Pingba is far from Jingshan, and the traffic is still very inconvenient; it is very close to Anlu, and the road is also a stretch of Pingyang.
The dialect and folk customs of Pingba are exactly the same as those of Anlu, but they are very different from Jingshan. The dialects of Anlu and Pingba belong to the Huangxiao District (Huangpi Xiaogan) of the Jianghuai dialect. The Jingshan dialect belongs to the Southwest Mandarin Tianqiu District (天門沔阳), and the dialects of the two are not interconnected, and they are eager to translate when communicating.
Pingba has always had few fields and many people, and business has been carried out as an industry, forming a fine folk style, which is very different from the spontaneous folk customs based on farming in Jingshan.
Although since the Northern Song Dynasty, Pingba has been under the jurisdiction of Jingshan, but the Pingba people have a stronger sense of belonging to Anlu culturally and psychologically, and Pingba is governed by Anlu, which was almost a foregone conclusion in the early days of the founding of the People's Republic of China. However, in the end, it did not materialize for some reason. For the final ownership of Pingba, there have been huge waves, and there were local cadres in Pingba who were imprisoned. Jian said: "The above is in the county, the administrative division may change, let's discuss, is Pingba under the jurisdiction of Anlu?"
"Pingba is far away from the county seat of Jingshan County, ninety when a hundred, one day to go dark."
Everyone believes that Pingba is under the jurisdiction of Jingshan, and in the future, construction will be carried out, that is, the three ridges will block the road (that is, Yanjialing, Ziziling, Liupoling), the highway is difficult to repair, and the traffic is not convenient.
Pingba is only 77 miles away from Anlu City, and there are no mountains, and the road is easy to repair. In addition, in the early years, it was through the car. The language of the Pingba people is also the same as that of Anlu. Everyone unanimously agreed to apply for a higher level to assign Pingba to Anlu, and Anlu will definitely attach importance to it and the future of development will certainly be greater.
Therefore, I asked Sun Yigan, the former principal of Pingba Primary School, to synthesize the opinions of the masses and write down an application material, and the payment was made by the people of Pingba, and Jian Daoquan personally sent it to the Jing'an Ying County Government. Soon, the material was transferred to the district government, and Chen Zhixiang, the village chief of Shanmiao Village, knew about it, and he hurriedly led someone to arrest Jian Daoquan to the district government and lock him up in the Yan Family Ancestral Hall. When people on the street heard the news, there was an uproar. Some people feel inexplicable and think, which one is this? Some people went to visit Jane and wanted to ask what was going on.
Jane said: Whether to draw a county or not is a matter for the county to decide, we just made some comments, what is wrong?! This is Chen "Beard" at work. As far as the district was concerned, the district government said: "Pingba has not been assigned to Anlu, and the counties and localities belong to the counties." In 1956, the administrative division was changed, and the provincial opinion was that Pingba was assigned to Anlu, and the soap city was assigned to Jingshan. At that time, the county also conveyed to the townships, and the Songhe District adjusted the personnel working in Pingba Yandian, including financial and trade cadres. The masses said: "All the people with strong ability have been transferred to the Song River, and those with low levels have stayed in Pingba and Yandian."
At this time, some units went to Anlu to make new badges, but they did not hang up. luckily! Tianmen suddenly made an opinion, saying that they agreed to assign the city of Soap to Jingshan, but they wanted to assign Yonglong to Tianmen. The cadres of Jingshan County said: Soap City has nothing to do, only a bunch of people; Wing Lung is a cash crop area, and we can't bear to cut love. However, the cadres of Pingba and Yandian are still propagating: Pingba is moving to Anlu, there will be cars sitting immediately, and the transportation of materials will be convenient and the price will be cheaper. There are also people who have said this: Jingshan's policy is more stable, and Anlu's requisition is too fierce! In general, those in favour of the annexation to Anlu are in the majority.
Not long after, the matter of dividing the county set off waves again, and there was an incident in which Xie Shoucheng, the township chief of Yandian Township, was arrested and imprisoned.
Xie Shoucheng, a native of Yandian, was the township mayor of Yandian Township at the time. In the ownership of Yandian Township, he is the main land divisionist and active. Just when people were making a lot of noise about the "county division", the county came to the notice: "Stop!"
Xie felt that it took so much effort to publicize the meeting, how could it be "turned off"? It is believed that it should also be insisted. Just at this time, the governor of Anlu County, Wang County, wanted to get Pingba, and then informed Xie to go to Anlu Liuhedian for a meeting, support Xie to submit opinions to the county, and assign Pingba and Yandian to Anlu. He also said that after Pingba was assigned to Anlu, several large companies would be set up in Pingba.
At this time, the leaders of Jingshan County saw that this matter could not be stopped, so they notified the public security bureau to arrest people, but they pounced several times. After a long time, Xie was arrested and imprisoned in the Jingshan Detention Center, where he instructed the head of the pre-trial unit to interrogate him. After several interrogations.

He said: It is your province and county that want to assign Pingba to Anlu, we are the executors, actively doing work and carrying out propaganda, and the masses have mobilized, and they all support and support it! What's wrong with me following the advice of the county? What is the reason for catching me in the county and being imprisoned in the guards?
So-and-so felt that the trial could not continue, so he thought of countermeasures, and suddenly remembered that there was a small box, which was brought with him when he caught Xie, so he went to open the box and looked for "something" that could subdue Xie.
All the way to the bottom of the box, I found a photo of a girl, so-and-so immediately turned from worry to joy, but also thought, what is the relationship between this woman and Xie? I can't be sure, I'm afraid there will be a deviation, so I can only try him. When xie was reviewed again, so-and-so watched Xie's dynamics with both eyes, silent, and only used two fingers to dangle this small photo in front of Xie. Xie began to see clearly, so he bent down and looked closely, and sure enough, his expression changed a little.
So-and-so immediately made a decision and said loudly to Xie, "You're a good thing?!" Xie defended a few words and began to feel weak. Later, on the grounds that Xie had a problem with the style of men and women, he reported the case to the procuratorate for prosecution, and the county court sentenced Xie to five years in prison. When it was carried out for three years, the Jingzhou Intermediate People's Court cleared up the case and held that the case was a wrong case, one was the propaganda of the county, and the other was the style problems caused by the photos, which could not constitute a crime, could not be used as the basis for sentencing, and the characterization was completely wrong. The county court immediately acquitted Xie, and in 1984 the Jingshan County Policy Implementation Office rehabilitated, reinstated public office, and assigned Xie to the Pingba Town Letter and Petition Office.
Mayor Xie was obviously wronged, but fortunately Pingba was still in Jingshan, otherwise Jingshan would now lose an ancient town of the Ming and Qing dynasties.
