Taihe County regards the construction of high-standard farmland as the "number one project" to enhance the comprehensive production capacity of grain and consolidate the status of the main grain producing area.

In terms of planning and layout, based on the construction foundation, focus on key areas, find the direction of construction, and give priority to building a number of concentrated and contiguous "demonstration projects" in permanent basic farmland, grain production functional areas and important agricultural product protection areas. At the same time, we should take into account the actual needs of agricultural production in remote mountainous areas and vigorously improve the conditions of agricultural infrastructure. In the past four years, 17,300 mu of high-standard farmland has been built in 12 remote villages such as Huagaishan Village in Wanhe Town. In the design of the project, fully solicit the opinions of the masses, put the protection and utilization of cultivated land and improve the quality of cultivated land in a priority position, determine the construction content according to local conditions, strictly control the proportion of land occupied by facilities and hardened pavement, strictly prohibit the construction of ditches, canals and roads on an over-scale scale, and scientifically control the occupancy rate of field infrastructure. At the same time, fully excavate and utilize resources such as non-arable land, barren land and abandoned land in the project area to increase the rate of new cultivated land in the project. In the past four years, 2,000 mu of arable land has been added to the project area.

Do a good job of fine brand compaction chain of custody

Quality is the lifeblood of a project. In order to build high-standard farmland construction projects into high-quality projects and mass satisfaction projects, Taihe County strictly implements the project legal person system, bidding system, project supervision system and contract system. While speeding up the progress of project implementation, a "five-in-one" project supervision network composed of supervisors, township project management personnel, village-level quality supervisors, technical guidance personnel, and county high-standard office supervisors has been established to strictly control the quality of material use and construction processes, and a farmland construction supervision council has been established in the administrative village of the project area to accept the supervision of the masses by publicizing the construction content and construction standards. After the completion of the project, a third party was introduced to evaluate the quality of the project, so that all the high-standard farmland built met the design standards.

Play a long-term card after construction and strong management protection

High-standard farmland must be built well, but also managed in the long run. Taihe County strictly implements the three-level management and protection mechanism of "the county is responsible for the overall responsibility, the township supervision, and the village as the main body", formulates the "High-standard Farmland Post-Construction Management and Protection Measures", actively promotes the "four-level field chief system" management and protection mode of counties, townships, villages and groups, and includes all the high-standard farmland built into the scope of management and protection, and the county finance implements the management and protection funds according to the standard of 20 yuan per mu every year, arranges 1 management and protection personnel with an area of 1,000 mu of farmland, clarifies the scope of management and protection, the responsibility of management, the assessment standard and the management remuneration, so as to achieve comprehensive management and protection without blind spots. And set up signs in the project area to guide villagers to cherish and care for engineering facilities, and to distinguish responsibilities for damaged field engineering facilities and timely maintenance. The county finance arranges 400,000 yuan of special funds every year, bidding for the procurement of safflower grass seeds and organic fertilizers, focusing on the high-standard farmland construction project area, through the development of green manure planting, increase the application of organic fertilizer, improve the soil, enhance the soil.

Playing a Good Industrial Card to Increase Grain and Income

Taihe County adheres to the principle of attaching equal importance to development and utilization in promoting the construction of high-standard farmland, on the one hand, guide farmers in the project area to make full use of good agricultural infrastructure conditions, vigorously develop double-cropping rice planting, adhere to the use of good land grain, and in 2021, the county's early rice planting area will reach 578,000 mu, exceeding the tasks issued by the province and the city. On the other hand, we should increase the intensity of land circulation, cultivate and strengthen the main body of agricultural operations, and make the "Jinggang Rice" regional public brand bigger and stronger. At present, the project area has transferred 190,000 mu of land, developed 43 rice professional cooperatives, 136 professional planting households, adopted the model of "company + cooperative + farmer", and established 5 high-quality rice bases of 10,000 mu in key grain-producing areas such as Shacun, Guanchao, Suxi, Heshi, Wanhe, etc., driving 1,174 farmers to continue to increase their income; the introduction of Jiangxi Xinrunrong Co., Ltd. successfully built a 10,000-mu rice and shrimp base in the high-standard farmland construction project area of Luoxi Town, and the base produced 425 kg of lobster per mu in 2020. The yield of late rice in one season is 1100 jin, which is 4500 yuan per mu of rice planted, achieving "one water dual use, one field double harvest, rice and shrimp win-win", through demonstration guidance, the county's rice and shrimp comprehensive breeding scale expanded to 16,000 mu.
