzhou and Huanghuang.
There are two national nature reserves in Lin'an, Tianmu Mountain and Qingliangfeng, which are also the important starting points and "backing mountains" of Lin'an to create ecological transformation scenes. From Tianmu Mountain, to China's first village scenic spot public brand "Tianmu Village", and then to the "Tianmu" series of branches and leaves, Lin'an's "green water and green mountains" to "Jinshan Yinshan" transformation of the trek road, the eyes are resolute, the steps are sonorous.
One table management
Since the 18th National Congress, the Party Central Committee has attached great importance to the construction of ecological civilization. However, compared with road construction and bridge building, ecological civilization is a "hidden achievement", how to make it visual and quantifiable? Lin'an took the lead in exploring and establishing an "integrated" digital management platform for natural ecological resources in the province (Tianmu ecological value application scenario).
The platform can digitally assess the consumption and appreciation of natural assets such as water, soil, atmosphere, forests, minerals and other natural assets in various places in a certain period of time, so as to establish a quantified accounting system for ecological resource assets that can be assessed, compared and copied. With this system, the "increase or decrease" of natural ecological resources in various towns and streets in various places in a stage can be said by data, which can audit and evaluate the operation of ecological resources for the main responsible persons in the region during their tenure of office, and force leading cadres to strengthen the concept of ecological performance. It can also provide a basis for the implementation of ecological compensation mechanisms for various localities, provide "compensation", and provide scientific and powerful data support for ecological protection.
Two "transformation" modes
Lin'an "nine mountains, half water and half a field". For a long time in the past, "relying on the mountains to eat the mountains" was a way of life that has been passed down from generation to generation. As a result, the mountains are getting balder, the people are getting poorer, and natural disasters are frequent. After experiencing a fierce confrontation with nature, Lin'an was painful and began to develop a non-wood economy such as bamboo shoots, pecans, and tea leaves. At the end of the 1990s, under the guidance of UNESCO, Lin'an was the first in China to develop ecotourism and "farmhouses". Realized the gorgeous turn from "selling mountain heads" to "selling mountain goods", from "cutting mountains" to "seeing mountain views".
The long-term contribution of "ecological economy" has brought rich returns to Lin'an: "Lin'an pecan", "Tianmu Lei bamboo shoots", "Tianmu dried bamboo shoots" and "Tianmu Qingding Tea" have been registered as national certificates of origin trademarks. The brand value of pecans, thunder shoots and dried bamboo shoots all exceeds 1 billion yuan. In 2020, Lin'an District received a total of 17.194 million tourists, and the total income of the tourism economy was 20.007 billion yuan.
Entering the new millennium, Lin'an took the initiative to shoulder the environmental protection responsibility of the two major water sources and held high the banner of "economic ecology" development. Focus on high-quality economic growth, low consumption of natural resources, and low emissions of pollutants. Strategic emerging industries such as high-end equipment manufacturing, new generation information technology, energy conservation and environmental protection, and biomedicine flourish here. The development concept of "two modernizations" has won valuable environmental benefits for the economic development of Lin'an. The proportion of tertiary production has been optimized from 12.8:56:31.2 in 2005 to 7.7:46.6:45.7 at present. While the regional GDP has increased significantly, the energy consumption of 10,000 yuan of GDP has decreased year by year.
Three win-win situations
The unswerving road of "two modernizations" has painted a beautiful picture of "mutual promotion and win-win" for Lin'an of ecological life and production, public interests of government enterprises, and socio-economic and environmental benefits.
Lin'an is the only (county and city) district in the province, one of the few in the country, and at the same time won the name of the first batch of national ecological demonstration areas and national ecological civilization construction demonstration areas. In recent years, it has won more than 60 national and provincial honors such as National Forest City, China Natural Oxygen Bar, and China's Green Water and Green Mountain Model City. In today's Lin'an, the ecological concept is rooted in people's hearts, and ecological civilization behaviors such as water management, garbage classification, diet saving, and banning paper cups have become a common practice. Green public welfare, green publicity, and green travel have become daily life. The people of Lin'an are changing from spectators of the construction of ecological civilization to participants, promoters and beneficiaries. Electric boiler cleaning transformation, dust remediation, heavy pollution industry remediation, livestock and poultry breeding pollution control, industrial solid waste disposal...... A series of "clear water", "blue sky" and "pure land" defense battles have continuously optimized the quality of Lin'an's ecological environment.
The forest coverage rate increased from 78.23% in 2016 to 81.97% in 2019; the number of days with excellent air quality in the whole region reached 350 days in 2020; Lin'an pecan, Tianmu lei shoot and dried Tianmu bamboo shoot rank among the top 100 agricultural products in China; for three consecutive years, it was awarded the "Top 100 E-commerce Counties in China"; Relying on the beautiful landscape, Lin'an has formed a global tourism development pattern of "scenic spots - characteristic towns - beautiful villages", and was rated as a global tourism demonstration area in Zhejiang Province. "Green water and green mountains" released an increasingly dazzling "cornucopia effect" in Lin'an, which was constantly transformed into "Golden Mountains and Silver Mountains".
