Speaking of the epidemic, Hong Kong people almost always remember that thrilling moment - at the end of July 2020, the third wave of the new crown pneumonia epidemic was raging in Hong Kong, with more than 3,500 new confirmed cases in two months.

At that time, there were 1207 negative pressure beds in Hong Kong, and in the face of the epidemic that broke through 100 in a single day for 12 consecutive days, the negative pressure ward was rapidly full, and a large number of mild patients could not be admitted to the negative pressure ward. The sudden outbreak of the epidemic has doubled the pressure on Hong Kong's public health system, and the negative pressure wards are close to full.

At this critical juncture, Hong Kong Chief Executive Carrie Lam cheng Yuet-ngor wrote to the central government asking for support. After receiving the news, the central government made a solemn commitment to Hong Kong's 7 million citizens – it will provide all necessary support for Hong Kong's fight against the epidemic.

Life and death, race against the clock. The central government has launched the construction of three major projects to support Hong Kong's fight against the epidemic, the Hong Kong Temporary Hospital (later named "North Lantau Hospital Hong Kong Infection Control Centre") and the Hong Kong Community Treatment Facility Project (Hong Kong AsiaWorld-Expo transformed into a temporary quarantine center) are two of the important ones, which are implemented by the Shenzhen Municipal Government and undertaken by China State Construction International.

On the morning of October 27, the www.thepaper.cn accompanied the team to the Hong Kong Temporary Hospital, which is located in Hong Kong's Chek Lap Kok, so this battle to support The Fight against the epidemic in Heung Kong was also called the "Battle of Chek Lap Kok" by the employees of China State Construction Group.

"The motherland is Hong Kong's strongest backing at all times." On the morning of the 27th, Zhang Yi, general manager of China State Construction International Medical Industry Development Co., Ltd., said emotionally when reviewing the birth process of the two major projects.

Make the impossible possible

"A new temporary hospital was built on a 3.2-hectare plot of land next to the Ameris Pavilion and completed within 4 months." This is the construction requirement put forward by the Hong Kong SAR government for the Hong Kong Temporary Hospital project.

It is said to be a "temporary hospital", but the standard is a permanent building. According to the preliminary design, the project is a two-storey building that provides negative pressure wards and related medical facilities that can accommodate more than 800 beds, and is similar in size to regular hospitals.

There are also higher requirements, such as building requirements to be able to withstand Hurricane 10, and due to the particularity of the project itself, the project needs to meet the acceptance standards of both the Hong Kong Buildings Department and the Buildings Department, which is also the first project in Hong Kong to meet both sets of inspection systems.

The difficulty can be imagined. A Hong Kong expert could not imagine how to complete the construction in 4 months, "According to normal procedures, it takes 4 years to build such a hospital in Hong Kong." ”

Everything is a way for time.

In order to ensure the production of the Hong Kong temporary hospital project, China State Construction International gathered personnel to rush to the work, with a total of more than 2,500 production workers stationed in the factory during the peak period, and suspended a large number of other projects on the production line to fully support Hong Kong's epidemic prevention.

What is even more unimaginable is that the wards of hong Kong's temporary hospitals are still produced in the mainland, and then transported to Hong Kong and built like building blocks.

The surging news learned from the scene that this is the world's first negative pressure isolation ward hospital built using assembly synthesis construction (MiC) technology, and all the ward units are produced by China State Construction International's Hailong factory in Zhuhai, and then shipped to Hong Kong for on-site assembly.

The cumulative number of construction projects has reached 240,000, and the participating employees of China State Construction International are deeply remembered.

"We didn't take a holiday for 4 months, and we rushed to work 24 hours a day to complete this project." Zhang Andy Wah, a veteran Hong Kong employee with more than 40 years of service at China Construction International, said that this is a hospital supported by the central government in Hong Kong, and it is an honor to participate in this project.

Dr. Lily Chiu, who is in her 70s, was the president of The Margaret Hospital in Hong Kong during SARS in 2003, a specialized hospital for SARS patients, and a recipient of the Hong Kong Purple Gold Star.

When the epidemic once again enveloped Hong Kong, Zhao Lili, who had retired, returned to the frontline of the fight against the epidemic, participated in the formulation of various epidemic prevention and control plans for the project, and guided workers to take protective measures.

Throughout the construction period, the epidemic in Hong Kong continued to spread, when there were more than 100 cases of infection in Hong Kong every day, and there were more than 4,000 workers a day on the construction site of the Hong Kong Temporary Hospital, but eventually zero infections were achieved.

"Hong Kong's temporary hospital can't be completed in less than half a day. Once an infection occurs, work is stopped, with unimaginable consequences. But we did zero infections! I am very touched to be able to participate in such a meaningful project of state assistance to Hong Kong in my life. Zhao Lili, who is currently the operation director of China State Construction International Medical Company, looks back on the years when she was wearing stars and wearing the moon and working day and night.

From the official signing of the contract in September 2020, the completion and handover on January 20, 2021, and the official opening on February 26, the Hong Kong Temporary Hospital was born as scheduled, turning the impossible into a possibility.

Hong Kong needs, central support

Carrie Lam, chief executive of the Hong Kong Special Administrative Region, has visited the Hong Kong Temporary Hospital project three times to inspect and guide, "I am relieved to see Chinese architecture." ”

"This construction model is the first of its kind in Hong Kong, and to some extent it is a new model of 'one country, two systems' cooperation between the Hong Kong SAR government and the mainland government." Qiu Hong, deputy director of the Liaison Office of the Central Committee of the Communist Party of China in Hong Kong, pointed out when inspecting the project site twice.

Professor Yuen Kwok-yong, an authoritative expert in infectious diseases in Hong Kong, spoke highly of the temporary hospital project after visiting the temporary hospital project, "It is really eye-opening, this standard hospital can even treat Ebola." ”

Hong Kong needs, central support.

The Hong Kong Temporary Hospital provided 816 negative pressure isolation beds and supporting medical facilities, which increased the number of front-line negative pressure beds in Hong Kong public hospitals by 75% and the nucleic acid testing capacity of public hospitals by 10%-15%, further alleviating the pressure on the supply of isolation beds in Hong Kong.

At that time, during the third wave of the epidemic in Hong Kong, AsiaWorld-Expo was requisitioned several times to control the epidemic, and at the end of 2020, it was converted into a community treatment facility for mildly ill confirmed patients.

According to Hong Kong media reports, Yabo has shared about 40% to 60% of the total number of confirmed cases in Hong Kong in the third and fourth waves, and has achieved "zero diagnosis" of more than 150 medical care services in the facility.

With the official opening of the Hong Kong Temporary Hospital, Yabo successfully handed over the baton and turned to a "standby state". In the eyes of Hong Kong's healthcare workers, two major projects have helped Hong Kong survive the difficult times of the third and fourth waves of the epidemic.
