More than 30 years ago, Hainan established a provincial special economic zone, and 100,000 talents went to Hainan. Nowadays, the coast of the South China Sea has once again sounded the clarion call for talent gathering, and the talent team of Hainan Free Trade Port has shown a trend of accelerated gathering and surging forward.

"Raise the strength of the whole country and gather the talents of the four sides." Over the past three years, Hainan has successively introduced three batches of 285 outstanding cadres on temporary duty, and selected 4 batches of 400 cadres to study in relevant central units and developed provinces. By the end of July, Hainan had introduced a total of 309,000 talents, an increase of more than 8 times year-on-year, effectively alleviating the urgent demand for all kinds of talents in the opening stage of the construction of Hainan Free Trade Port.

Chen Lei, director of the Talent Development Bureau of the Hainan Provincial CPC Committee, said that since the "Guiding Opinions of the CPC Central Committee and the State Council on Supporting Hainan's Comprehensive Deepening of Reform and Opening Up" and the "Overall Plan for the Construction of Hainan Free Trade Port" have been implemented successively, Hainan has actively promoted talent work. After nearly 3 years of talent introduction and talent training work, talent work has made a stage breakthrough, completed the goal of attracting 200,000 talents in the first phase of the Hainan Provincial Party Committee's "Million Talents into Hainan Action Plan (2018-2025)", and carried out a series of institutional mechanism innovations at the level of talent introduction work.

Build a "package" policy system. Coordinate public security, housing construction, human resources and social security, education, medical insurance, entry-exit and other departments, formulate and introduce policies for the settlement of talents, housing security, spouse employment, children's schooling, medical treatment, and foreigners' stay and residence, and strengthen the implementation of policies to promote policies to truly benefit talents. For example, as of the end of July, a total of 34,784 people had been issued housing subsidies of more than 260 million yuan.

Explore and improve the government employee system. According to Tao Tao, director of the Organization Department of the Yangpu Working Committee, the Management Committee of the Yangpu Working Committee has explored the establishment of a government employee system. After continuous recruitment, there are currently 267 government employees in Yangpu, including 135 junior employees (bachelor degree or above), 122 intermediate employees (master's degree or above or intermediate title), and 10 senior employees (senior title). Employees are generally young and highly educated, and they are the new force of the Management Committee of yangpu working committee. At present, the management system of "parallel management and two-way mobility" between government employees and personnel in the system has been established, and the knowledge and age structure of the cadre team have been optimized.

The "Administrative Measures for High-level Talent Service Commissioners in Hainan Province" was promulgated, the high-level talent service liaison officer system was implemented, a 495-person liaison team was established, and a new model of high-level talent service was built that "covers the whole province, connects from top to bottom, personalizes service, and handles efficiently". At present, the first high-level talent service liaison skills competition in Hainan Province is currently being held, which will further strengthen the construction of the talent service team.

The "Overall Plan for the Construction of Hainan Free Trade Port" proposes that according to the development needs of Hainan Free Trade Port, for high-end industrial talents, a more open talent and residence policy will be implemented to create a highland for talent gathering.

Chen Lei said that the Hainan Free Trade Port has built a more open talent introduction mechanism, expanded its opening up to the outside world, and introduced international talents. Vigorously implement the international talent gathering project, hold activities to attract talents and wisdom from all over the world, and introduce scientific and technological leading talents, innovative teams, outstanding young talents, and foreign high-end talents.

At present, Hainan has built a policy system for immigration and entry-exit talent introduction that meets the needs of the current free trade port construction and is open and convenient. According to the statistics of the public security department, in the past three years, the number of foreigners who applied for and obtained permanent residence identity cards in Hainan Province increased by 213% compared with before the implementation of the policy of attracting talents and attracting wisdom; from April 13, 2018 to July 31, 2021, more than 9,000 work-related residence permits were issued in the province, of which about 1,500 were issued from January to July 2021, an increase of 64% year-on-year.

The relevant person in charge of the Public Security Department of Hainan Province said that under the current severe situation of external prevention of the epidemic, the number of foreigners who have obtained permanent residency rights in Hainan Province and the number of work-related residence permits issued have risen against the trend, highlighting the attractiveness of Hainan Free Trade Port for foreign talents.
