In March 2018, in accordance with the requirements and deployment of the Party Group of the Chinese Academy of Social Sciences for precise poverty alleviation, Liu Hongyu, deputy director of the Service Center Office of the Academy, was stationed in Shangyou County, Jiangxi Province, to serve as a member of the Standing Committee of the County Party Committee and deputy county governor. In the more than 1,000 days and nights of his post, Liu Hongyu's footprints have traveled to 14 townships and 131 administrative villages in Shangyou County.
Wisdom and wisdom are the key to getting rid of poverty and getting rich
When he first arrived in Shangyou County, Liu Hongyu found that he faced many practical difficulties in the process of visiting the countryside. As a northerner, he was not very familiar with the customs and language habits of the south, and it was quite difficult to communicate with the masses; because he had worked in the ministries and commissions for a long time, he was slightly unfamiliar with the operation mechanism and actual situation of the grass-roots level. In order to solve this difficulty, he went deep into the grass-roots frontline research, read a large number of county records and county conditions, research reports, statistical data and theoretical books related to his own work, constantly updated his knowledge structure, deepened his understanding of the basic local situation; participated in the standing committee meeting of the county party committee, the executive meeting of the county government, the office meeting of the county chief, etc., to understand the decision-making procedures, information feedback, organization and coordination, supervision and inspection mechanisms of the county party committee and the county government, and actively learned the local dialect.
Through field visits and investigations, Liu Hongyu found that in order to let the people of Shangyu really get rid of poverty and become rich, Zhizhi shuangfu is the key to it. "President Xie Fuzhan has always stressed that it is necessary to give full play to the academic research advantages of the Academy of Social Sciences, pay attention to the combination of poverty alleviation with wisdom and aspirations, organize experts to carry out investigations and studies, help designated counties establish a long-term mechanism for poverty alleviation, and ensure the effectiveness of assistance with intellectual support." Liu Hongyu said.
In order to assist the county in strengthening the building of the cadre contingent, Liu Hongyu successively invited Zhang Xiaoshan, an expert on the "three rural areas" issue and member of the Academic Department of the Chinese Academy of Social Sciences, Bu Xianqun, director of the Institute of Ancient History of the Chinese Academy of Social Sciences, and Wu Wu, deputy director of the Institute of Contemporary China of the Chinese Academy of Social Sciences, to Shangyou County to carry out training in party building, rural revitalization, anti-corruption and clean government, and trained more than 1,500 cadres for Shangyou County.

Give play to the role of industry in targeted poverty alleviation
Only when the industry is prosperous can the poverty alleviation effect be truly good. In this regard, Liu Hongyu was convinced. Wuzhifeng Township is one of the townships linked by Liu Hongyu Hanging Point, located in a remote area, more than 70 kilometers away from the county seat. For a long time, the villagers lived semi-self-sufficient lives.
Through the implementation of the countryside night (noon) talk, field visits and research, Liu Hongyu found that the industry in Wuzhifeng Township is very weak, although there is a local tradition of growing tea, and the climatic conditions are also very suitable for planting tea, but the villagers are not enthusiastic about planting tea, the planting scale is not large, and the per capita income is low. "According to the policy, if you plant an acre of tea, the first year of acceptance will be given a subsidy of 2,000 yuan, by the fourth year, the income of tea can reach 3,000 yuan per year, and then the highest can reach five or six thousand yuan." But local villagers are slow to embrace new things, and families have been growing rice all their lives, and it is difficult to change this concept for a while and a half. After all, the first three years of planting tea are basically no income, and you can only get money from the fourth year. How to get the villagers to accept tea cultivation has become a rather difficult problem facing Liu Hongyu.
In order to solve this problem, Liu Hongyu went deep into the village group, talked with the villagers while drinking tea, patiently explained the good policy of rewarding tea planting in the county and the great benefits of tea planting, and resolved the doubts of the villagers. At the same time, in the way of "large households attract small households", large tea growers are invited to appear, introduce tea planting methods and sales channels, and organize poor households in Gaofeng Village to visit the Gaofeng cloud tea planting base to experience, and the relevant person in charge of the tea farm cooperative will explain the tea planting and management technology on the spot.
Tea planting funds for poor households are also an urgent problem to be solved. To this end, Liu Hongyu coordinated with the Poverty Alleviation Office of the Chinese Academy of Social Sciences to provide more than 300,000 yuan of funds to purchase tea seedlings for free distribution to poor households, and built industrial roads, which greatly enhanced the enthusiasm of villagers to grow tea.
In the end, after some efforts, the villagers gradually participated, and gradually led more people to embark on the road of tea planting. Today, the income of tea farmers in Wuzhifeng Township has generally increased by more than 1,500 yuan / year, and the completed 2-kilometer industrial road has facilitated the production and life of more than 4,000 people in the surrounding area. Liu Hongyu said, "The Tea Industry Support Project of the Chinese Academy of Social Sciences has brought great enlightenment to Shangyou County, and since the end of 2019, the county has allocated nearly 30 million yuan to vigorously develop the 'two teas and one seedling' industry in the county."
