Recent data from the National Bureau of Statistics shows that the unemployment rate for people aged 16-24 has risen in recent months, reaching 16.2% in July. In this regard, Zhang Ying, director of the Employment Promotion Department of the Ministry of Human Resources and Social Security, said that at present and for some time to come, the situation of youth employment in China will remain stable on the whole. At the same time, we must also see that the scale of young workers is still relatively large, and some workers are eager for their own development and value realization, and have higher demands for employment.

Zhang Ying said that while emphasizing the continuous employment of college graduates, the "Plan" also clearly proposed for the first time to promote youth employment and made separate deployment arrangements. The overall consideration is to promote the employment and entrepreneurship of young people through multiple channels through the strength of supply and demand on both sides and the support of policy services. Specific initiatives have four dimensions.
The first is to focus on creating diversified employment opportunities. Expand employment and entrepreneurship opportunities in new industries, new formats, and new models, dock the optimization layout of industries, coordinated regional development, and the talent needs of enterprises in key industries, improve the demand forecasting, factor allocation, and coordinated development mechanism of human resources, and support young people to find employment and entrepreneurship in areas that are urgently needed.
The second is to enhance the ability of career development. Through career guidance, improve job search ability, increase career planning, career experience, job search method guidance, and enhance young people's workplace resilience. Through vocational training, enhance professional skills, expand special ability training, new vocational training, and work-for-work training, and enhance the growth of youth employment. Increase practical experience through employment apprenticeships, provide more apprenticeship opportunities for management and technical positions, and enhance the job competence of young people.
The third is to focus on enhancing the pertinence of employment services. Improve the employment service model that meets the needs of young people, and provide employment services such as job introduction according to their employment willingness, so as to improve their accuracy in choosing a job. Smooth the channels of information services, organize and carry out industry-based and professional recruitment activities, combine online and offline, and innovate more employment service models such as "live broadcast with posts" that meet the characteristics of young people.
The fourth is to focus on doing a good job in helping and supporting difficulties. Implement the youth employment departure plan, carry out practical guidance, classified guidance and tracking assistance for unemployed young people, and guide them to become self-reliant and self-reliant, enter the market and integrate into society. At the same time, employment assistance is provided to some unemployed youth in difficulty to firmly adhere to the employment bottom line.
Zhang Ying pointed out that college graduates are always the top priority among young people, and the "Planning" clarifies the special employment and entrepreneurship support plan for college graduates, and constantly expands market-oriented and socialized employment channels.
