2. 3. In areas not yet reached by the People's Liberation Army, the former local military and political organs and units in Ningxia shall be responsible for guarding materials and maintaining public order, and shall not have any incidents of sabotage or loss.
4. When implementing the above three articles on the part of the Ningxia troops, the People's Liberation Army side shall ensure the safety of all officers and men of the troops participating in the peace talks.
5. In order to effectively implement the above four agreements, it was decided that the two sides would organize a joint office in Yinchuan to deal with the above matters. The office consists of nine people, five from the People's Liberation Army and one as the director, and four from Ningxia with one deputy director.
