Hongyanzi Electric Aviation Project began in 1992, after five years of preparatory work, on January 21, 1997, all the delegates of the Sixth Meeting of the Southern County People's Congress passed the resolution on the construction of Hongyanzi Power Station, marking that the Hongyanzi Power Station Project has reached the construction and implementation stage.
<h1 class= "pgc-h-center-line" > firm determination to build "red electricity"</h1>
It is difficult to do things, it is difficult to do big things, and it is even more difficult to build the Hongyanzi Power Station, which is a very big thing that concerns the vital interests of 1.3 million people in the south. Just when the Hongyanzi power station project was about to officially start, it encountered many difficulties and problems.
First, before the southern county included the construction of the Hongyanzi power station in the key projects, the Nanchong Qingju Power Station and the Langzhong Jinyintai Power Station had already declared in advance. A city had to build three power stations on the Jialing River at the same time, and the country's financial and material resources at that time were unbearable. To this end, the Provincial Department of Water and Power asked Nanchong City to report the three power stations to the province in the order of first construction and then construction, and the results were: 1, Qingju Power Station; 2, Jinyintai Power Station; 3, Hongyanzi Power Station. This is undoubtedly a blow to the people of the south, and it has poured cold water on the enthusiasm of the people of the south to build the Red Rock Power Station. Second, at that time, the Hongyanzi Electric Aviation Project had not yet been officially approved by the state, and the construction land and submerged land indicators for the construction of the Hongyanzi Power Station had not yet been approved, and the Red Electric Project was like a child who was about to be born and had not yet obtained a birth permit. Third, if the red electricity project is to be included in the state approval project, it must have a capital of 20% of the total investment of the project, which is a hard regulation of the State Council. According to the project estimate at that time, the project needed a total of 900 million yuan, which means that the southern county must have 180 million self-financing principal to report for approval. At that time, the actual situation in the south was that the annual fiscal revenue was only 60 million yuan, and the funds that could be put together to build the Hongyanzi Power Station were only 40 million yuan, of which the diversion nullah would cost 18 million yuan, and the remaining funds were far from the amount of capital for the project. Want to raise money from the people? The CPC Central Committee and the State Council have repeatedly issued documents prohibiting the peasants from increasing their burdens, and they are not allowed to raise funds from the masses to raise labor and engage in apportionment. In the face of these very difficult issues, the "red electricity" project is still not debated endlessly, and people who hold opposing opinions believe: If the red electricity project is hard, in case it cannot be completed in the middle of the way, what if it becomes a bad fader? Speaking from the heart, the worries of this part of the people are also based on the specific conditions in the south, and they do not want to cause unnecessary losses, and it is not unreasonable to worry. The southern county party committee and county government consider that after the completion of the Hongyanzi power station, it will play an important role in the development of the south and the poverty alleviation, and once the fleeting opportunity is lost, it will bring about the resentment of history. A well-meaning person advised Fu Wenchao, secretary of the county party committee: "Secretary Fu, if the Hongyanzi power station project is completed, it will be the well-being of the people in the south, and the credit belongs to everyone; once it fails and becomes a mess, your responsibility will be great." Who knows that Fu Wenchao said without hesitation: "The Hongyanzi Power Station is a good thing that benefits the people of the south, and it must be on the line, and if the superior pursues the responsibility in the future, I will personally bear it, at best, I am not the secretary of the county party committee." The temperament and courage of a decision-maker, like a good commander on the battlefield, is full of confidence in the victory of the battle, which undoubtedly boosts the morale of the soldiers to defeat the enemy. In order to unify understanding, strengthen confidence, and speed up the pace of red electricity construction, on July 2, 1997, the southern county party committee of the CPC held an enlarged meeting of the standing committee in a conference room of the county government to study the construction of the Red Rock Sub-power Station and reduce the burden on peasants. The meeting was presided over by Fu Wenchao, secretary of the county party committee, Liu Jiahou, director of the county people's congress, and He Shanqi, deputy county governor, respectively