On the morning of October 21st, under the guidance of the State Information Center and the Chongqing Municipal Development and Reform Commission, co-sponsored by the Chongqing Federation of Social Sciences and the Chongqing Municipal Economic Information Center (Chongqing Comprehensive Economic Research Institute), and hosted by the Chongqing Western Big Data Frontier Application Research Institute, the Summit Forum on the Construction of the Twin Cities Economic Circle and the High-quality Development of the Digital Economy in the Chengdu-Chongqing Region was held in The Xiantao International Big Data Valley, Chongqing. The meeting was presided over by Yu Shiyang, director of the Big Data Development Department of the State Information Center. Representatives from relevant departments in Chongqing and Chengdu and representatives of enterprises related to the digital economy attended the meeting.

Zhou Min, deputy director of the State Information Center, pointed out in his speech that building a new highland for the development of the digital economy in Chongqing is not only an urgent need to accelerate the digital transformation of all fields of society, but also an inevitable requirement to further meet the needs of the masses for a high-quality life. Zhou Min stressed that in the future, the State Information Center will continue to strengthen close cooperation with the Chengdu-Chongqing region, jointly explore a new model for the development of the digital economy in the Chengdu-Chongqing twin-city economic circle, and jointly promote the high-quality development of the Chengdu-Chongqing twin-city economic circle.

Li Baohai, secretary of the party group of the Chongqing Municipal Federation of Social Sciences, pointed out in his speech that the joint construction of a digital twin-city economic circle and the construction of a new highland for the development of the digital economy in the Chengdu-Chongqing region are of great significance to the formation of a regional development pattern of "Beijing-Tianjin-Hebei in the north, the Yangtze River Delta in the east, Guangdong, Hong Kong and Macao in the south, and Chengdu-Chongqing in the west", solving the problem of unbalanced and insufficient regional development in China, and driving the high-quality development of the national economy. In the future, the Chongqing Federation of Social Sciences will continue to play the role of think tanks and think tanks, and contribute to promoting the construction of the Chengdu-Chongqing Twin Cities Economic Circle and the high-quality development of the digital economy.

In his speech, Mi Benjia, deputy director of the Chongqing Municipal Development and Reform Commission, summarized the achievements of Chongqing's digital economy development, pointed out that in recent years, Chongqing has focused on promoting the development of the digital economy and the real economy, actively promoted digital industrialization and industrial digitalization, and the level of integrated development of the two modernizations has ranked first in the central and western regions for five consecutive years and entered the first phalanx in China. Build Chongqing Western Science City with high standards, continuously expand the digital economy industry chain, strive to exceed one trillion yuan in the total digital economy next year, and strive to build Chongqing into a world-leading digital economy highland.

In the keynote speech session, Yang Weimin, member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference and deputy director of the Economic Committee, made an authoritative interpretation of data property rights and the construction of the Chengdu-Chongqing Twin Cities Economic Circle, pointing out that the construction of digital China is a major task determined by the 14th Five-Year Plan, the digital economy is an important form of the future economy, strengthening digital governance is the due meaning of the modern governance system, and the establishment of a data property rights system is a practical need.

Zhang Xinhong, chief information officer of the State Information Center, deeply analyzed the digital economy from the perspective of data law, and put forward ten important judgments such as data is data, data is everywhere, data interaction is mutual, data is constant, all data can be digitized, data is the original treasure of human society, data is useful, data drives everything into reality, data fusion gives birth to new formats, and data capabilities become core competitiveness.

At the meeting, the Chengdu-Chongqing Digital Economy Industry Forum and the "Big Data and the Development of the Chengdu-Chongqing Urban Agglomeration" Chengdu-Chongqing Digital Economy Enterprise Sharing Meeting were also held. Representatives from Chongqing Xiantao Data Valley, Chengdu New Economic Vitality Zone, Tsinghua University and Peking University scientific research achievement transformation enterprises respectively introduced the latest development of the industry from the aspects of local digital industry development, light field intelligent imaging, and intelligent technology supporting the development of digital economy. Xu Yi, deputy general manager of Chongqing Xiantao Data Valley Investment Management Co., Ltd., introduced the digital industry in Chongqing, Yubei District and Xiantao Data Valley, saying that Chongqing's digital economy is standing at the head of the tide, and Yubei District is relying on location advantages to build a "new ecology of digital industry". Xiantao Data Valley has a clear positioning, and in the future, it will focus on building a leading domestic big data industry ecological valley and a demonstration site in the field of information and communication of China-Singapore interconnection demonstration projects.

Industry representatives such as Enterprises of Southwest Data Alliance, Enterprises of Yubei District, and Enterprises of Chengdu New Economic Vitality Zone discussed big data and the development of Chengdu-Chongqing City Agglomeration from the practical experience of the industry, and put forward constructive suggestions for the construction of the twin-city economic circle and the high-quality development of the digital economy in Chengdu-Chongqing region.
