Liu Yi is a post-85 cadre, currently the deputy director of the Civil Affairs Bureau of Jiyang District, Sanya City, Hainan Province, the chairman of the Disabled Persons' Federation of Jiyang District of Sanya City, and the leader of the Rural Revitalization Task Force of Luobi Village. He has been responsible for almost all the key and difficult work at the grass-roots level, such as poverty alleviation, rural revitalization, human settlement environment improvement, and urban and rural community governance.
Due to his excellent work, Liu Yi was rated as "Advanced Individual in the Civil Affairs System of Hainan Province" in 2019, and his annual assessment from the entry of civil servants to the present has been "excellent", and in May 2019, he was approved by the Jiyang District Committee to record "third-class merit". On March 30 this year, Liu Yi won the title of "Civil Servant Satisfied by the People" in the Fourth Hainan Province "Civil Servant (Collective)" and The First Class Meritorious Service (Collective) Commendation.
In an interview with The Paper (www.thepaper.cn), Liu Yi said that small things have been solved, reflecting the value of his work, "speak well for the people, grassroots work will not be done in vain." This is Liu Yi's original intention.
Gnawing on "hard bones" in the village
Liu Yi, a 33-year-old native of Sanya, Hainan, studied tourism management at South Central University for Nationalities as an undergraduate. In 2012, after graduating from university, he found a job in Shenzhen as a tourism e-commerce company, professional counterpart, with a salary of 7000 or 8000. He was admitted to his hometown as a selected student, worked as a secretary assistant in Bohou Village, and entered the Civil Affairs Bureau of Jiyang District of Sanya City in 2015.
His idea was that, on the one hand, being close to home and convenient for taking care of parents; on the other hand, being a civil servant could play a greater role in doing things for the people of his hometown.
In 2016, Liu Yi participated in poverty alleviation work. Because of his outstanding performance, in March 2017, the organization arranged a greater task, and Liu Yi was appointed as the first secretary of the party branch of Luobi Village in Jiyang District.
Luobi Village has the well-known Luobi Cave Site, which is the southernmost site of China's Paleolithic culture distribution, as well as a famous scenic spot in Hainan and a key cultural relics protection unit in Hainan Province. Its discovery advanced the human history of Hainan by two to three thousand years.
However, the historic Village of Luobi is famous as the "Backward Village". Liu Yi told The Paper that at that time, the leading body of the village party organization in Luobi Village was weak and scattered, the villagers' income mainly depended on planting and part-time work, and the village's collective economy was weak.
When he first arrived, Liu Yi encountered the problem of land acquisition and demolition that had not been completed for 7 years. Liu Yi said that in order to gain the trust of the masses, he led the "two committees" of Luobi Village to go door to door to listen to the opinions of the masses and collect village conditions and public opinions.
After a year of hard work, many problems have been solved: two batches of illegal buildings have been destroyed, a total of 85 buildings of 37,000 square meters have been completed, the expropriation of land and houses on the ground with a total of 1,635 mu in four plots has been completed, and more than 100 graves have been relocated.
In 2019, the project of the new campus of Hainan Tropical Ocean College involved the relocation of 107 graves in Luobi Village, and the 26 villagers involved did not agree. "After all, it is the ancestral grave that was moved, and the mood of the villagers can be understood." In order to do the work of connecting the people, Liu Yi and the village "two committees" team went to the door almost every day to do work, "going during the day and going at night", and going to the villagers' homes to eat together.
After a month of soft grinding and hard soaking, the three villagers relaxed and agreed to move the grave. After that, the work of other villagers' families was slowly completed, and by the end of June 2019, all 107 graves had been relocated.
"Moving ancestral graves is the most difficult work to do, once it was broken by someone, but it was broken, and the work that should be done should continue to be done." Liu Yi said.
Lead the villagers to get rich
"I've always believed that roads are accessible, so I must build roads." In the face of the potholed roads in the village, Liu Yi coordinated with the housing and transportation departments of the district to lead the villagers to build 4 rural roads and 1 tourism resource road, with a total length of more than 10 kilometers. While improving the rural road network, projects such as street lights, tap water, and rural sewage pipe networks have also been introduced. In 2020, Luobi Village was rated as a sanitary village in Sanya City.
The environment is good, the road is open, and getting rich has become a problem that needs to be broken.
"If you want to get rich, you must not only have self-motivation, but also have a way, and more importantly, you must make the villagers feel hopeful." In order to solve the employment problem, Liu Yi led the village cadres to ask professional teachers to train the villagers in horticulture, electric welding, housekeeping, pastry and other vocational training.