reported on the preparatory work for the red electricity project and explained the feasibility and necessity of the project construction. The meeting ran from 8 a.m. to 6 p.m., and participants discussed the problems faced by the Hongyanzi Electric Aviation Project. Through repeated discussions and full deliberation, everyone unified their thinking and understanding of the problems faced by Hongyanzi and the difficulties they overcame: First, the construction of the Hongyanzi Power Station is a performance project that benefits the descendants of the people in the south, and there are difficulties to be carried out, and only in "fighting in the middle of the struggle, fighting in the middle of the work", with determination and vigor, facts and effects to move "God", to promote the final establishment of the state's project and matching, the injection of cooperative funds, and the determination to build the Hongyanzi Power Station unswervingly; second, the hydropower industry is a long-term industry, and once it is properly built and operated, it will only earn money and not lose. The third is to adopt the method of the people of the whole county as shareholders and share dividends for four consecutive years from 1997 to solve the problem of capital raising; fourth, it was at the time of the international "financial crisis" and the enterprises were overcapacitated, and the initiative was in the hands of the buyers, and taking this opportunity to build red electricity can greatly save construction funds; fifth, the southern nationals and the Jingzhengshu who have worked in the south. Chen Daoyuan was the director of the Provincial Department of Water and Power and the director of the Municipal Bureau of Water and Power, and Pu Haiqing was then the deputy secretary of the Sichuan Provincial Party Committee and executive vice governor, and they were all very concerned about the affairs of the south, and through these relations, they would all play an important role in the establishment of the Hongyanzi Electric Aviation Project and the support of the superiors. In the end, everyone raised their hands and voted unanimously to pass the resolution that the Hongyanzi Electric Aviation Project should start construction in that year.
Just when the construction of the red electricity project was about to start, on September 24, 1997, Li Chuan, mayor of Nanchong, led the leaders of the municipal party committee, the municipal government office, the municipal planning commission, the water and electricity bureau, the land bureau, the finance bureau and other units to the south and asked the Hongyanzi electric aviation project to postpone the construction. Fu Wenchao, Liu Jiahou, and Pang Mingxuan, principal leaders of the county party committee, the people's congress, and the government, made a detailed report to Mayor Li Chuan and his entourage in the conference room on the fourth floor of the Baiyun Hotel on the preparations for the construction of the Hongyanzi Electric Aviation Project, and also expressed the determination of the people in the south to build the Hongyanzi Power Station. On the afternoon of October 5, 1997, Feng Chengming, deputy secretary general of the Nanchong Municipal Government, and the Municipal Supervision Bureau, the Municipal Land Bureau and other units formed a working group to investigate and deal with the illegal occupation of the Hongyanzi Electric Aviation Project. County leaders Liu Jiahou, He Shanqi, and Wang Defan respectively truthfully reported to the municipal working group on the Hongyanzi electric aviation project, and once again showed the determination of the people in the south to overcome difficulties in building the Hongyanzi power station, which was understood by the Nanchong City working group.

After more than a year of red electricity foundation project, on November 6, 1998, the Jialing River interception ceremony of Hongyanzi Electric Navigation Project was held in Hongyanzi River Dam, on this day, Hongyanzi Wharf, crowded, colorful flags flying, participated in the interception ceremony from Nanchong City, Sichuan Province and sister counties (urban areas) leaders and guests; there are leaders of the "four major institutions" in southern counties; there are shareholder representatives of Hongyanzi Power Station and more than 100,000 people in the county. Liu Jiahou, director of the county people's congress and secretary of the party committee of the Hongyanzi Electric Aviation Engineering Headquarters, presided over the ceremony. Lu Tiecheng, deputy director of the Provincial People's Congress; Li Hongren, deputy secretary general of the provincial party committee and director of the General Office of the Provincial Government; Xie Chengrong, deputy director of the Provincial Department of Water and Power; Pu Xianfu, deputy secretary of the Nanchong Municipal CPC Committee; and Fu Wenchao, secretary of the Southern County CPC Committee, delivered enthusiastic speeches at the interception ceremony. Finally, Li Shenkuan, director of the Nanchong Municipal People's Congress, issued an order for the Jialing River of the Hongyanzi Electric Aviation Project to intercept the flow.
