The Fifth Plenary Session of the Nineteenth Central Committee of the Communist Party of China pointed out that it is necessary to promote the comprehensive green transformation of economic and social development and build a modernization in which man and nature coexist in harmony. This further clarifies the scope, field and extent of green transformation, and highlights the importance and urgency of comprehensively promoting the goal of green transformation of production and lifestyle. Comprehensive green transformation is to integrate ecological environmental protection into economic and social development in an all-round, all-regional and whole-process manner, from pollution prevention and control to low-carbon development, from green enterprises to green supply chains, from green production to green life, and each link must improve the allocation efficiency of natural resources and ecological elements.
The comprehensive green transformation should be led by the concept of green development, and pollution prevention and control should be regarded as the "new normal". The concept of green development adheres to the people-centered development concept, promotes high-quality economic development with high-level protection of the ecological environment, resolutely fights the battle of continuous improvement of ecological environment quality, and creates a good production and living environment for the people. The first is to continue to promote the action of clean air. Adhere to the principle of scientific and steady, strengthen the coordinated control of PM2.5 and O3, explore the establishment of an early warning mechanism for resource consumption in key regions and key industries, and implement emission reduction strategies that are adapted to the conditions of the time and promoted in echelons. The second is to continue to promote the comprehensive treatment of the water environment. Strengthen the coordinated governance of the regional water environment and form a joint force for pollution control. Coordinate the "three lives" space in urban and rural areas, accelerate the treatment of water pollution sources, and achieve overall improvement in the quality of the water environment. Implement water system connection projects, so that pollution is controlled first and then connected, ecological base flow is guaranteed, and the functions of water ecosystems are restored. At the same time, we will accelerate the construction of green ecological barriers and ecological park corridors, and build a safety and security system integrating water features. The third is to continue to promote the comprehensive treatment of soil pollution. Adhere to categorical management, strictly control new soil pollution, promote soil pollution control and restoration, strengthen land use supervision by enterprises in key industries, and ensure the safe use of land.
Comprehensive green transformation should actively build a green and low-carbon circular industrial system. While adhering to the optimization of stocks, we will accelerate the increase of green ecological industries. Actively give play to the advantages of the integration of innovative elements such as market, technology, talents, and funds, plan the development of intelligent and low-carbon economy, and strive to build a new development pattern. For example, the organic integration of emerging technologies with traditional formats to achieve the transformation of new and old kinetic energy. Steadily promote the green transformation of traditional industries, strengthen green design, develop green products, create a green supply chain, and improve the level of industrial relevance and recycling. Seize the development opportunities of emerging formats such as digital, intelligent and biological, promote the development of green and intelligent industries such as artificial intelligence, aerospace, biomedicine, and new energy, promote technological innovation, management innovation and business model innovation, and create and cultivate a green manufacturing industry that integrates innovation-led, intensive, efficient and intelligent integration. At the same time, we will develop and expand energy-saving and environmental protection, cleaner production, and clean energy industries, and realize the circular connection of production and living systems. Through the accelerated development of these industries, the proportion of polluting energy-consuming industries such as petrochemicals and steel will be gradually reduced in the entire economy, so as to realize the transformation of the industrial structure to an ecological type.
Comprehensive green transformation should adhere to reform and innovation. From the perspective of government governance, we should speed up the formulation of a promotion incentive mechanism based on green GDP assessment, guide local governments to firmly establish the development concept of "green water and green mountains are golden mountains and silver mountains", and form a cultural atmosphere of ecological protection in the whole society. From the perspective of corporate governance, we should establish the basic concept of natural resources of enterprises, and regard resource conservation and environmental protection as an important way to enhance the core competitiveness of enterprises. From the perspective of residents' life and consumption, it is necessary to improve the recycling of living materials and establish a sense of resource and energy conservation. At the same time, it is necessary to adhere to the boundary of natural ecological security, explore innovative paths for green development, and transform the advantages of the ecological environment into the advantages of economic development. The elements within the natural ecosystem are integrated and rely on each other, and the implementation of the ecological restoration project of Shanshui Lintian Lake can guard the safety boundary of ecological functions. To this end, it is necessary to improve the property rights system of ecological resources, open up the path of transforming ecological resources and ecological products into economic benefits, and innovate the market-oriented model of ecological products.
Comprehensive green transformation should practice a green lifestyle. Green lifestyle advocates green, low-carbon, health and safety, improves ecological and environmental awareness and green consumption ability, guides people to consciously practice the green concept in the details of life, and actively participates in the comprehensive green transformation of economic and social development. Strengthen self-discipline in life, and gradually achieve green transformation in clothing, food, housing, travel, travel, etc., for example, adhere to water conservation and electricity consumption, drive less, take the initiative to use recycled material products, support garbage classification and recyclable resource recycling, and advocate green travel. At the same time, we will promote the green transformation of production methods with green consumption. The transformation of consumption patterns will force the transformation of production methods, promote the green transformation of energy, and build a clean, low-carbon, safe and efficient energy system. Promoting the green transformation of production and consumption patterns will help promote the harmonious coexistence of man and nature and realize the organic unity of economic, social and ecological benefits.
