Elderly care focuses on "inclusiveness"
Jiangsu is a province with a large population, the seventh census data shows that the total number of elderly people aged 60 and above and infants aged 0-3 in the province is close to a quarter of the permanent population, and the aging rate of the permanent population is 3.14 percentage points higher than the national average, an increase of 5.85 percentage points in the past decade, and the pressure on old-age services is increasing. At the same time, with the effective implementation of the "comprehensive three-child" and optimized fertility policies, the recognition of scientific parenting and childcare services in society has been rising, and the demand for infants and young children to enter daycare is also growing. The development of old-age care services and the solution of the problem of "one old and one small" are the most realistic, urgent and prominent livelihood problems.
In the "Implementation Opinions" issued this time, "inclusiveness" is a high-frequency word. "At present, the equalization and standardization level of basic public services in our province has reached a high level, especially the basic public service system for special groups such as urban and rural extreme poverty and low insurance has been basically established, and the level of security is getting higher and higher." However, the government cannot take care of the pension and childcare problems of middle- and low-income, working-class families, and it is necessary to solve it through market-oriented methods, so it is necessary to vigorously develop inclusive old-age care and childcare services. Li Rongjin, deputy director of the Provincial Development and Reform Commission, explained that inclusive services are through the way the government gives policies, enterprises reduce prices, and users pay, so that prices are affordable, quality is guaranteed, and operation is sustainable.
In order to further improve the inclusive old-age childcare service system, the "Implementation Opinions" proposes to improve the spatial planning layout of old-age childcare service facilities, strengthen the planning and construction of supporting old-age childcare service facilities in residential areas, and clarify the goal of the construction of the old-age childcare service system during the "14th Five-Year Plan" period.
By 2025, the number of nursing beds will account for more than 70%, the number of infants and young children under 3 years old per thousand population will reach 4.5, each street in the province will build 1 comprehensive old-age service center with functions such as full daycare, daycare, home visits, medical services, etc., each county (city, district) will build 1 nursing home, and each districted city will build a tertiary geriatric hospital, achieving full coverage of the university for the elderly in county-level administrative regions... The "Implementation Opinions" set a five-year "hard target" for the province's "one old and one small" service guarantee ”。
"The '14th Five-Year Plan' is an important 'window period' to accelerate the completion of the shortcomings of the old-age childcare service capacity, expand the effective supply, and improve the service capacity." Focusing on the objectives of the "Implementation Opinions", a notice of implementation will be issued in the near future, further decomposing and refining the key tasks and division of responsibilities of various localities and departments, and clarifying the timetable and road map. At present, the development of the old-age care industry is facing common problems such as insufficient effective supply of venues, the development environment needs to be improved, and the shortage of professional service talents, and it is imperative to optimize the effective supply of old-age care services and build a multi-level service system.
"The construction of the professional talent team for the old-age service is the key link in the construction of the old-age service system, and from the perspective of the development of the old-age service in our province in recent years, the number and quality of 'people' directly determine the level and level of the old-age service." Sha Weiwei, deputy director of the Provincial Department of Civil Affairs, introduced that in order to promote the construction of the team of old-age service talents, since this year, our province has taken the lead in issuing the "Implementation Opinions on Strengthening the Construction of the Elderly Service Talent Team", built the country's first undergraduate starting point of the Old-age Service and Management College, and continued to promote the recognition of the occupational skill level of elderly care workers. The "Implementation Opinions" proposes to strengthen the guarantee of land for old-age childcare service facilities, encourage the revitalization and use of idle resources to develop old-age childcare services, promote the implementation of fiscal and taxation support policies, improve the supply capacity of talent elements, and improve the quality and efficiency of financial institutions' services, and strive to strengthen the guarantee of factors.
"At present, in the preparation of the land spatial planning of our province, according to the population structure and scale of the local population, the number of elderly people, infants and young children, the scale, standard and urban and rural layout of the land for old-age childcare service facilities are determined according to local conditions, and in the annual land supply plan, the land allocation demand of non-profit old-age childcare service institutions should be guaranteed to the fullest." Cui Juan, deputy director of the Provincial Department of Natural Resources, told reporters that in the future, our province will further ensure the use of land for old-age childcare service facilities in combination with the preparation of land spatial planning, the redevelopment of urban and rural inefficient land, and urban renewal.
The transformation of old residential areas is a model measure to improve the old-age care environment in our province. "In recent years, we have incorporated old-age care into the transformation of old communities and people's livelihood, in accordance with the standards of basic category, improvement class and promotion class, the provincial level has formulated a menu-type transformation content list, and according to local conditions, the aging facilities, cultural and leisure facilities, and elevator installation in the community and surrounding areas have been included in the improvement of the transformation content." The establishment of the old-age childcare system requires the input of "real money and silver".