With a single order, more than 100 loading and unloading trucks full of sand pebbles that participated in the Interception of the Jialing River of the Hongyanzi Electric Navigation Project were filled into the river in turn, more than 100,000 pairs of eyes were fully focused on the surging river, and most of the sand pebbles that fell into the river in full view of everyone were washed away by the river water...
According to hydropower experts, the annual water flow of the Jialing River averages 700 m3/s, up to 10,000 m3/s during the peak of the flood, and about 100 m3/s in the dry season. On November 5, the Guangyuan Baozhu Temple Power Station located in the upper reaches of the Jialing River opened the flood gate and released water, and the water flow soared from the original estimated 300 m3/s to 700 m3/s, causing the interception dragon's mouth to tear open more than 40 meters, and the flood roared down like a wild horse that lost its reins, and dozens of tons of boulders were swallowed up by the turbulent flood at once, which increased the difficulty of intercepting the flow of the Jialing River. At nine o'clock in the evening, Fu Wenchao, secretary of the county party committee, convened a special meeting at the Yinfeng Hotel in Hedong to convene a special meeting between the responsible persons of the Hongyanzi Electric Aviation Engineering Headquarters, the Eighth Bureau of Hydropower, and the Third Bureau of Hydropower to study the interception plan on a special topic, and through the opinions and suggestions of the experts, finally formed a "cross-strait attack, simultaneous occupation." After more than half an hour of meeting, the command headquarters immediately informed the construction units and operators of the interception of the river, made preparations, stood ready at any time, and carried out a decisive battle to intercept the flow overnight. On the left bank of the Jialing River, Hedong Town and Huofeng Township organized more than 2,000 people to make preparations for emergency rescue, including a pregnant woman named Xiang Xianxue, who gave birth to a son the day after the successful interception, and the mother named the child "Zeliu", which means "interception" to commemorate the situation; the county grain bureau organized 10,000 sacks to support; and on the right bank of the Jialing River, more than 1,000 migrant workers were organized to weave filament cages to carry sand pebbles. At the same time, the headquarters collected strips of stone, prefabricated pieces and large stones in all directions of the city. At 00:00 on November 7, the hustle and bustle of the county town was very silent, most of the citizens had fallen asleep, and He Shanqi, commander of the Hongyanzi Electric Aviation Engineering Command, announced after a whistle: "The decisive battle of the Jialing River interception of the Hongyanzi Electric Navigation Project has begun." Suddenly, all kinds of engineering vehicles shuttled back and forth, and one truck after another filled with pebbles of iron cages, steel frames, and cement components filled the river one after another; in the face of the roaring river, the command headquarters transferred two iron barges, each filled with more than 50 tons of rock, dragged them to the center of the river, and threw them at Longkou; the engineering personnel of the construction units on both sides of the river followed the established plan: attacking on both sides of the strait and occupying at the same time. Gradually the break was getting smaller and smaller, the Jialing River slowly became docile from invincible, after more than 1,000 troops fought for 6 hours, at 6 o'clock in the morning of November 7, the cofferdam in the upper reaches of the Hongyanzi Electric Navigation Project was successfully intercepted, and the water of the Jialing River was cut off from the waist, obediently and orderly flowing from the diversion nullah to the downstream. At this time, the firecrackers celebrating the success of the interception sounded, breaking through the dawn and breaking through the thick fog, and the interception army that had fought all night cheered and rejoiced, laughter and tears intertwined, and the fatigue of the all-night was thrown out of the cloud of nine clouds.
