In accordance with the relevant laws and regulations of China and the Protocol between the General Administration of Customs of the People's Republic of China and the State Phytosanitary Inspection and Quarantine Administration of the Republic of Uzbekistan on the Phytosanitary Requirements for the Export of Red Peppers from Uzbekistan to China, the import of Red Peppers of Uzbekistan is permitted from the date of this announcement. The export of red peppers from Uzbekistan to China shall comply with the Inspection and Quarantine Requirements for the Import of Uzbek Red Peppers (see annex).

This is hereby announced.

Inspection and quarantine requirements for imported Uzbek red peppers

1. Basis for inspection and quarantine

(1) The Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving china, the Regulations on the Implementation of the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving the Country, the Law of the People's Republic of China on the Inspection of Import and Export Commodities, the Regulations on the Implementation of the Law of the People's Republic of China on the Inspection of Import and Export Commodities, the Food Safety Law of the People's Republic of China, and the Regulations on the Implementation of the Food Safety Law of the

(2) Measures for the Administration of Food Safety in Import and Export.

(3) Protocol between the General Administration of Customs of the People's Republic of China and the State Phytosanitary Inspection and Quarantine Administration of the Republic of Uzbekistan on Phytosanitary Requirements for the Export of Red Pepper from Uzbekistan to China.

2. Imports of products are permitted

Red pepper for consumption (Cápsicum ánnuum) grown and processed in the Republic of Uzbekistan.

Third, production facilities requirements

Farms, processing and packaging plants and storage depots of red peppers exported from Uzbekistan to China should be approved and registered by the Chinese side.

4. Phytosanitary requirements

(1) The import of Uzbekistan red pepper shall comply with the relevant laws and regulations of China on plant quarantine and shall be passed by the Ukrainian side.

(ii) Imported Uzbek red peppers must not carry the following quarantine pests: removed longidorus elongatus (de Man) Thorne & Swanger, Dahlia Venicillium dahliae Klebahn, Pitidium brassicae (Woronin) P.A. Dang., Tomato spotted wilt virus Tomato spotted wilt tospovirus。

(3) Imported Uzbek red peppers shall not carry live insects, soil, and shall not be mixed with impurities such as weed seeds, plant residues and gravel.

5. Requirements for phytosanitary certificates

Each batch of imported Uzbek red peppers must be accompanied by an official phytosanitary certificate issued by the Ukrainian side, and noted in the additional declaration column: "The red peppers certified by the phytosanitary certificate comply with the provisions of the Protocol on Phytosanitary Requirements for the Export of Red Peppers from Uzbekistan to China signed by China and Uzbekistan on July 18, 2019 in Beijing and Tashkent." ”

Sixth, food safety requirements

Imported Uzbek red peppers should comply with China's national food safety standards.

7. Packaging requirements

Imported Uzbek red peppers must be packed in clean, hygienic, breathable, new materials. Traceable information such as the name of the red pepper, the place of origin (district, city or county), the country, the farm and its registration number, the processing and packaging plant and its registration number, etc. should be used on each packaging box. Each package is marked with a Chinese as "exported to the People's Republic of China".
