Li Rongjin introduced that our province will focus on the following three aspects to continuously expand the supply of inclusive old-age care services.
The first is to increase financial support. Since 2019, the National Development and Reform Commission has successively launched the special action of inclusive pension city-enterprise linkage and supported social forces to develop inclusive childcare services. In the past three years, the Provincial Development and Reform Commission has arranged a total of 520 million yuan of investment in the central budget, supporting 73 inclusive old-age care and 80 inclusive childcare construction projects. Cities and enterprises participating in the special action have signed cooperation agreements as required, agreed on policy packages and service packages, and implemented local supporting policies such as construction and operation subsidies, which will benefit working-class families more. In the next few years, we will further carry out special actions, strengthen project reserves, increase financial support, implement local support, guide enterprises to make profits, and effectively form a new mechanism to support social forces to develop inclusive old-age services.
The second is to explore relevant standards, the Provincial Development and Reform Commission will carry out in-depth research with relevant provincial departments, summarize local experience, explore the establishment of inclusive old-age service service construction standards, service standards and price standards, improve the formation mechanism of inclusive prices, maintain reasonable prices, and achieve a dynamic balance between family and individual affordability and sustainable institutional development. Li Rongjin introduced that the Provincial Development and Reform Commission also plans to implement the demonstration project of inclusive pension property and recommend a number of high-quality institutions and excellent platforms to the society.

Increase financial investment and improve the incentive mechanism

Shi Bin, deputy director of the Social Security Department of the Provincial Department of Finance, said that this year, the provincial finance has arranged 9.9 billion yuan for the construction of the old-age service system, an increase of 20 million yuan over the previous year, focusing on supporting the socialization transformation of 30,000 families of the elderly in difficulty, and transforming and upgrading 100 standardized rural regional file service centers. At the same time, a special fund of 10 million yuan was arranged to support the development of special training projects to solve the difficulties of the elderly in using intelligent technology.

In view of the current shortage of childcare institutions and the practical problem that the service capacity needs to be improved, Shi Bin introduced that the provincial finance arranges special funds every year to reward the newly built inclusive state-owned institutions and the exemplary state-owned institutions selected, and encourage the institutions to continuously improve their service capabilities. Since 2020, the provincial finance has given incentive subsidies to 187 public welfare organizations, and encouraged all localities to explore financial support policies to support the high-quality development of childcare services based on local realities.
