Zhang Ying said that while emphasizing the continuous employment of college graduates, the "Plan" also clearly proposed for the first time to promote youth employment and made separate deployment arrangements. The overall consideration is to promote the employment and entrepreneurship of young people through multiple channels through the strength of supply and demand on both sides and the support of policy services. Specific initiatives have four dimensions.

The first is to focus on creating diversified employment opportunities. Expand employment and entrepreneurship opportunities in new industries, new formats, and new models, dock the optimization layout of industries, coordinated regional development, and the talent needs of enterprises in key industries, improve the demand forecasting, factor allocation, and coordinated development mechanism of human resources, and support young people to find employment and entrepreneurship in areas that are urgently needed.