< h1 class = "pgc-h-center-line" > a thrilling scene of sudden rainstorms and late-night rescue</h1>
On October 10, 2000, this is a very noteworthy day, after more than three years of construction and construction of the Hongyanzi Electric Aviation Project, the main project of the left bank has entered the installation and commissioning stage of the generator set, and the spindle of the 3# hydroelectric generator set has been hoisted in place. According to the usual practice, the Jialing River has passed the flood control period, and the normal water flow will not affect the installation and commissioning of the power station unit. It was in the opening year of this cross-century that "God" made a big joke about the Hongyanzi Electric Aviation Project. On October 9, heavy rain fell in Guangyuan Mianyang in the upper reaches of the Jialing River, and the water flow of the East River led to a sharp increase in the water flow of the Jialing River, and the Hongyanzi Power Station Engineering Headquarters got the flood situation: At 12:00 noon on October 11, the peak of the flood will pass through the Hongyanzi Power Station with a flow of 4500m3/s. At 11:00 p.m. on October 10, heavy rain fell in the southern urban area, and the transformer of the county pressure relief station was struck by lightning, causing a power outage in the whole city, and the county town was suddenly dark. At 00:00 that night, the duty room of the Hongyanzi Power Station Headquarters suddenly received a flood prevention notice from Guangyuan and Nanchong: Due to the exceptionally heavy rain on the upper reaches of the Jialing River and the rising water of the East River, it is expected that the Hongyanzi Power Station will usher in an exceptionally large flood peak at 8 a.m. on the 11th, and the flow will reach 10,000m3/s, requiring all localities to make preparations for flood prevention. Since the 3# generator set had been transported into the plant at that time, the 25-ton gate had not yet been installed on the flood gate that led to the factory, and two 40-ton cranes had to be hoisted at the same time to make the gate temporarily in place. But under the door is a high filling, soaked in mud by the rain, the crane can not get close, can not stand, can not use force. Once the flood floods into the plant, it will cause the unit to be submerged, with economic losses of 50 million yuan and a one-year extension of the construction period. Liu Jiahou, He Shanqi, and Zhang Xianfang rolled over and got out of bed after hearing the news, and the four people who braved the rain with the trolley master Xiang Chunquan went straight to the red electric left bank construction site, and while running, they called to inform the construction team of the Eighth Bureau of Hydropower to rush to the construction site quickly. It was really "house leaks and overnight rain", at that time, because the Jialing River Bridge was identified as a dangerous bridge by the Provincial Transportation Bureau, the bridge deck was being reinforced and repaired, all vehicles were prohibited from passing, to the left bank of the red electric power that was less than 1000 meters across the river, the vehicle had to take a detour from the Panlong Ferry to nanmu and then return to Beiyuan, Yongding, Hedong, the distance was nearly 80 kilometers, taking more than 2 hours. In order to arrive at the scene of the rescue in a hurry, the emergency moment, there is not much to consider, Liu Jiahou ordered the driver to risk his life and pass directly from the Dangerous Bridge of the Jialing River. Both sides of the bridge were made of hundreds of pounds of bar stones, and the four people got out of the car and forcefully moved the strip stones off the sides and opened a passage, which won time for the flood prevention and rescue of the Hongyanzi Power Station Project. After receiving the notice, more than 20 leaders and engineering and technical personnel of the Eighth Bureau of Hydropower have arrived at the scene, and the first task at this time is to block the floodgates. The construction site was pitch black, the engineering vehicle turned on the headlights to illuminate, and the leaders and engineering personnel who rushed to the rescue under the rain curtain became "falling soup chickens". The flood slowly rose, but the gate did not move, and the crane rushed to the gate again and again with a heavy breath and failed. The rain was still falling, and someone proposed to report the dangerous situation to Fu Wenchao, secretary of the county party committee, and Liu Jiahou said: "No need, if there is a problem, I will be responsible for the scene, and I cannot be involved in secretary Fu because of this matter." Liu Jiahou pretended to be indifferent on the surface, and his heart was very heavy, feeling like an accident was about to happen. He looked up at the sky and prayed silently: Oh my God, the southerners have not offended you, it is not easy to save money to repair the power station, why do you want to blame the southerners? Bless the people of the South from suffering! Strange to say, not long after praying, the rain suddenly stopped, and everyone accelerated the pace of rushing against the flood. Finally, in the crane boom rattling, the gate trembled away from the ground, and finally was embedded in the door slot, after several hours of intense fighting, in the last 5 minutes of the flood peak is about to enter the plant, finally successfully installed the flood gate, blocked the downstream flood control channel, and avoided a major accident. On the morning of October 11, the largest flood peak of the Jialing River of the year successfully passed through the hub of Hongyanzi Power Station with a flow rate of 9000m3/s, and Hongyanzi Power Station was safe and sound.