Four times to the top
Among the many environmental defense battles, the "clear water" defense war is particularly remarkable. Since the launch of the "Five Waters Co-Governance" in 2014, Lin'an has won the "Great Yu Ding" four times. The eye-catching achievements stem from the perseverance and ingenuity of Lin'an in order to "a flood of blue waves out of Lin'an" and unceasingly grasp the water.
The 3 urban sewage treatment plants, 14 township sewage treatment plants and 1466 rural domestic sewage treatment terminals built at great expense have taken the lead in achieving three-level coverage of towns and villages in sewage treatment areas in the province; 15 town streets, 11 parks and 105 living communities have completed the creation of "zero direct sewage discharge". In the past seven years, 50 reservoirs have been strengthened, 308 mountain ponds have been rectified, and the construction of embankments in 5 small and medium-sized river basins has been completed, and the drainage capacity of urban and rural areas has been improved year by year. Invest 2.5 billion yuan, focus on promoting the upgrading of rural drinking water standards, build 101 rural drinking water standard upgrading projects, bury the total length of pipelines of more than 4,000 kilometers, and 300,000 rural people completely rely on the dilemma of relying on the sky to draft water. 5 key rivers have been comprehensively cleaned up, 7 "beautiful rivers and lakes" have been created, 378 kilometers of rural rivers have been rectified, and the ecology of rivers and lakes has been improving year by year. 169 enthusiastic people have been hired as civil river chiefs, more than 40,000 rural party members have claimed responsibility for the river, and the atmosphere of water management by the whole people has become increasingly strong. In 2020, the water quality of 7 municipal control and above sections in the whole region will reach 100% of the proportion of Class II and above, and the compliance rate of the water environment functional zones of the 4 outbound junction sections will be 100%.
Five beautiful towns
In order to actively implement the "environment is productivity", Lin'an actively benchmarks "environmental beauty, life beauty, industrial beauty, humanistic beauty, governance beauty", follows the three hui strategy of "Hui Cultural Tourism, Hui Shan Shui, Hui Cai Zhi", and fully promotes the creation of "beautiful towns". The creation of Lin'an "pollution-free town street" was selected as a successful case of national pollution prevention and control in 2020, and was rated as "Top Ten Excellent Cases of Beautiful Zhejiang Ecological Environment Governance".
Elaborately compile the "one town, one plan" and strive to be brilliant on the "point": Changhua Town digs deep into the historical connotation of the thousand-year-old town to create a new town of Hangzhou Emblem Gateway and ecological quality; Yuqian Town combines modern industrial strength to create a thousand-year-old cultivated and weaving new city; Huangkou Town concentrates on the construction of two beautiful and one scenic spot to create an upgraded version of the hot spring turbulence; Heqiao Town relies on the characteristics of landscape and water to build the first "national comic digital scenic town" in China...
At the same time, Lin'an focuses on systematic planning to achieve "global beauty". With the beautiful city as the starting point and the beautiful highway as the connection, the beautiful town and the beautiful countryside are connected, so that the beautiful town and the beautiful countryside shine together, and the beautiful mountains and rivers and beautiful people live together and become a beautiful scenic spot. Six major industries
Fumei life needs green mountains and green valleys, and it needs golden Silicon Valley.
Seizing the strategic opportunity of Zhejiang Province to implement the "No. 1 Project" of the digital economy and Hangzhou to build the first city of the national digital economy, Lin'an takes the green water and green mountains as the "rudder" and the Qingshan Lake Science and Technology City as the "oar", and actively participates in the construction of the Science and Technology Innovation Corridor in the west of the city. From the development of high-end equipment manufacturing, new energy and new materials, biomedical industry, to focus on semiconductors, chip design and test certification, intelligent sensors and Internet of Things application integration, the drive of the six major industries of green industry, so that Lin'an's "economic ecology" road is more and more sonorous, fruitful. From 2018 to 2020, the total industrial output value of Qingshan Lake Science and Technology City reached 79.765 billion yuan, 87.767 billion yuan and 97.42 billion yuan respectively. The "100 billion platform" and "digital wisdom core city" should not only become important nodes of Hangzhou's scientific and technological innovation, but also create an innovation and entrepreneurship highland driven by "science and technology and ecology" in the Yangtze River Delta.
700 million output value
On the road of "ecological economy" in Lin'an, nut e-commerce, which relies on the development and growth of the pecan industry, is an important enlightenment for rural e-commerce in Lin'an. It is the spark of nut e-commerce that makes Lin'an's rural e-commerce famous throughout the country. Becoming a green water and green mountain is the "golden business card" of the transformation of jinshan yinshan.
In 2007, relying on the advantages of pecan origin, the people of Bainiu Village in Changhua Town took the lead in becoming "Taobao Treasurers" and selling pecans. From the beginning of three or five, now more than 70, from selling pecans to selling agricultural products. For more than ten years, the online sales of agricultural products in Bainiu Village have achieved explosive growth from 1 million yuan to 470 million yuan, and it is known as "the first village of nut e-commerce in China". By 2020, Lin'an will have 4 Taobao towns and 27 Taobao villages, with 753 million yuan of hickory online sales in the whole district, and rural e-commerce online sales jumping to the 10 billion yuan mark. With the impressive achievements of rural e-commerce, Lin'an has won the honors of top 100 rural e-commerce counties in the country and typical counties for rural innovation and entrepreneurship in the country.
