The newly revised Regulations on the United Front Work of the Communist Party of China (hereinafter referred to as the "Regulations") are guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement General Secretary Xi Jinping's important thinking on strengthening and improving united front work, are the basic backbone inner-party regulations in the field of the united front, and are the basic guidelines for doing a good job in united front work in the new era. Fengtai District will take the "5 focuses" as the starting point, regard the implementation of the "Regulations" as an important task, form a good atmosphere of learning the "Regulations" and using the "Regulations", and promote the integrity and innovation of united front work in various fields, improve quality and efficiency.
First, it is necessary to focus on the leadership of the party and consolidate the main responsibility of the united front work. The leadership of the Communist Party of China is the most distinctive feature of the united front, and upholding the party's leadership is the most fundamental and core task of the united front. The conspicuous feature of the current revision of the "Regulations" is to further strengthen the party's centralized and unified leadership over united front work. We will further promote the incorporation of united front policy theory into the pre-session study of the Standing Committee of the district party committee and the study content of the theoretical center group of the district party committee, the teaching content of party schools, administrative colleges, and socialist colleges, the propaganda work plan, and the assessment system for comprehensively and strictly administering the party (party building), further strengthen the sense of responsibility of party committees (party groups) at all levels, and truly implement the provisions of the "four inclusions" and "three leading" systems.
Second, we must focus on institutional mechanisms and give full play to the effectiveness of the pattern of the great united front work. The "Regulations" clearly point out that it is necessary to build a pattern of united front work under the unified leadership of party committees, the leadership and coordination of united front work departments, and the responsibilities of relevant departments. We will further improve the system and mechanism for the district party committee to lead the united front work, and on the basis of the original ethnic and religious, new social strata, Hong Kong and Macao, and the joint committee for the united front work of the private economy, establish a system of joint overseas united front work, and form a work pattern of "two groups, two offices, and five mechanisms." At the same time, it is necessary to straighten out the scope and work procedures for the decision-making of the Standing Committee of the regional party committee, the leading group meeting, and the special joint meeting, so as to realize effective decision-making and promotion of major, important, and key work in the field of united front work. Organize and carry out supervision and investigation of the implementation of the "Opinions on Strengthening and Improving the United Front Work in Neighborhood Communities in the New Era (Trial Implementation)" to ensure that the grass-roots united front work is well managed, grasped, and effective.
Third, we must focus on ideological guidance and focus on the overall situation of the center. To do a good job in the united front work in the new era, the most important thing is to strengthen ideological and political guidance, use the party's innovative theories to educate, guide, inspire, and unite people, and consolidate the common ideological and political foundation for unity and struggle. With the celebration of the 100th anniversary of the founding of the Communist Party of China as the main line, we will organize and carry out a series of training activities of "Fenghua Zhengmao, One Heart Podium", explore and develop 8 consensus education practice teaching bases in the whole region, publicize the party's century-old struggle history, the achievements of the development and construction of the capital and the achievements of regional construction, depict the grand blueprint for the development of Fengtai District during the "14th Five-Year Plan" period, and guide united front members from all walks of life to participate in development and jointly build Fengtai. Promote the establishment of "one heart home" united front work friendship bases in the east, central and western areas, regularly organize and carry out activities such as heart-to-heart talks and seminar salons, timely grasp the ideological dynamics of united front members, and enhance the accuracy of ideological and political guidance.
Fourth, we must focus on the grass-roots foundation and continuously expand the scope of unity and alliance. Grassroots united front work is the foundation of the entire united front work. At present, a large number of non-party personages have gathered in various buildings, parks, communities, and other forms of grass-roots organizations to study, live, start a business, and find employment; the streets, townships, towns, and community villages that are rich in a large number of united front resources have become the "bridgehead" for united front work in the new period. We will take the opportunity of the change of party and district organizations to promote the moderate expansion of the scale of non-party representatives, the optimization of the team structure, and the effective improvement of the overall quality. Explore new means and new carriers for the united front work of people of the new strata, expand the coverage of work, and closely unite people of the new strata around the party. Pay close attention to the impact of the epidemic on private enterprises, implement various policies to benefit enterprises, and promote the healthy development of the non-public economy and the healthy growth of non-public economic figures. Actively carry out grass-roots exchanges, do a good job in hong Kong, Macao, Taiwan, and overseas Chinese, and win the hearts and minds of the people overseas, and constantly strengthen the patriotic and friendly forces.
Fifth, it is necessary to focus on ability and quality and build a contingent of competent united front cadres. General Secretary Xi Jinping stressed: United front work is a science, and it is not possible to do well without a strong professional level and work ability. The key to studying and implementing the "Regulations" well lies in grasping the laws of work and constantly improving the ability and quality of doing a good job in united front work. We will further intensify training, pay attention to enabling cadres to undergo ideological tempering, political experience, and practical tempering in major tasks and key work, constantly enhance cadres' political judgment, political understanding, and political execution, build a contingent of united front cadres who are politically firm, proficient in their work, and have a strong work style, and build the United Front Work Department into a model political organ that is particularly capable of making overall plans and fighting.
