"Two more rains, the reservoir can accumulate more than 13 million square meters... At present, the reservoir has a storage capacity of nearly 7 million square meters. Luo Dinghua, director of the Major Project Office of Guanwen Town, Gulin County, talked about the reservoir, and the thick Gulin accent was proud. In 2009, he became a member of the construction of the reservoir project, participating in the whole process and witnessing the whole process.
A short timetable for the construction of the reservoir: the project will be established in 2009, construction will start in 2013, the provincial, municipal and county acceptance will be completed in 2020, the water will be tested in June, and the water will be officially stored in September. We can see that the Guanwen Reservoir not only carries the "water of life", but also is one of the important ways for Gulin County to stride into rural revitalization after winning the battle against poverty.

On the way, Luo Dinghua told reporters: Due to the lack of rainfall in the early stage, the current storage capacity of the reservoir is only 7 million square meters, but it can fully meet the domestic production water of the residents of the three towns of Jiaoyuan, Baini and Guanwen.
"In fact, last year, more than 10,000 people in these three towns used tap water from the reservoir, and the coverage reached 100%." On the side, Zeng Qinglin, president of the Fifth Society of Fuxing Village, was very emotional: This water is not easy to come!

Why is it so difficult for this water to "come"?
Due to the high altitude, drought and lack of water are the historical problems of Guanwen Town. Previously, since no large-scale reservoir had been built, the town's drinking water source was mainly scattered wells. In the face of drought and the annual dry water period, the masses are extremely short of normal drinking water, irrigation is even more insecure during the peak period of water shortage, and the development of agricultural production is hindered. The construction of large and medium-sized reservoirs has been the long-term expectation of villagers for generations.
During those years of water shortage, Zeng Qinglin still remembers it vividly: during the dry season, the village released water every ten days; some villagers dug up groundwater everywhere, and the water quality leached from the surface was extremely poor... More than 4,000 villagers in the village watched the sky and draught water, and they were miserable.
In November 2013, the long-awaited good news came: the first medium-sized reservoir in Gulin County, the Guanwen Reservoir Hub Project, officially started construction, and at the same time started land acquisition and resettlement.

The water quality in the Guanwen Reservoir is clear, and the green mountains around it are reflected in it, blending into a scene.
Luo Dinghua told reporters: The height of the dam is 1094 meters, and the total storage capacity is 13.38 million cubic meters. The irrigation channel of the reservoir is composed of a main trunk canal, a white mud trunk canal, a jiaoyuan trunk canal and 11 branch canals, with a total length of 32.24 kilometers, and the channel covers an area of 8 villages in 4 townships and towns of Guanwen Town, Baini Town, Jiaoyuan Town and Huanghua Town.
"When everyone knew that the reservoir was going to be built, they ran around to tell each other..." Zeng Qinglin said that the villagers along the way were very cooperative, and all the relevant land acquisition work was completed in 2 months.
In the past 8 years, one thematic meeting after another has promoted the implementation of the project plan step by step; one by one, the eyes of expectation have promoted the processing of the project and added points... The early completion of the reservoir is not only related to the future development of Guanwen Town, but also to the well-being of countless Guanwen people.
As the water storage reaches the design target, the Guanwen Reservoir fully guarantees the water use of 22,000 people and 36,500 rural people in townships and towns along the route, and 68,600 heads (only) livestock.
What is gratifying is that the completion of the reservoir has also brought about several breakthroughs: the industrial park of Fuxing Village has been built from scratch. Last year, the village opened more than 1,000 acres of Chinese herbal medicine industrial park, more than 40 villagers in front of the door to achieve employment, can earn a monthly wage of 1,000-3,000 yuan; with the completion of the reservoir around the lake road, the surrounding greening facilities are becoming more and more perfect, more and more people come to play, the village for the first time opened a villagers' farm.
These changes, the villagers "could not have imagined" before.
At the home of Yang Dengcheng, a villager in the fourth community of Yong'an Village, she only needs to gently turn on the tap, and the clear tap water will flow out. As a migrant household, Yang Dengcheng's life has also been greatly improved by the reservoir project: last year, he moved into a two-story new house, and the reservoir road around the lake was repaired to the new door, making it very convenient to go out.

The water is coming, the scenery is beautiful, how to promote the road of Guanwenshan Township to the rise of green step by step?
Xu Cai, mayor of Guanwen Town, introduced that in recent years, Guanwen Town has made sufficient efforts to refine "embroidery", solidly promoted industrial support, financial poverty alleviation, employment transfer, and fixed-point assistance, and the town has made decisive progress and historic achievements in poverty alleviation.
Especially in terms of industry, because of the irrigation water source, Guanwen Town is based on the ecological circular agricultural development idea of supporting agriculture and animal husbandry, planting and breeding, through the way of "fine 'point', long 'line', and expanded 'surface'", around the Guanwen Reservoir ring line, Guanwen, Huilong, and Wasteland three areas of the location layout, and gradually formed an industrial pattern based on six demonstration bases of Yazhi pig, beef cattle, Chinese medicinal materials, edible mushrooms, rice field (lotus field) fish farming and kiwifruit, and the 10,000 acres of green mountains will become greener and greener because of the water.
At present, 2.75 kilometers of walking trails around the Guanwen Reservoir Dam and 3 sightseeing pavilions and other supporting facilities are under construction, which will show the new appearance of the Guanwen Town Reservoir Ring Road in a tourism + ecological mode.
It is conceivable that through the promotion of this ecological radiation effect, the construction of beautiful villages in Guanwen Town will continue to make breakthroughs and become a new engine for the rise of ecological economy.
