In July 2021, the Public Interest Procuratorate Office of the Shanghai Putuo District People's Procuratorate adhered to the people-centered development concept, gave full play to the procuratorial public interest litigation function, urged relevant administrative organs to perform their duties in accordance with the law, protected and improved the blind road environment in Putuo District, protected the rights and interests of the disabled, and carried out special supervision activities for public interest litigation of "blind road governance".
Since August 2021, the procuratorial staff of the Public Interest Procuratorate of the Putuo District Procuratorate have spent two months to step on the blind lanes in the streets and towns under their jurisdiction, and found that the blind lane problems in the jurisdiction are mainly concentrated in the following two categories:
First, the design of the blind lane is not standardized, the manhole cover covers the blind lane, the blind lane is damaged and damaged, and the blind lane is blocked by the ground building; the second is the problem of motor vehicles, shared bicycles and other encroachment on the blind lane.
The above problems mainly occur in subway mouths, hospitals, parks, large commercial complexes and other places in the jurisdiction. The blind road problem brings inconvenience to the visually impaired, and there are hidden dangers in traffic safety and damage to the social public interest.
After communicating with the relevant administrative organs, the Putuo District Procuratorate formulates and issues procuratorial suggestions to relevant units in response to different blind road problems, supervises the administrative organs to organize timely rectification and maintenance of blind lane problems within its jurisdiction in strict accordance with relevant laws and regulations, and eliminates the damaged or occupied state of blind lanes. In addition, to learn from each other, urge administrative organs to strengthen the investigation of blind lanes in all road sections within their jurisdiction, and promptly supervise and rectify problems in accordance with the requirements of the norms, so as to effectively ensure the safety of the passage of the visually impaired.