Shangyou County photovoltaic poverty alleviation project, mainly linking the three deeply impoverished villages of Jingzai Village, Chakeng Village and Anhe Township Huangkeng Village in Shuiyan Township, the project plans to generate an annual power generation income of about 230,000 yuan, which can effectively solve the problem of long-term lack of industrial support in the three villages, and the lack of economic income sources for village collectives and poor households. When the project was about to be completed, there was a shortage of funds, and after Liu Hongyu learned about this situation, he took the initiative to coordinate with the Poverty Alleviation Office of the Chinese Academy of Social Sciences to provide 2.5 million yuan of poverty alleviation funds for the project. After the completion of the project, it will benefit 844 people from 217 poor households in the three villages, and the annual dividend of each household will reach 1060 yuan.
"Shangyou County is rich in products, but the e-commerce poverty alleviation here has been tepid, and we have not paid attention to the bright prospects in the field of e-commerce." In order to broaden the sales channels for the county's products, in 2019, the Standing Committee of Red Rain introduced the 'Public Welfare Academy of Social Sciences' App for Shangyou County, and the sales volume reached more than 2 million yuan that year. In 2020, under the influence of the epidemic, e-commerce poverty alleviation has shown strong vitality. Looking back now, the Standing Committee of Red Rain has long realized the importance of e-commerce poverty alleviation. Liu Fabin expressed deep admiration.
Since Liu Hongyu took up his post, Liu Hongyu has coordinated the implementation of 14 poverty alleviation projects, and the poverty alleviation fund investment has reached more than 9 million yuan, which has lifted 356 poor households and 978 poor people out of poverty in Shangyou County, benefiting more than 10,000 poor people. When he first arrived in Wuzhifeng Township, Liu Hongyu insisted that the cadres on temporary duty should take the lead in implementing the "332" work mechanism in Shangyou County (that is, to help cadres do business work for 3 days, to concentrate on poverty alleviation in 3 days, and to carry out "rural night talk" activities in 2 nights), so he directly lived in Wuzhifeng Township and mingled with the masses. "The interests of the masses are no small matter" is the motto of Liu Hongyu, who is a military man, and even if the masses are small, he will be concerned about them and do his best to solve them.
In Wuzhifeng Township, two of Liu Hongyu's six households are mentally ill, and Deng Rencai of Gaofeng Village is one of them, and his two daughters are married and usually live with their wives. Once, Liu Hongyu found that there was no glass in the upstairs window of his house, so he quietly measured the size, let people draw a piece of glass that matched the size in the county town, and personally installed it for Deng Rencai's family.
"I remember that in June 2019, one day when it was raining heavily, Deng Rencai suddenly had a mental attack and was extremely unwell. After Liu Hongyu learned about it, he braved the rain in time to drive to Deng Rencai's home, transported him to the county hospital for examination and arranged for hospitalization, and then made several special trips to visit, which made Deng Rencai's family very grateful. Li Keren, a rural doctor in Gaofeng Village, recalled Liu Hongyu's past with the masses in his heart, "He was worried about the poor households in Gaofeng Village at any time and anywhere, especially the physical state, production and living conditions of the two families of mentally ill patients, and often called and instructed the doctors to conduct health examinations on them and keep in touch at any time." ”
Li Ganren, a cardiovascular disease patient, is also one of Liu Hongyu's helpers, and he usually lives with his old mother, and there are only two people in the family. In order to control his condition, Li Ganren usually had to go to the county people's hospital to get medicine, but because his home was 14 kilometers away from Wuzhifengwei Town, it was very inconvenient to travel, and he often could not take the medicine on time. After Liu Hongyu learned about it, every time he went from the county seat to Wuzhifeng Township, he first went to the county people's hospital to bring medicine for him, and for more than two years, because Li Ganren took the medicine in time, his cardiovascular disease had never occurred again. When Liu Hongyu was mentioned, Li Ganren was grateful, saying that he was a "big nobleman" in his family.
Under the guidance of Liu Hongyu, all 76 poor households in the entire Gaofeng Village signed a family doctor contract, fully implemented the "four medical security lines", and achieved that the hospitalization expenses of poor households should be reported, which played a very good effect.
"Red Rain does not have a little shelf, no matter whether he encounters local villagers or grass-roots cadres, he never takes the initiative to show the identity of his county-level leader to the other side, but discusses things on the facts, and takes solving problems as the first priority." Liu Fabin said, "Once, Hongyu found that the villagers in Huangzhutou Village often had seasonal water outages in their homes, and in order to solve this problem, he often asked me about relevant countermeasures. After many parties to raise and work hard, the problem was perfectly solved. Later, when I met one of the villagers by chance, I found that the villager only knew the surname of the cadre who solved the problem for him, Liu, and knew nothing about the other situations. ”
When Liu Hongyu hung up in the townships, he had been eating cauldron rice with ordinary cadres; when his poor households were sick, he carried fruits to visit him, without the slightest shelf of county-level leaders. For a long time, the local cadres and masses could not tell whether he was an official or a citizen, the lord and a guest, but no one did not know Liu Hongyu, and when he talked about him, he would give a thumbs up.
