During the deliberations, some members suggested that the "Amendment to the Regulations (Draft)" should add the provision that "the provincial people's government and its relevant departments shall formulate a list of edible animals in accordance with relevant laws and regulations and publish it".

On February 24, the Standing Committee of the National People's Congress announced a complete ban on the consumption of terrestrial wild animals in the Decision on Completely Banning illegal wildlife trade, eliminating the bad habit of indiscriminately eating wild animals, and effectively protecting the people's life, health and safety (hereinafter referred to as the "Decision").

More than a month has passed since the issuance of the "Decision", and after the issuance of the "Decision", everyone's most concerned is what to do with some artificially bred snakes, bamboo rats and other artificially fed wild animals? Xie Huiming said: "Article 2 of the Decision clearly stipulates that the wild animals that are completely forbidden to eat include 'terrestrial wild animals with important ecological, scientific and social value' protected by the state and other terrestrial wild animals, including artificially bred and artificially raised terrestrial wild animals. However, at the same time, in article 3 of the "Decision", it is mentioned that whether terrestrial wild animals can be eaten mainly depends on whether they are included in the 'Inventory of Livestock and Poultry Genetic Resources Protection' by the competent administrative department of animal husbandry and veterinary medicine under the State Council. The animals included in the Catalogue are not counted as wild animals regulated by the Decision, but belong to livestock and poultry, which can be implemented in accordance with the relevant provisions of the Animal Husbandry Law, and are allowed to be eaten after strict quarantine. ”

According to the "National Inventory of Livestock and Poultry Genetic Resources Protection" published by the former Ministry of Agriculture in February 2014, there are pigs (42 species), chickens (28 species), ducks (10 species), geese (11 species), cows, horses and camels (34 species), sheep (27 species) and other breeds. However, snakes and bamboo rats are not included in the currently valid list of the National Inventory for the Protection of Livestock and Poultry Genetic Resources.

Xie Huiming said: "According to the existing laws, snakes and bamboo rats should belong to the forbidden list, but the "Decision" clearly states in Article 7 that the current relevant lists and regulations should be adjusted and modified, and later provinces will adjust the list accordingly. ”