Liu Yi also found that the houses supporting the village committee have been vacant for many years, and after consultation with the village cadres, it was decided to rent out the houses, which can bring more than 300,000 yuan of rental income a year. By 2020, the per capita income of Luobi Village has exceeded 20,000 yuan.
Last year, after the outbreak of the new crown epidemic, Liu Yi gave up the rest and Spring Festival holidays and worked for nearly 2 consecutive months. He ran errands for the quarantined people to buy daily necessities and sent two suspected cases to the isolation hospital. Because he has been working in the front line and is afraid that he has the risk of infection, he has lived alone for more than a month and eaten takeaway for more than a month.

In short supply of epidemic prevention materials, Liu Yi went to the relevant units to fight for hundreds of masks to be sent to the hands of front-line workers, and funded the purchase of masks, alcohol and other donations to Luobi Primary School. Because of his outstanding performance in epidemic prevention and control, Liu Yi was rated as "a communist party member with outstanding performance in the prevention and control of the new crown pneumonia epidemic" by the Organization Department of the Sanya Municipal Party Committee.
"I am the number one in the village, and I will definitely be responsible to the villagers." I don't know how to say the effect of prevention and control, but there is no confirmed case in the area I am responsible for, which is fortunate. Liu Yi said.
After the Spring Festival in 2020, the peppers in Luobi Village ushered in a bumper harvest, and due to the impact of the new crown pneumonia epidemic, a large number of peppers were not sold. After investigation, Liu Yi found that the general output of one mu of line pepper is about 4,000 catties, but the purchase price is too low, only 0.6 ~ 0.7 yuan / catty, can not return the cost, many villagers prefer to choose to rot the line pepper in the ground.
Liu Yi contacted the buyer in many ways, a local buyer is willing to buy a better quality pepper at a price of 1 yuan / kg, shipped to Wanning City cold inventory, and the buyer from Hunan is also willing to buy at a price of 0.9 yuan / kg. By February 2020, 5,000 kilograms of peppers will be sold in Luobi Village, and another 20,000 kilograms will be ordered.

At the same time, Liu Yi actively publicized the support policies for the production and marketing of melons, fruits and vegetables in Sanya to the villagers. He told the villagers that the transportation of melons, fruits and vegetables can be subsidized according to the number of kilometers per way, and guided the villagers to apply for subsidies, which promoted the sales of agricultural products in Luobi Village.
"Speak well for the people, grassroots work will not be done in vain"
In addition to his work in Luobi Village, Liu Yi also served as the chairman of the Jiyang District Disabled Persons' Federation, "Every time I see the disabled people living in difficulty, I hope to help them and make their lives better." ”
During his tenure as the chairman of the District Disabled Persons' Federation, Liu Yi conducted a comprehensive survey of the current situation of 2253 disabled people in the district, and comprehensively rectified six problems such as the inconsistency of the found disability certificates. His style of work is, "As long as the people need it, I feel it is necessary, I can do it, and I dare to do it." I am not afraid, I feel that as long as I do not eat, take, grill, or want, the organization will also support and protect the cadres. ”
Using 6 months of spare time, Liu Yi learned the poverty alleviation policy, studied and formulated the subsidy program for the self-reliance and self-reliance of the disabled, innovatively tried to implement the self-reliance and self-reliance subsidy policy for the disabled at the district level in the province, and boldly used the policy to encourage the disabled to find employment and start a business, and help the disabled people with difficulties to get rid of poverty stably through employment.
The Jiyang Rehabilitation Center for the Disabled, carefully built by Liu Yi, is the first district-level comprehensive rehabilitation platform for the disabled in Sanya. Since the rehabilitation platform was launched in July 2020, it has provided a total of 7,905 physical rehabilitation services and mental rehabilitation services. Among them, 5883 people provided physical rehabilitation services and 2022 times of mental rehabilitation services.
"Seeing that there are still so many people with difficulties in life, I can't help but want to help." Some people came to the Disabled Persons' Federation to reflect that they had not received subsidies for several months, liu Yi immediately contacted the relevant staff, and asked "The disabled subsidies are hundreds of yuan, you don't feel much, but this is the money they eat, their lives are already difficult enough, how can they drag on without subsidies?" After communication, the relevant staff promised that within three working days, the subsidy would hit the other party's account.
Liu Yi believes that it is precisely such a small matter that has been solved, which reflects the value of his work, "speak well for the people, and the grass-roots work will not be done in vain." After working at the grassroots level for many years, his perception is that it is very important to listen to the voice of the people and solve problems for the people, "do it with all your might, do as much as you can, at least work hard, worthy of the people."
