The Ministry of Public Security deepens the reform of "separation of licenses and licenses" and fully realizes the electronicization of enterprise-related licenses by the end of 2022

Recently, the Ministry of Public Security issued the "Implementation Plan for Public Security Organs to Deepen the Reform of "Separation of Licenses and Licenses" to Further Stimulate the Development Vitality of Market Entities" (hereinafter referred to as the "Plan"), which promotes the reduction of post-license certificates and simplified approval in a wider range of public security fields and more industries. The "Plan" proposes to promote the collection and use of electronic certificates, improve the relevant standards, norms and styles of electronic certificates, and fully realize the electronicization of enterprise-related licenses by the end of 2022.

The "Plan" clearly states that 12 matters involving enterprise business licenses, such as the issuance of licenses for the pawn special industry and the special industry in the hotel industry, will be reformed nationwide in accordance with four methods, such as direct cancellation of approval, approval for filing, implementation of notification commitments, and optimization of approval services.

The "Plan" requires that the approval of the issuance of pawn special industry licenses be directly cancelled; the issuance of security training licenses is changed from examination and approval to filing; the issuance of special industry licenses for the hotel industry, the issuance of special industry licenses for the official seal engraving industry, and the network security review of Internet access service business sites are informed, and the applicant voluntarily promises to meet the license conditions and submits materials as required, and a licensing decision is made on the spot; and the approval service is further optimized for 7 matters related to enterprise business licenses, such as the issuance of security service licenses. Among them, the time limit for the issuance and approval of security service licenses has been reduced from 30 working days to 20 working days, the approval of the license of the blasting operation unit no longer requires the applicant to provide the blasting operation performance certificate, the technical person in charge of the work experience certificate, the practitioner qualification certificate and other materials, the establishment of commercial shooting ranges, the civil firearms (ammunition) manufacturing license, the civilian firearms (ammunition) placement license, the crossbow manufacturing and sales purchase import transportation license, and the computer information system security special product sales license to apply for and approve the whole process of online application.
