According to the person in charge of the forest defense station of the Jilin Forestry Bureau, last year, due to the influence of climate and other factors, pine caterpillar disasters broke out in many pine forests in Jilin City, and the leaves of local plots were eaten, which seriously affected the forest resources and ecological security of Jilin City. Since the beginning of spring this year, the Jilin Municipal Government has quickly launched an emergency plan, mobilizing the strength of Jilin City, and has lasted 3 months to prevent and control the special disaster of pine caterpillars. The occurrence area of pine caterpillars in Jilin City is 530,000 mu, the scope of occurrence and the degree of harm are the most serious in recorded, and it is a red warning for the level 1 super disaster, if not prevented and controlled in time, it will cause huge economic losses and ecological impacts.

Pine caterpillar is the main leaf-eating pest that harms pine trees, with multiple, frequent, heavy hazards, strong fecundity, difficulty in control and other characteristics, once the outbreak, if strong control measures are not taken, it can cause ecological disasters such as large-scale death of pine forests.

In the face of the disaster, the Jilin Municipal Government attaches great importance to it, convenes a special meeting to arrange, sets up a leading institution for emergency response, signs a letter of responsibility with each county and city (district), compacts responsibility, and establishes a working mechanism of "government leadership, departmental coordination, supervision according to law, and social participation".
