The circular said that since 2006, Wang Lei's mafia-related organization has privately set up a "maritime patrol team" in the name of contracting aquaculture in the sea area, forcibly charging fees to local fishermen, violently expelling fishermen who do not pay fees, and carrying out illegal and criminal activities such as picking quarrels and provoking trouble, extortion, and extortion. During this period, Wang Lei also transformed some of the people involved in the mafia into regular personnel of state-owned enterprises through operations.

The reporter noted that in the 490,000-word judgment of Wang Lei's black-related case, a seafood called sea intestine was mentioned more than 1,700 times.
Sea intestine, known as ring hedgehog, has high nutritional value and economic value, and is only produced in Bohai Bay in China. In accordance with the provisions of the Fisheries Law, without the approval of the competent fishery administrative department under the State Council, no unit or individual may engage in fishing activities in the aquatic germplasm resources protection zone.
On the basis of the private establishment of the "Maritime Patrol Team" in 2006 to forcibly collect fees and extort money from local fishermen, wang Lei's mafia-related organization, with the help of relevant public officials, contracted the waters of the Laizhou Bay Single Ring Thorn Oyster Omi oyster National Aquatic Germplasm Resources Conservation Area in the name of conservation, scientific research and fishing, and organized fishing boats through seafood vendors to illegally fish for seafood sausages, seriously disrupting the normal order of the seafood market and destroying marine ecological resources.
In order to prevent vessels operating at sea from hiding sea intestines, the organization has adopted methods such as threats and insults and forced searches to strictly "manage" fishing vessels entering the waters under its control, and even the broken sea sausages produced during fishing operations have been obtained from fishermen and forcibly sold to seafood traders, forming absolute control over the production and sale of sea sausages in Weifang. Wang Lei even shouted: "If I am not happy, don't say Weifang, and the whole of Shandong will not want to eat a good sea sausage." ”
Controlling the sea sausage market is only one aspect. According to the procuratorial organs, the organization used methods such as the establishment of shell companies to confirm the right to the sea area, and with the help of some public officials, the sea area expanded rapidly, and the actual control of the sea area by the organization reached more than 680,000 mu at the time of the crime. The organization also instructed the "patrol team" to coerce fishermen in normal production operations to pay fees to them in the name of beach maintenance by tying up boats and colliding with boats, and arbitrarily set prices, squeezing the living space of fishermen, causing fishermen to change from "eating by the sea" to "watching Wang Lei's face eat."
"The organization carried out 137 extortion and extortion activities by means of violent threats, and more than 200 fishermen were victimized; in order to compete for the sea area, compete for hegemony and establish a strong position, it carried out more than 10 illegal and criminal activities of picking quarrels and provoking troubles in the northern waters of Weifang. The barbaric growth of Wang Lei and his gang is inseparable from the protection of the "protective umbrella." Xu Runqi, former secretary of the party group and director of the Weifang Municipal Bureau of Natural Resources and Planning and second-level inspector, was one of them.
After investigation, from 2013 to 2018, when Xu Runqi was the secretary and director of the party group of the Weifang Municipal Bureau of Oceanography and Fisheries, and the secretary and director of the party committee and director of the Weifang Municipal Bureau of Land and Resources, he repeatedly accepted gifts and gifts from Wang Lei, and exchanged real estate with Wang Lei to obtain the difference in price; through dinner, greeting, etc., matchmaking for his participation in profit-making activities such as land consolidation projects in the county and urban areas; and using the convenience of his position to provide assistance for the handling of his sea area use rights and other matters. Systematically grabbing huge economic benefits through illegal and criminal activities is a typical feature of Wang Lei's mafia-related organizations.
According to the procuratorate' allegations, after the organization was formally formed in March 2009, it forcibly collected more than 2.9 million yuan from fishermen who produced in the sea in the name of "site fees", "resource compensation fees" and "fines"; illegally profited more than 80 million yuan by organizing fishermen to fish for aquatic products; defrauded the state of fuel subsidies and loan discounts totaling more than 15 million yuan through fictitious materials; and illegally contracted projects through forging state organ documents and colluding in bidding, illegally making more than 80 million yuan in profits By falsely issuing special invoices for national value-added tax, more than 12 million yuan of state taxes were defrauded.
