Obviously, only stones that are naturally of the same material as "heaven" can make up for heaven, right? And we also know that in the ancient Chinese traditional thinking, "heaven" represents the emperor, so the "stone of heaven repair" should naturally refer to a person who naturally has the same qualifications as the emperor.

But what kind of talent would naturally have the same qualifications as the emperor? Of course, those who were directly related to the emperor. However, even if he is directly related to the emperor, whether he can "make up the heavens", that is, whether he can become an emperor, is not something he can decide.
