Born in May 1923 in Zuoqi, Tumut, Inner Mongolia, Comrade Yun Shubi went to Yan'an in July 1939 to participate in revolutionary work, and joined the Communist Party of China in March 1940. From 1946 to 1951, he successively served as a teacher and instructor of Chifeng Autonomous College, the chief of the secretary section of the Inner Mongolia Party Committee, the chief of the organization section of the political department of the Second Academy of Inner Mongolia Military and Political University, a cadre of the organization department of the Xilin Gol League Committee, and the director of teaching at the Beijing Mongolian and Tibetan School. From August 1951 to 1980, he successively served as the director of the Women's Federation of the Jelim League, a student of the Marxist-Leninist Academy of the CPC Central Committee, the deputy director of the Teaching and Research Office of the Party History of the Inner Mongolia Party School, the principal of the Zhelim League Cadre School, the deputy director and director of the Propaganda Department of the Jelim League Committee, and the deputy secretary and deputy head of the League Committee. In May 1980, he was appointed Secretary of the Party Group and Director of the Health Department of the Autonomous Region. In February 1986, he was appointed deputy secretary of the party group of the autonomous regional people's congress. Since 1987, he has been president of the Red Cross Society of the Autonomous Region. Comrade Yun Shubi is a deputy to the Third, Fourth, Fifth and Sixth National People's Congresses and a representative of the Sixth, Seventh and Eighth National Member Congresses of the Red Cross Society of China.

According to public information, Yun Shubi is the eldest daughter of Ulanf and the sister of Buhe. Ulanf was a member of the Politburo of the 11th and 12th Central Committees, the director of the United Front Work Department of the CPC Central Committee, the vice president of the State Council, the vice chairman of the Standing Committee of the Fourth, Fifth and Seventh National People's Congresses, and the vice chairman of the Fifth National Committee of the Chinese People's Political Consultative Conference.