In order to better "make money," the organization also took advantage of the shielding and connivance of public officials to cloak some of its members of the organization as "employees of state-owned enterprises," not only to "whitewash" the members of the organization and enterprises, but also to continue to bully fishermen, squeeze competitors, and vigorously expand their sphere of influence under the banner of "state-owned enterprises," causing extremely bad influence in the local area.
In the process, Zang Chuankui, former party secretary and chairman of Weifang Binhai Tourism Group Co., Ltd., was sentenced to eight years and six months in prison for accepting bribes and fined 800,000 yuan to play an "important role."
After investigation, from 2013 to 2018, during his tenure at Binhai Tourism Group, Zang Chuankui established a joint venture with a company actually controlled by Wang Lei in the name of a state-owned company to establish a leisure fishery co., LTD., with Wang Lei in charge of specific operations, and turned some of the black-related personnel into regular employees of state-owned enterprises in his unit. Zang Chuankui also successively accepted money and goods sent by Wang Lei, sought benefits for Wang Lei, and engaged in profit-making activities through Wang Lei.
Taking illegal profit-making activities as an example, in January 2016, Zang Chuankui accepted Wang Lei's application for the right to use more than 30,000 mu of sea area, arranged and held the right to use the sea area through his subordinate Zang Chuankui, and Wang Lei paid 310,000 yuan for the use of the sea area for the year, and at the same time tacitly allowed Wang Lei to contract the sea area to the outside world. In May 2016, Zang Chuankui collected 450,000 yuan from Wang Lei for the contract fee for the sea area through a bank card handled by his subordinates in his personal name.
Not only that, in early 2017 and the first half of 2018, Zang Chuankui twice accepted one alpine cuckoo painting and a set of Meilan bamboo chrysanthemum paintings sent by Wang Lei to well-known domestic painters, as well as a zodiac cow and a zodiac horse painting. After identification, except for one painting that is a fake, the remaining paintings are authentic, with a total value of RMB 76,000. Zang Chuankui also accepted an off-road vehicle provided by Wang Lei and handed it over to his wife and brother for use.

The reporter found that in addition to Xu Runqi and Zang Chuankui, there were still many people who provided shelter or illegal help for Wang Lei.
In Changyi City, which is subordinate to Weifang, Wang Xingjun, former station chief of the Fishery Administration Station, Ma Lianmao, former deputy station chief, and other public officials were exposed by the State Supervision Commission of the Central Commission for Discipline Inspection for handling the approval procedures for Wang Lei for fishing vessels, fishing, shellfish production operations, and other examination and approval procedures for fishing vessels, fishing, and shellfish production operations in violation of the law, and provided assistance for him to defraud fuel subsidies. According to the procuratorate's allegations, in order to seek asylum or illegal assistance, the organization has paid huge sums of money to buy celebrity calligraphy and paintings, high-end vehicles, expensive tobacco and alcohol and other items to attract and corrupt state workers, and has set up fixed-point receptions in a number of high-end hotels and KTV, of which more than 20 million yuan was spent on the purchase of celebrity calligraphy and paintings, and more than 4.9 million yuan was spent on high-end tobacco and alcohol.
"In addition, in order to demonstrate its 'maritime strength', the organization also uses fishery administration law enforcement vessels interchangeably with the fishery administration department with the help of some public officials. The vessel is sometimes used for maritime law enforcement in the fisheries administration and for the organization's maritime patrols, causing an extremely bad social impact on the ground. In view of the characteristics of the case involving a wide range of administrative regions and many industry systems, the Weifang Municipal Commission for Discipline Inspection and Supervision followed the line of thinking of "one main line and three branches" in handling the case, on the one hand, highlighted "one main line", deeply analyzed the trajectory of Wang Lei's mafia-related organization sitting on the trend of great growth, and actively sought a breakthrough in the case; on the other hand, along the three branch lines of the party committee and government, the political and legal system, and the functional departments, it dug deep along the line. By the end of August this year, 67 party members and cadres had been verified and dealt with, of which 47 had been given party discipline and government affairs sanctions, 6 had been placed in liuzhi measures, and 7 had been transferred for examination and prosecution.
On the basis of in-depth digging and thorough investigation, in view of the problem of a small number of party members and cadres exposed by the case taking advantage of job convenience and loopholes in system supervision as "protective umbrellas," the discipline inspection and supervision organs of Weifang City urged the units where the cases occurred to establish rules and regulations, use cases to cure the root causes, use cases to promote reform, and use cases to promote construction, and do a solid job in the "second half of the article."