<h1 class="pgc-h-center-line" > united in their efforts to contribute to the construction of the red electric project</h1>
The "Red Electric" project has lasted for 10 years from the preliminary preparation to the successful connection of three units to generate power. During this period, people from all walks of life in the south were very concerned about the construction of the red electricity project, and in the face of the difficulties and problems encountered by the red electricity, they all had money to pay for it, and made great efforts to ensure the successful completion of the Red Rock Power Station project.
In August 1992, the sun was shining brightly, and the provincial geological survey team that undertook the survey task of the Hongyanzi Power Station went to the south and entered Haokou Village, Nanlong Town, and the cadres and masses of the village were very happy to hear that it was a survey and repair of the power station, and gave strong support from the aspects of material supply and logistics support. Haokou village is 6 kilometers away from the county seat, coupled with the barrier of Haogou, the vehicles of the geological survey team with important equipment and instruments need to be parked in a safer place, the only place in the village to park tractors is more suitable, the village chief Deng Yutai led by example, asking his son to be the first to drive the tractor out of the field, and several other motorists also drove away their own locomotives one after another, freeing up the venue for the geological survey team. A comrade of the geological survey team lost a washbasin, and the mayor of Deng Village immediately held a villagers' meeting, publicly condemned this bad behavior, and bought a new basin with his own money to send. In the survey work, many farmers' woods and bamboo blocked the line of sight, and the villagers took the initiative to remove obstacles without saying a word. When the survey team members were thirsty, the villagers took the initiative to send boiling water and supported the survey work of the Red Electric Project with practical actions.
When the funds encountered difficulties during the construction of the red electricity, it was still the southerners and social enthusiasts who helped each other to tide over the difficulties together. On December 29, 1998, Zhao Chongbi, the mother of Wu Honghu, a revolutionary martyr in Maoerjing Village, Huofeng Township, Nanfang County, who served in a certain unit of the Xinjiang Armed Police Force and heroically sacrificed her life to rescue young people who fell into the water, made a special trip to the headquarters of the Hongyanzi Power Station and donated all the 5,000 yuan pension paid by the state to the Hongyanzi Power Station. Zhao Chongbi's family is also very poor, and the living conditions are not good, she said to the leader of the command headquarters: "My son's last wish before he died was to build a good hometown, and I am here on behalf of my son." Pu Guopei, an elderly man in the 2 villages of Taihua Township, had participated in the War to Resist US Aggression and Aid Korea, and when he heard that there was a shortage of funds for the construction of red electricity, he took the 3,000 yuan he had saved from raising pigs all his life, walked 30 kilometers of mountain roads, and rushed to the county seat to donate the money to the Hongyanzi Power Station Engineering Headquarters. Luo Qiongyi, a Taiwanese child who left his hometown for decades to visit his relatives in the south, was touched by the spirit of the southern county party committee and government to build red electricity to benefit the people of the south, and generously invested 50,000 yuan in shares. Shi Minglun of the Nanchong Municipal Party Committee's Three Stress Education Guidance Group heard that red electricity was in difficulty in funding, and took the initiative to donate 1,000 yuan to red electricity. The old leaders Wen Wenfu and Yuan Tianxi, who had worked in the south, invested 10,000 yuan in cash from their thrifty savings into the construction of the red electricity project. The team of people in the county to understand and support the construction of red electricity has gradually expanded, and for four consecutive years, the participation rate of more than 1 million people in the southern county has rapidly climbed from less than 80% to 99%, and the amount of personal shareholding has reached 162.12 million yuan, which has solved the problem of capital for the construction of Hongyanzi Power Station.
