Member Yang Miao introduced that small and medium-sized enterprises are the "capillaries" of the real economy, the most competitive and the most promising growth point, and also the main force for stabilizing employment. From January to November 2020, the province's small and medium-sized enterprises achieved operating income of 1,023.56 billion yuan and total profit of 90.09 billion yuan, which became an important factor in helping the economy stabilize and rebound. However, affected by the epidemic and changes in the market environment, the development of small and medium-sized enterprises in our province has slowed down, the costs of taxes, electricity, land and other costs have increased the burden on enterprises, the lack of innovation ability has led to insufficient competitiveness of enterprises, and the precision of some bailout policies for enterprises is not enough and it is not easy to land, affecting the resumption of production and effectiveness of enterprises.

To this end, Member Yang Miao suggested:

First, improve policies and accurately promote development

The first is to prepare a special plan for the "14th Five-Year Plan" for small and medium-sized enterprises, and give systematic support from the aspects of main body cultivation, fiscal and tax support, enterprise financing, prevention and resolution of financial risks and scientific and technological innovation, so as to promote small and medium-sized enterprises to move towards a modern industrial system. The second is to establish a provincial-level "small and medium-sized enterprise big data center", integrate enterprise resources, help enterprises improve the level of digital management, and strive to create three major platforms of smart production, smart operation and maintenance, and smart management. The third is to guide small and medium-sized enterprises to seize the high ground in biotechnology, new energy, new materials, high-end equipment, new energy vehicles, green environmental protection and aerospace and other related industries and supporting facilities, and strive to integrate into the manufacturing industry chain. The fourth is to establish an enterprise bankruptcy protection center and improve the enterprise bankruptcy protection mechanism.

Second, take multiple measures at the same time to break down barriers to development

First, in terms of financial support: further increase the intensity of special financial support, and introduce pragmatic support policies in the form of awards in lieu of compensation, gratuitous support, and financial discounts. The second is financial support: actively build a bank-enterprise docking platform, regularly organize various forms of bank-enterprise docking activities, smooth investment and financing channels; simplify guarantee procedures, innovate guarantee methods, establish a "financial consultant" system, play a financial leasing role, develop supply chain finance, and strive to improve the credit level and credit capacity of small and medium-sized enterprises. The third is land policy: support the implementation of preferential land policies for small and medium-sized enterprises such as strategic emerging industries and new formats, and improve the incentive indicators for project construction land. The fourth is human capital: optimize the training and entrepreneurship system, vigorously carry out entrepreneurial counseling, technical skills and management training, and help enterprises carry out free entrepreneurship training.

Third, encourage innovation and stimulate endogenous power

The first is to establish a reserve system for enterprise scientific and technological development, extract scientific and technological development funds according to a certain proportion of sales revenue, and guide small and medium-sized enterprises to dare to innovate and innovate well. The second is to build a cooperation platform, guide enterprises to carry out talent and technical cooperation with colleges and universities and scientific research units, accelerate the transformation of scientific research achievements, cultivate a number of industry-university-research backbone demonstration enterprises, and promote school-enterprise cooperation. The third is to promote small and medium-sized enterprises to establish strategic technology alliances with large enterprises inside and outside the province and at home and abroad, and to carry out joint research and development of major technological innovations in the form of division of labor and cooperation, so as to reduce and disperse the cost of innovation and its risks. The fourth is to encourage small and medium-sized enterprises to actively integrate into the supply, production, sales and service industry chain of international and domestic division of labor and cooperation, and realize the specialization of products and gradually upgrade the industrial level through original innovation, integrated innovation and the introduction of digestion, absorption and re-innovation.

Fourth, strengthen safeguards and boost confidence in development

The first is to widely publicize various policies to bail out and benefit enterprises and improve the awareness rate of policies. At the same time, according to the impact of the epidemic situation of regions, industries and enterprises, differentiated and targeted policies will be formulated to improve the implementation rate and accuracy of policies. The second is to further increase the support for fiscal and taxation at all levels, and the funds for technological transformation should be appropriately inclined to small and medium-sized enterprises, appropriately reduce or reduce relevant taxes and fees, reduce or waive the payment of enterprise pension, unemployment, and work-related injury insurance units in stages, return unemployment insurance premiums, and accelerate the liquidation of accounts owed by the government to enterprises. The third is to study and formulate evaluation and evaluation methods for small and medium-sized enterprises, focus on supporting innovative enterprises with development potential and growth enterprises with development advantages, eliminate a number of high-energy, high-pollution, and low-output enterprises, and ensure that limited resources are inclined to high-quality enterprises. The fourth is to widely publicize the status, role and strategic significance of small and medium-sized enterprises, create a social atmosphere conducive to the healthy development of enterprises, help enterprises cope with difficulties, overcome difficulties, and boost the confidence and determination of entrepreneurs to devote themselves to industry and fight against the business sea.