One in nine
Lin'an is one of the 9 key forestry areas in the province. Shouldering 1/9 of the weight, Linan pays 100% of the effort.
Tianmu Mountain and Qingliangfeng two nature reserves are important gathering places for biodiversity in China and habitats for endangered and rare species, in order to provide excellent habitat for domestic life, Lin'an attaches great importance to the protection of forest ecosystems. Fully implement the closure of mountains and afforestation, expand the construction of ecological public welfare forests year by year, establish the first ecological police office of nature reserves in the province, rationally plan the development of ecological tourism around protected areas, and invite community farmers to participate in wildlife protection work... Multiple measures have been taken at the same time, which has greatly promoted the construction of biodiversity in Lin'an. According to the newly released new version of the "Directory of Wild Animals under National Key Protection", there are 108 species of wild animals under national key protection in Lin'an District (accounting for 56.3% of the province), of which 22 species of wild animals under national key protection at the national level (accounting for 40.7% of the province) and 86 species of animals under national second-level protection (accounting for 62.3% of the province). The first and second levels increased by 13 species and 31 species respectively compared with the original list, an increase of 175% and 48.4% respectively.
In recent years, Lin'an has continued to deepen the reform of the collective forest rights system, and has taken the lead in the system of forest land management right circulation certificate and the pledge of the right to compensation and income of public welfare forests, becoming the first "National Carbon Sink Forestry Experimental Zone" in China. In recent years, Lin'an has implemented the country's first moso bamboo forest carbon sink observation project, established the China Green Carbon Sink Foundation Lin'an Carbon Sink Special Fund, and implemented a total of 75,000 mu of bamboo forest operation carbon sinks in 5 town streets, which is expected to sequester 1.1 million tons of carbon within 30 years, bringing about 33 million yuan of carbon sink benefits to forest farmers. At the same time, Lin'an has built a public carbon sink forest base in the "Longmen Secret Land" to create a "Lin'an Window" for advocating low-carbon travel. In order to highlight the "zero emission" concept of the G20 Hangzhou Summit, Lin'an also built the "Carbon Neutrality" project of the G20 Hangzhou Summit, highlighting China's responsibility for practicing the "Human Ecological Community".
This year, Lin'an took the lead in the province to start the construction of Tianmu's "Lin carbon" digital intelligence brain, through the application of digital technology to find ways to reduce carbon emissions, and contribute Lin'an experience to carbon neutrality and carbon peaking. Not long ago, the Taihuyuan low-carbon town and the turbulent zero-carbon town practice area have been built one after another, and the first digital carbon label for agricultural products in China was launched at the source of Taihu Lake. In Lin'an's view, ecological civilization is not the best, only better.
Eight lines and ten scenes
There are 23 tourist attractions in Lin'an, with an annual tourist reception of more than 17 million. How to implement in-depth drainage of these massive passenger flows and achieve secondary and tertiary consumption in Lin'an? In 2017, Lin'an District took the lead in proposing the concept of "village scenic spot", so that scenic spots can divert water for beautiful villages, empower village operations, and promote rural revitalization. In three years, Lin'an has formulated the "Lin'an Standard for Village Scenic Spots" with high standards, and built 10 demonstration village scenic spots along 8 beautiful roads with high quality, that is, "eight lines and ten scenic spots". For a time, the high-end homestay of "Tianmu Yuexiang" was difficult to find; the "Red Leaf Guide" changed from a season with "color" to "wealth" in four seasons; "Longmen Secret Place" became famous; "Daming Mountain Scenic Area" was full of tourists...
In 2020, the village scenic spots received a total of 805,200 tourists, achieved tourism income of 62.348 million yuan, the village collective income increased by 19.62 million yuan, and the per capita income of villagers increased by 2,400 yuan; it drove social investment of 300 million yuan, promoted more than 40 new agricultural technologies, and attracted more than 200 young people and more than 600 Xinxiangxian who returned to their hometowns.
The operation of Lin'an village scenic spot was written into the 2020 provincial government work report: "Summarize the good practices of Lin'an village operation." On March 2, 2021, Lin'an Village Scenic Spot had its own name - "Tianmu Village", and was released in Beijing as the country's first public brand of village scenic spot, marking that Lin'an relies on the ecological advantages of Tianmu Mountain to promote rural revitalization and has the most locally recognizable ecological value innovation and transformation model.
Ecology has become the treasure of Lin'an's common prosperity. At present, the whole province is promoting the construction of a common prosperity demonstration zone with high quality. Lin'an will dig deep into the advantages of ecological resources with the attitude of turning the page and returning to zero, empower green transformation with digitalization, promote rural revitalization, promote common prosperity, and continue to write a new chapter in the new era of practicing the concept of "green water and green mountains are golden mountains and silver mountains".
