On August 16, @Shexian Public Security reported that after an investigation by the Shexian police, the content of the video of minors bullying on the Internet was true. At about 15:00 on August 4, 2021, the infringer Wang XX (female, 14 years old) and the infringed zhu xx (female, 14 years old) met in a restaurant in the urban area, because the two had a quarrel on QQ, Wang XX proposed to fight with Zhu XX. Hou Wang and 10 others and Zhu X came to a nearby public toilet at about 16:00, and then there was a bullying incident.
At present, all 10 offenders are under investigation (8 of whom are accompanied by their guardians). In accordance with the provisions of the Law of the People's Republic of China on Administrative Penalties for Public Security and the Law of the People's Republic of China on the Protection of Minors, the public security organs made a decision on handling the picking and provoking troubles of 10 other violators including Wang X. Among them, 1 person was punished with administrative detention for 14 days; Wang X and 3 others were punished with administrative detention ranging from nine to six days, because the 3 people were 14 years old and under 16 years old, and administrative detention punishment was not carried out according to law; 2 people were not punished according to law because they were under 14 years old, and their guardians were ordered to strictly discipline them; and the other 4 people were not punished according to law because of the minor circumstances. At the same time, the relevant departments have carried out psychological counseling and other work for the victim, Zhu Moumou.
